Job Description Job Title: Team: Group: Responsible to: International Talent Management Advisor International HR People & Organisational Development Head of International HR Purpose of the Team: To recruit and support overseas-based, relief and development staff; To promote effective management, appropriate care and good HR practice of overseas-based staff through links with other teams and external agencies; Main purpose of the Job: To ensure that International HR (IHR) are providing effective and coordinated recruitment practices for overseas staff for the International Group; To ensure Tearfund maximise the potential of the current and future talent of overseas staff; To be responsible for the recruitment of Senior Management roles for Tearfund s International Group, ensuring that competent personnel are provided in a timely fashion; To ensure that the management and support of overseas-based staff is in accordance with Tearfund policies, procedures and good practice. Scope of Job: Line management (c. 5%) Coordination and Planning Recruitment (c. 15%) Talent Management (c. 50%) Recruitment & Selection of Senior roles (c. 15%) Representation (c. 5%) Advising overseas-based staff and line managers (c. 10%) Dimensions and Limits of Authority: Manages, in collaboration with International HR Advisors, budgets such as Advertising, Recruitment & Selection, and Criminal Records Bureau; Collaborates with professionals and experts externally e.g. medical providers, training providers, policy consultants, multilateral networks, legal services; Responsible for accurate and timely communication of factual information within the organisation e.g. Directors, Auditors, International HR Team Leader, Disaster Management Team (UK & Field), Regional Teams and externally e.g. other agencies and networks; Responsible for short-listing initial job applicants, recommending candidates for formal selection; Provide remuneration information for overseas-based staff in liaison with other team members. Duties and Key Responsibilities: Line manages the Senior IHR Assistant, with a matrix management relationship with IHR Advisors Responsible for the management, training development, coaching and motivation of the Senior IHR Assistant Responsible for the performance management of the Senior IHR Assistant, ensuring that the IHR administration function is effective and well coordinated Matrix line-management relationship downwards with the IHR Advisors, having agreed authority to determine strategy and objectives for their roles, especially around coordination of recruitment and talent management initiatives Coordination and Planning Recruitment Ensures that IHR are providing effective and coordinated recruitment practices for overseas staff for the International Group Coordinates all Tearfund s International recruitment processes amongst IHR Advisors and Assistants, ensuring synergies are maximised across technical and sectoral disciplines Talent Management Responsible for the ongoing design and effective implementation of talent management approaches, tools and initiatives in collaboration with the Disaster Management Team and IHR Advisors Manages and extends current talent management initiatives such as Tearfund s international internship programme, Tearfund s Emergency Response Register, and the Voluntary Assistant Country Representative initiative Recruitment & Selection of Senior Roles Advising line managers on all aspects of selection including the interview and appointment process Ensuring targeted advertising strategies for overseas-based vacancies in appropriate internal and external publications and media, agencies and other sources Proactively work with line managers regarding vacancies and availability of candidates Overseeing advice given to enquirers concerning current vacancies and application requirements Contributing to design and circulation of publicity material Shortlisting initial job applicants and managing shortlisting process with relevant line management Being responsible for the selection process, which may occur in the UK or overseas Ensuring all terms and conditions of employment are processed accurately and promptly in accordance with current UK employment law and overseas local law where appropriate. This may also include secondment agreements with Tearfund partners Developing and implementing relevant selection policies, procedures and methods
Representation Attending internal and external meetings on behalf of the International HR Team and Tearfund e.g. People In Aid forums and working groups, European Personnel Network, etc. Establishing good multilateral relations with other international agencies to develop policies and procedures for management and support of overseas-based staff Advising overseas-based staff and line managers Providing specialist HR advice on terms and conditions of employment, Tearfund polices, good practice and employment legislation to overseas-based staff and line managers Relating closely with overseas-based HR staff e.g. field based HR Managers, in providing advice and implementing new policies Undertaking periodic overseas visits to support DMT HR Managers with policy implementation, gain environmental experience and advising on good practice in the field context, ensuring that overseas-based staff receive on-going support General The duties and key responsibilities require close liaison with other members of the International HR Team, line managers in Teddington and senior Tearfund staff in various overseas locations Undertake the design, development and implementation of other project work and initiatives as required in the team plan and at the request of the Head of International HR Signature: Date:
