Fill out the online application form, ensuring that all of the information is correct, then click send to complete the online procedure. 1.Eligibility of Applicants Application Instructions The application qualifications are based on MOE Regulations Regarding International Students Undertaking Studies in Taiwan."If the MOE updates or changes the regulations, all applicants must follow the new regulations. An individual of foreign nationality is defined as one who has never held nationality status from the Republic of China and who does not possess overseas Chinese student status at the time of his/her application. b. An individual of foreign nationality, pursuant to the following regulations who has continuously stayed overseas for no less than 6 years, pursuant to the Regulations Regarding International Students Undertaking Studies in Taiwan of the Ministry of Education. (a) An individual who has nationality status from the Republic of China at the time of his/her birth but does not hold a household registration must state this on his/her college application. (b) An individual who has had nationality status from the Republic of China but has no R.O.C. nationality at the time of his/her application must have had an annulled status regarding his/her R.O.C. nationality for no less than 8 years after an annulment of his/her R.O.C. nationality by the Ministry of the Interior. (c) Regarding individuals mentioned in both of the above subparagraphs, they must not have studied in Taiwan under the status of an overseas Chinese nor received placement permission for an academic school year by the University Entrance Committee for Overseas Chinese Students. According to the Education Cooperation Framework Agreement, foreign nationals who were selected by a foreign government, organization, or school, and have not held a Taiwanese household registration since the time of their birth are not subject to the limitations as prescribed in the preceding 2 paragraphs after receiving the approval from the Ministry of Education. c. An applicant of foreign nationality, holding a permanent residence status in Hong Kong or Macao, and having no history of a household registration record in Taiwan, who, at the time of application has resided in Hong Kong, Macao, or another foreign country for no less than 6 years, is qualified to apply for admission under these regulations. d. An applicant of foreign nationality, who has been a former citizen of Mainland China and has no history of household registration record in Taiwan, and at the time of application, has resided overseas continuously for no less than 6 years, is qualified to apply for admission under these regulations. 2
*According to the Article 2 of the Nationality Law, a person shall have the nationality of the Republic of China under any of the conditions provided by the following subparagraphs: 1.His/her father or mother was a national of the Republic of China when he/she was born. 2.He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the Republic of China at the time of death. 3.He/she was born in the territory of the Republic of China, and his/her parents can t be ascertained or both were stateless persons. 4.He/she has undergone the nationalization process. Preceding Subparagraph 1 and Subparagraph 2 shall also apply to the persons who were minors at the time of the amendment and promulgation of this Act. *The term overseas as prescribed is limited to countries or regions other than Mainland China, Hong Kong and Macao; the term reside overseas continuously means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. If the calculated calendar year is not one complete calendar year, their stay in Taiwan should not exceed 120 days within the calculated calendar year period. *The six year calculation period as prescribed in paragraph 2 shall be calculated from the starting date of the semester (Feb. 1st or Aug. 1st) as the designated due date for the time of study. (2) Academic Background International students shall submit their academic credentials subject to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education, the Regulations Governing the Accreditation of Schools in Mainland China, and Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macao. Bachelor s degree holders or those with equivalent qualifications to that of Taiwan s academic degree system, are eligible to apply for Master programs. 2. 5.Application Materials Required *Applicants must send the following materials to the school administration from Feb. 2 nd to April 21 st. (1) A recent photo of the applicant (1 2 in size) must be attached to each application form. The application form can ONLY be completed and printed out online. *On the application form, applicants are required to provide their passport number, and date of birth for identity verification by SHU. Applicants are also required to provide a valid mailing address that will be used by SHU to mail the notification of admission once their applications are approved. In addition, applicants need to provide their contact information, including a valid telephone number and an email address, in case they need to be reached by SHU for any reason during the application process. All personal information provided by the applicants must be valid and accurate in order to prevent any important information and notifications from being missed or lost. (2) The highest-level certificate or equivalent academic attainment and transcript issued by an overseas academic institution. These documents must be authenticated by a ROC embassy, consulate, representative office, or another agency authorized by the Ministry of Foreign Affairs (hereafter referred to as Taiwan s overseas representative office, or verified by an institute established or appointed by, or through a private agency commissioned by, the Executive Yuan (a copy of the translation in Chinese or English is necessary if the original diploma is in a language other than Chinese or English). a. Academic credentials from Mainland China: The Regulations Governing the Accreditation of Schools in Mainland China shall apply. b. Academic credentials from Hong Kong or Macao: Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macao shall apply. c. Academic credentials from other areas: (a) Academic credentials earned at overseas Taiwanese schools or Taiwanese schools in Mainland China shall be regarded as the same as those at domestic schools with equivalent levels. (b) Academic credentials referred to in the preceding two items shall be subject to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. However, academic credenticals earned from schools or branches established in Mainland China by foreign instituttions shall require public notarization in Mainland China and be verified by an institute established or appointed by, or through a private agency commissioned by, the Executive Yuan. *Transcripts must show grades for every semester of study in which the applicants were enrolled at that institution. 4
