Application Instructions 1. Application Deadline:From January 2 (Monday) to March 31 (Friday), Application Procedure: (1) Determine whether the applicant is eligible under the Ministry of Education s Regulations Regarding International Student Undertaking Studies in Taiwan and Tainan National University of the Arts Regulations Regarding International Student Undertaking Studies in Taiwan. (2) Determine whether the academic program applied accepts international admissions. (3) For mailed applications, please mail all required documents to Registry Section Office of Academic Affairs Division Tainan National University of the Arts, No. 66, Daci Village, Guantian Dist., Tainan City 72045, postmarked by March 31, 2014 (Monday). Delivery services such as DHL or FedEx are recommended for international mailing. (4) Eligibility review. (5) Required admission document review. (6) Admission committee review. Qualifications (1) An individual of a foreign nationality who was never a holder of ROC citizenship (According to Article 2 of the Nationality Act) and does not have the Overseas Chinese status. An individual of foreign nationality, who has never held a nationality status from the Republic of China and who does not possess an overseas Chinese student status at the time of his/her application, is qualified to apply for admission under this regulation. (2) An individual of foreign nationality, pursuant to the following regulations and who has continuously stayed overseas for no less than 6 years, is also qualified to apply for admission under this regulation. 1. An individual who has a nationality status from the Republic of China at the time of birth but does not hold a household registration must state this fact on the college application. 2. An individual who has had nationality status from the Republic of China but has no R.O.C. nationality at the time of application shall have an annulled status regarding the R.O.C. nationality for no less than 8 years after an annulment of the R.O.C. nationality by the Ministry of the Interior. 3. Regarding individuals mentioned in both of the above subparagraphs, they must not have studied in Taiwan under the status of an overseas Chinese nor received placement permission for an academic school year by the University Entrance Committee for Overseas Chinese Students. Note 1: The six and eight year calculation period as prescribed above shall be calculated from the starting date of the semester (Aug. 1st) as the designated due date for the time of study. Note 2: Overseas is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term continuously means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. When the duration of overseas stay falls in 2 calendar years, the duration of stay in Taiwan for each calendar year shall be deemed as less than 120 days. The only exceptions to this method of calculation are for those who fulfill one of the following requirements with written supportive proof: a. Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education (the Ministry ); b. Attended a Mandarin Chinese language center at a university/college of which foreign student recruitment is approved by the Ministry, and to which the total length of stay is less than 2 years; c. Exchange students, whose length of total exchange is less than 2 years; or d. An Internship in Taiwan which has been approved by an authorized central government agency, to which the total length of stay is less than 2 years. An applicant that holds a foreign citizenship and the permanent residency of Hong Kong 4
5 or Macau, having no history of household registration record in Taiwan, and at the time of application, has resided in Hong Kong, Macau or overseas continuously for no less than 6 years. An applicant being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan, and at the time of application, has resided overseas continuously for no less than 6 years is qualified to apply for admission under these regulations. However, an individual who plans to apply for study at a department of medicine, dentistry, or Chinese medicine must reside overseas continuously for no less than 8 years. Note 3: According to Article 2 of the Nationality Act, a person who meets one of the following requirements has acquired nationality of Republic of China: (1) A person whose father or mother was, at the time of his (her) birth, a citizen of the Republic of China. (2) A person born after the death of his (her) father or mother who was, at the time of his (her) death, a citizen of the Republic of China. (3) A person born in the territory of the Republic of China and whose parents are both unknown or are stateless. (4) A naturalized person. (3) Qualifications for pursuing various degree programs: 1. Applicants who have graduated from a high school, college or university recognized by the Ministry of Education, ROC can apply for admission. International students with a high school diploma are eligible to apply for undergraduate programs; bachelor's degree holders for Master's programs; Master's degree holders for doctoral programs. 2. Or other educational qualification equivelant to the requirements in the educational system in Taiwan. (4) Must meet the application requirements of the individual departments in the brochure. (5) International students who have received bachelor degrees or above in Taiwan and wish to continue to apply for master's program or above shall submit the diploma and transcripts from all school years and apply as required. Required Materials Please compile the following required materials in the correct order with a paper clip to hold them together. Slide all materials into the envelope horizontally and mail the envelope to Registry Section, Office of Academic Affairs Division, Tainan National University of the Arts, No. 66, Daci Village, Guantian District, Tainan City, Taiwan. (Delivery services such as DHL or FedEx are recommended for international mailing.) The application form and all required application materials (including portfolios and professional work) should be submitted at the time of application. The applicant is responsible for making sure that the application is complete prior to mailing. Missing application, incomplete information or disqialifications are the sole responsibility of the applicant. Please keep copies of the application materials for future use if necessary. All submitted application materials become the property of the University and will not be returned regardless of the admission status. (3) One photocopy of the passport or other certificate of nationality. (4) Affidavit for International Student (see Attachment 6) (5) One photocopy and Chinese translation of the highest degree diploma authenticated and sealed by the Taiwan Overseas Mission authorized by ROC s Ministry of Foreign Affairs. (6) One photocopy of the complete transcript for the highest degree authenticated and sealed by the local ROC s consulate, embassy or offices authorized by ROC s Ministry of Foreign Affairs. (Chinese translations must be provided for languages other than Chinese and English. The translations must be authenticated and sealed.) 6
