2 Application Process How to profit from KfW s grant program (refurbishment management phase) Application Approvement and Commitment Refurbishment Management* Utilization Proof Approvement Final Disbursement Application formular Signed by representative of municipality Integrated energy concept Skill requirements Letter of intent Cost estimate usually 1-2 weeks about 36 months can last longer in case of tender and procurement 42 months after commitment Formular Statement of costs Green house gas reduction, energy savings * During Refurbishment Management Phase: Disbursement in ½ year steps (in arrear) Municipality 9
3 First Experiences in Germany with the KfW Program Municipalities play the key role in the process (initiator, coordinator, investor) Municipalities need perseverance (~ 4-5 years) Intensive communication is a success factor to keep the engine running between various stakeholders on the neighborhood level between municipalities, government and grant provider (Germany: KfW) 10
3 Conclusion Integrated energy concepts for urban areas are an ambitious approach to set incentives for an energy tournaround (raise high potentials of energy efficiency and energy savings and path the way for renewable energies) Grants for concepts and refurbishment managers offers an opportunity to develop tailor-made solutions for different requirements of urban areas Approach can help to build sustainable structures (municipalities, experts in managing integrated energy concepts, promotional institutions) 11