*Recent graduates do not need to hand in their diploma with their application. The diploma must be submitted at the time of registration, however, or the admissions offer will be revoked. *Applicants without authenticated diploma certificates and/or authenticated official transcripts before the admissions deadline should submit the Affidavit indicating that these documents will be verified before registration. (This form will be displayed automatically after completing the online application form.) (if applicable) (3) A financial statement in a sealed envelope issued from a financial institution showing a minimum balance of US$3,500 or NT$100,000, or a copy of a scholarship award notification. If the financial statement is from a father or mother s account, a statement of financial guarantee is also required from the sponsor. (This form will be displayed automatically after completing the online application form.) (4) Signed of the Declaration. (This form will be displayed automatically after completing the online application form.) (5) Signed of the Authorization. (This form will be displayed automatically after completing the online application form.) (6) A photocopy of the applicant s passport or other equivalent supporting document. (7) An applicant who has former ROC nationality status must attach the Certificate of the Renouncement of R.O.C. Citizenship. (8) Any additional documents required by specific departments or institutes. (9) Application fees: when applying, applicants must pay a non-refundable registration fee, which is equal in cost to the fee Taiwanese students pay for the entrance examination. The application fee for master s programs is US$56. *No application documents will be returned. Please make copies if needed. 6. Announcement of Admission Results (1) The Recruiting Committee shall announce the admission list and send out admission notices on June 12 th 2015 (Friday). (2) The admissions results will be posted on the school s website (Department group, name, nationality). Please use the Internet to check your admission status. (Telephone inquiries will not be accepted.) 7. Visa Issues (1) The acceptance letter or admission notice does not guarantee the issuance of a visa. A visa can be approved only by the Bureau of Consular Affairs, Ministry of Foreign Affairs or Taiwan Overseas Representative Offices. Some Taiwan Overseas Representative Offices may require the applicants to submit the proof of Chinese Language Proficiency (for those enrolling in Chinese-taught programs) or proof of English Language Proficiency (for those enrolling in English-taught programs) for visa application. For information related to visa application requirements, please contact the Taiwan Overseas Representative Office in/near your country. 5
(2) According to regulations of the Centers for Disease Control (CDC), Dept. of Health, Executive Yuan, R.O.C. (Taiwan), since January 2009 those who apply for a resident visa to stay in Taiwan have to submit a medical report showing immunity to measles and rubella or proof of vaccination against measles and rubella. Please refer to the BOCA website (Bureau of Consular Affairs, Ministry of Foreign Affairs, R.O.C.(Taiwan)): http://www.boca.gov.tw for details. 8. Post Admission Procedures (1) Please follow the schedule on the admission letter to complete the process. (2) Applicants who have been accepted for admission should submit one copy of their diploma and transcripts verified (with official stamp/seal) by a Taiwanese government representative office in the country of their original school when they return their acceptance letter. After this, an applicant is ready for enrollment. (please see point (2) on page 3) *Any forged documents will result in the denial of admission. (3) Admitted students who are unable to register by the registration deadline must apply for an admissions status extension before the first day of class. With an approved extension, the student may begin procedures for entering the University the following academic year. (4) When students register at SHU, they should have their own medical and injury insurance that can be used in Taiwan for at least six months. After 6 months, students can enroll in the Taiwan National Health Insurance Program. 11. Other Issues (1) According to the regulations of the MOE (Ministry of Education), those who have been approved for Initial Household Registration, Moving-in Registration, Acquisition or Restoration of Nationality during their study in Taiwan and have thus ceased to possess the status as foreign students, shall be expelled from any attending school. Moreover, those who withdraw or are expelled from any attending school in the Republic of China due to misbehavior, academic failure or conviction of a penal crime may not thereafter apply again for admission under Regulations Regarding International Students Undertaking Studies in Taiwan. Violation of this regulation, once verified, will result in the denial of admission. (2) An international student submitting forged, fabricated, or altered papers for the purpose of the their school application shall be subject to enrollment qualification cancellation, or a revocation of enrollment and denial to the request for any certificate pertaining to study if the said student is already enrolled, or revocation of graduation qualifications and cancellation of the diploma by the student s school if the said student has already graduated. (3) International students can only apply according to the Regulations Regarding International Students Undertaking Studies in Taiwan issued by the Ministry of Education (MOE) once. Upon completion of the course of study at a school in Taiwan to which an international student has applied, the student s admission to another school s academic program shall be handled in a manner identical to the admission procedures for local students. An exception is where a student is applying for a master s degree or higher level of graduate studies. In this case, the student s admission will be processed according to the rules of the specific university. (4) International students applications for admission are based on Regulations Regarding Students Undertaking Studies in Taiwan formulated by the Ministry of Education(MOE), SHU Study Regulations, and SHU Admissions Regulations for International Students. If the MOE regulations are revised, the latest MOE regulations shall prevail. (5) All Personal information provided by the applicant shall be used to facilitate the processing of the application, registration and research only as governed by the Personal Data Protection Act. (6) Regarding the collection, processing, notification and use of personal information please refer to Appendix 6. (7) Any application matters not stipulated here will be in accordance to SHU regulations and at the Recruiting Committee s discretion. 7
