Provided primary leadership for the development, coordination and implementation if the district of Columbia government's $3.6 Billion Capital Improvements Program, which included 882 projects under the administration of 24 different agencies. Under an Intergovernmental Personnel Agreement (IPA), served as chief financial advisor to NAFEO, an organization that acts as a resource center for its 116-member historical Black Colleges and Universities. Served as government liaison to the diplomatic corps and international organizations for both substantive and ceremonial matters; Chief of Protocol for the District of Columbia; and chair of prestigious boards and commissions. Duties also included records management; liaison to national and regional authorities and boards such as the Metropolitan Washington Airports Authority (which issued revenue bonds to finance $700 million in improvements at two airports), the Washington Metropolitan Area Transit Authority (overseeing the operation of a rail and bus system with an operating budget of $460 million), and the D.C. Redevelopment Land Agency (which oversees economic development in the city); and overall administrative support for the mayor. Also acted as Interim Coordinator of the District government's financial management system, overseeing a system that handles a $3.4 billion cash flow in the areas of finance and revenue, budget, controller, financial information services and treasury. Responsible for the day to day management of the District's largest department, with a budget of one billion dollars and nine thousand employees. Provided the executive leadership, budget development and the overall management and policy direction for the provision of health and social services for District Residents.

Provided leadership and primary supervision budget development and financial management; exercised full associate authority in planning and directing the operations of the department; and to assume immediate and independent responsibility for the department's staff support offices. U.S. Department of Health and Human Services Special Assistant to the Undersecretary and, concurrently, Director of the Office of Small and Disadvantaged Business Utilization: June 1980 - April 1981, Washington, D.C. Served as principal advisor to the Secretary and Undersecretary on small and disadvantaged business utilization. Acted as principal coordinating officer within the department in the advocacy of and assistance to small and disadvantaged businesses, with program budgets totaling $545,000,000. U.S. Department of Energy Director of City and County Relations, Office of Intergovernmental Affairs: June 1979 - June 1980, Washington, D.C. Coordinated the department's activities with national and local organizations; planned and implemented a local relations outreach program to develop energy conservation programs at the local government level; administered contracts for local governments under division of City and County Relations. Atlanta City Government Commissioner of Budget and Planning, Department of Budget and Planning: April 1978 - June 1979. Responsible for directing a staff of 85 in performing a range of duties including annual preparation of the city's Comprehensive Development Plan and the annual budget, which totaled $873,000,000 in 1978; administration of the city's Zoning Ordinance; planning and administration of the Community Development block Grant Program; and ongoing management reviews and evaluation of city departments and agencies to ensure effective and efficient operations. Director for Budget Policy and Evaluation, Bureau of Budget Policy and Evaluation, Department of Budget and Planning: December 1976 - April 1978; Deputy Director: July 1974 - December 1976. Prepared the city's annual budget and conducted management reviews to improve operational effectiveness and efficiency of city departments and agencies.
