Common Operational Picture across all agencies Command Support System TM Effective Incident Management The Command Support System (CSS) transforms the effectiveness of incident command, control, communications and information management, helping emergency and security services and other responder agencies make a quantum leap in service improvement, workforce safety and operational assurance. Deployed operationally by a number of police agencies, fire services and multi-agency response teams in the UK and internationally, the Command Support System is fast fast to setup, fast to learn, fast to use and fast to share and distribute. Its proven resilience gives the incident commander a significant advantage when dealing with both routine and major incidents. Providing and distributing an accurate and current Common Operational Picture to the incident management team results in more informed, and therefore better, decision-making. With the flexibility and capacity to be used on a large scale, CSS is able to cope with a wide range of incidents from domestic or industrial fires to wildfires, flooding and terrorism. Web Browser Embedded into the system to enable external information to be accessed and shared in an auditable way. Imagery Manager Access to all available live feed cameras as well as the ability to import and share stills and video. Organisational Chart Visualisation of response structures combined with resources management Document Manager Enables the importing and sharing of all standard Office formats including Word, Excel and PowerPoint.
Common Operational Picture across multiple incidents... an operational command tool for commanders Supports all Decision Action Cycles The Command Support System supports all Decision Action Cycles through a soft workflow model, offering a visual aide memoire on the main screen with each module colour-coded to the relevant stage of the organisation s response process. Available modules represent the key functions required by emergency managers, integrated together so that data entered once is used often, and integrated as appropriate with back office systems and real time incident ground telemetry. An intuitive graphical user interface which automatically scales for touch optimisation allows any level of responder to interact with any module on a hand-held device, touchenabled large screen or through a traditional workstation. The Command Support System is equally valuable for both routine response and for major events and incidents, as well as being entirely scalable to support the multi-agency or multi-national response to natural disasters. Decision Log Allowing commanders to record and share their decisions and rationale in video, audio and text. SOPs & Objectives Pre-loaded plans and procedures, which can be filtered for relevance and monitored against Objectives. Planning Board Collaborative white-boarding over imported maps, schematics and building plans. Tasking Creation, allocation and monitoring of tasks over and above pre-determined procedures.
... not an IT system for IT experts Avoiding Information Overload Our software recognises that sharing a Common Operational Picture does not mean that everyone has to look at an identical view of an incident. The Command Support System enables commanders to view the incident data from their own perspective: a strategic commander will view the map across the entire area of operation; an incident commander will only view the response structure two levels down. The system automatically masks inappropriate detail, while other detail can be switched on and off depending on what the user wishes to see. For organisations who have to manage multiple incidents or events, or who may be faced with multi-sited incidents, there is CSS GoldCommand. This optional enhancement to the system provides a multiple incident map interface, which allows strategic commanders and control room staff to view all ongoing incidents across their area of operation on a single screen, as well as a continually updated summary of assets and personnel deployed across all active incidents and events. Live Map Easy to use GIS complete with layer management and a full suite of map tools for incident management. Timeline Fully scalable visual representation of all key events and activities filterable by type and exportable in tabular form. Message Log Allows all messages and events to be logged and shared into a fully sortable and searchable master log. Conferencing Text, audio and full video conferencing between all responders at all locations.

Frequently Asked Questions Is the Command Support System dependent on any particular hardware to run? CSS runs on standard, current generation processors and operating systems with embedded drivers and toolsets for leading touch technologies. What maps does CSS use? CSS implementations for UK responders are pre-loaded with standard OS mapping sets giving national coverage to 1:50,000 and regional coverage to street level. Customer data such as flood maps, geo-located risk data, aerial photography or any other map data provided in industry standard formats, can also utilised. Areas not covered by UK OS mapping come pre-loaded with Open Street Map data. Can I show the positions of GPS tracked assets and people in the Map module? CSS connects to a TETRA radio middleware application to import the GPS location of TETRA devices, either vehicle or personnel. It also has the ability to import NMEA GPS data from other GPS devices, such as GPS radio microphones used for tracking personnel around the incident ground. Is CSS only suitable for large agencies or organisations? CSS can transform the operational decision making of all organisations, whatever the size. Even a minimum configuration of CSS in a control room or mobile command unit will significantly enhance performance. Various finance options, including leasing arrangements, are also available. Can I utilise information available in existing systems? Data (mapping layers, HR or vehicle information, intelligence) in back office systems can be integrated with, for example, the Live Map and Organisational Chart modules. Information (risk assessments, plans, policies etc), stored on an intranet or extranet, can be brought into CSS through the Web Browser module. Does CSS have a training mode? CSS has both a training mode which allows training incidents to be created and also an optional module which links CSS with VectorCommand s Command Training System, providing simulated dispatch, messaging and camera feeds into CSS against a pre-determined scenario timeline.
