Program Name: BS Health Science Academic Year of Implementation: 2010 Name of the program area or unit that would offer the proposed degree or program: Biology and Nursing Programs Name, title, and rank, of individual(s) primarily responsible for drafting the proposed degree program: Karen Jensen, Associate Professor of Nursing and Director, Nursing Program Barbara Thorpe, AVP for Research and Sponsored Programs Kevin Volkan, Professor of Psychology Ching-Hua Wang, Professor of Biology and Chair of the Biology and Nursing Programs 2. Description Description of the degree program. Major subject matter elements of the program, core content areas, and representative courses taught. (250 words) The primary objective of the BS Health Science is to prepare students for professional careers in private and public health services. Health Science is a multidisciplinary field, directed toward understanding factors affecting health and improving the health status of populations and individuals. Lower and Upper level core courses: At the lower division, the program would offer an introduction to community health, nutrition and a lower division statistics course. At the upper course level, students would take course work in research for health sciences, human ecology and public health, human disease, principles of epidemiology, and health behavior. Additional course work may include: microbiology (biology), human anatomy and physiology (biology), fundamentals of chemistry (chemistry), health and human sexuality, drug and alcohol abuse, health administration, program planning, implementation and evaluation, health promotion and wellness, and field 2
3 experience.. The program would build on and integrate many courses currently available at the University. The program will feature a capstone, which will be a service learning internship in a community-based organization, public health organization or performing supervised community based research. Student Learning Objectives: Principal content and skills that students will learn in the program. (150 words) Upon completing the program, BS Health Science students will be able to: Apply research and statistical skills in the health sciences and organizational and personal health settings, and in health education practice. Identify issues and trends in health care delivery systems, and propose solutions to delivery problems, recognizing social and policy factors. Plan, develop, implement and evaluate health education programs and outreach. Analyze the nature, transmission, and control of disease from a public health perspective. Describe health care information systems and how these systems affect service delivery with agencies and in the public at large. Analyze and apply current concepts in health care to ethnically and culturally diverse populations. Identify pathologic processes of disease in organ systems of the human body. Integrate current management concepts and skills, and apply them within areas of health care personnel, organizations and agencies, emphasizing problem-solving techniques and group communication skills. 3. Justification Other Universities and CSU campuses that currently offer the proposed degree: Other CSUs that offer the BS in Health Science include: CSU Chico, CSU Fullerton, CSU Los Angeles, CSU Stanislaus, CSU San Bernardino, San Jose State University, CSU Fresno, CSU Northridge, and CSU Dominguez Hills. 3
4 In most cases, these universities offer several concentrations within health science from which the student may choose, including, community health, gerontology, health care administration, occupational health, environmental health, radiologic technology, and health education. CSU Channel Islands is not proposing an option in any one of these areas at this time. Professional uses of the proposed degree program: Occupational objectives of those in the BS Health Science degree include: community health education in public and private health care agencies; voluntary health organizations, medical clinics and corporations; home health organizations; positions with medical supply and pharmaceutical companies; and work with health awareness and advocacy organizations. BS in Health Science serves as generalist foundation for a variety of graduate degrees in public health, psychology, health care administration and others. Community/Regional/Statewide need for the proposed program: A special community meeting was sponsored by CSUCI s Academic Planning Committee in May 2007, and attended by professionals from regional healthrelated agencies. Participants came from local medical insurance companies, like Wellpoint, from Ventura County Department of Behavioral Health, from local hospitals, including St. John s Pleasant Valley and Los Robles Hospital, and from high school and community college programs in the health professions. Among the future programs they identified as important for the region was a degree in health sciences. With retirements increasing among current employees and with cost of living discouraging recruitment from outside the region, the group identified the need for baccalaureate education and for persons with skills in health management, communicable disease prevention, community health training and outreach, health records and communication technology, and health management. In a 2007 commissioned report for the CSUCI Office of Extended Education, the consulting firm Eduventures identified the fastest growing occupations requiring education at the bachelor s degree level for Ventura County. It estimated that between 2002 and 2012, medical and health services managers would grow by 25%. Further, it found that healthcare and professional and business services were the fastest-growing industries in the region. The health care industry in Ventura County currently employees 18,900 individuals and is projected to employ 23,000 by The health care sector is projected to experience a 22.8% employment growth, with an average of 4,300 new jobs through 2012, as reported by the 4
5 California Department of Labor and Employment. A significant share of individuals work in hospital settings and medical groups employed as health technicians and technologists, health practitioners, registered nurses, and health care managers. The increasing advancement in technological applications, approaching retirement age of baby boom population and growing need to train a younger population for employment in health services sector indicates potential demand for educational programming Enrollment: The expected number of majors in the year of initiation and three and five years thereafter. CSUCI s impacted nursing program opened in fall 2008 and many students in the pre-nursing program may elect or be directed to a related field, like health science, because of the limited seats available in nursing. Separately, many students interested in the health care field who are now majoring in another field, such as biology or one of the social sciences, may declare a health science major upon its opening. 5. Resources and Budget a. Budget. Costs estimated to be associated with the degree in the preimplementation year, first, third and fifth year of operations. Provide narrative and justification. Doctorates in related fields such as DrPH, PhD in Public Health, EdD, PhD in Nursing, M.D., PhD in Psychology, Gerontology, Medical Sociology, Epidemiology depending on the basic degrees.. 5
6 Staff: Equipment: Instructional: Program Development: Consultants Long form and new course proposals for 1 LD and 8 UD courses.25 The Office of Academic Programs will fund a consultant to assist CSUCI faculty in development of the full program proposal in Additionally, a faculty member will be needed to develop the program description. b. Facilities. Identify new facilities, building modifications and other physical and space needs associated with the new degree. Provide narrative and justification. The Health Science degree does not require new or special-use facilities. Most of the new courses are delivered in a classroom setting. Its impact on laboratory needs is principally through additional enrollment that the major will bring in courses in biology (anatomy and physiology), chemistry (introduction to chemistry, and nursing (nutrition and health).