7 (7) One Study Plan in English or Chinese (Attachment 8). (8) Two Letters of Recommendation (Attachment 9). (10) Other Professional Evaluation Materials specified by each department (see P10~22 of this brochure). (11) For those who once held dual-citizenship, provide a copy of Certificate for Annulment of Nationality issued by the Ministry of Interiors or other documents certifying to the same effect. 7. Application Instructions (1) Starting from August 1, 2012, international students applying for admissions for the academic year 2013 shall follow the latest Regulations Regarding International Students Undertaking Studies in Taiwan posted on the website of the Ministry of Education for the required materials and related requirements. Please regularly visit the websites of the Ministry of Education and TNNUA (Website: (2) The enrollment is handled in accordance with Regulations Regardinhg International Students Undertaking Studies in Taiwan issued by the Ministry of Education and TNNUA Regulations Regarding International Students Undertaking Studies in Taiwan. (3) Diplomas and official transcripts submitted by the applicant must be authenticated by Taiwan Overseas Mission (with seals). (4) Overseas Chinese who are citizens of foreign countries but do not possess ROC nationality shall follow either these Regulations or the Regulations for Overseas Chinese to Study in Taiwan according to their choice. Those who violate the above-mentioned rules by applying for admission in the capacities of both overseas Chinese and foreigners will face immediate cancellation of their admission or the deprivation of their recognized status as TNNUA students, once their violation of regulations is discovered and confirmed. (5) As regulated by the Ministry of Education, international students who withdraw from a university/college after admission shall not apply for TNNUA under the Regulation Regarding International Students Undertaking Studies in Taiwan again. Students deemed in violation of this regulation will lose the admission status. (6) The applicant may apply for a maximum of one degree program. Please review the application materials carefully. Once the application materials is confirmed and mailed, the application cannot be revoked, and the degree program cannot be changed for any reason. (7) Applicants who are not accepted after the preliminary and secondary reviews will be notified separately by the Registry Section of TNNUA. (8) Please keep a copy of all submitted materials (including the portfolio and study plan) for your record. They will become properties of the University after the evalulation and will not be returned regardless of the admission status. (9) International students applying to study in Taiwan: (1) Students who have obtained the Bachelor s Degree in Taiwan and wish to continue studying in a Master program or above shall submit the diploma and transcript from a public or private university or an independent college acknowledged by the Ministry of Education in order to be exempt from the requirement of submitting the photocopy of the passport and academic certificate for degrees obtained overseas. (2) For international students who wish to enroll in the Master or Doctoral programs, if the students have obtained a Bachelor s Degree or above from TNNUA and are able to provide the diploma and certificate of academic performance for said degree, they shall be exempt from the requirement of submitting the photocopy of passport and academic certificate for degrees obtained overseas. 7
8 (10) If any document submitted is found to be false, forged, altered, or illegitimate, the admission will be canceled and registration denied. No degree certificate will be issued. If said incident is found after registration or graduation, the student status will be revoked and the degree diploma will be retracted. All the above-mentioned violations will be reported to the Ministry of Education, and criminal liability will be imposed. (11) International students shall not apply for any recurrent educational programs that TNNUA offers, which include the School of Continuing Education, In-service Master Programs or other programs conducted only in the evenings or weekends and holidays, with the exceptions of students who possess Alien Resident Certificates in Taiwan or Permanent Alien Resident Certificates, or who have studied in international programs offered by the university with special permission from the MOE. 8. Evaluation Date, Method and Location (1) Date: April 8 to April 21, 2014 (Time as specified by each Department). (2) Method: Based on the evaluation of the written information. (Evaluation will be made as specified by each Department. Please review the instructions from each Department in this brochure carefully. When necessary, the applicant may be notified to take the proficiency tests for professional subjects or Chinese profiency test.) (3) Location: At each Department (Time and location as specified by each Department.) 9. Admission Requirements (1) Admission Standards: 1. The admission list is determined by the Internation Student Admission Evaluation Committee after taking into consideration the results of the preliminary evaluation from each Department (Institute) and after determining the students qualified for the second evaluation. The International Student Admission Evaluation Committee shall determine the minimum admission standards prior to posting the acceptance list. Students who meet the mimimum requirements but not admitted will be placed on the waiting list. When the admitted students forfeit the admission status, the status may be given to students on the waiting list until reaching the maximum enrollment quota. When the number of applicants meeting the minimum admission requirements is less than the enrollment quota, the applicant still may be rejected even even though the enrollment quota is not met. 2. If the applicant is absent or has a zero score on any exams for the required subjects, the applicant will be disqualified. (2) Acceptance Announcement and Notification 1. Admission results and Check-in Notification will be mailed separately. 10. Check-in Instructions (1) Check-in:Check-in is notified by mail. Check-in Date: July 11, 2014 (Friday) or as specified on the Check-in Notification. Students who fail to report on time are deemed as forfeiting the admission status and replaced by a student from the waiting list without further objections. (2) Admitted students shall report to TNNUA and check in according to the rules specified on the admission notice and submit (verify) the following documents or the admission status will be revoked. Students who fail to check-in on time will be deemed as voluntarily forfeiting the admission status. 1. Original passport. 2. One photocopy and Chinese translation of the diploma from the highest degree institution authenticated by Taiwan Overseas Mission. (Must be stamped with the seal of the Overseas Mission) 3. One copy of the official transcript for the highest degree authenticated and sealed by 8
9 Taiwan Overseas Mission. (Chinese translations must be provided for languages other than Chinese and English. The translations must be authenticated and sealed.) 4. One copy of financial statement that certifies financial capability for studying in Taiwan. 5. Proof of insurance: (1) As required by Ministry of Education s Regulations Regarding International Student Undertaking Studies in Taiwan and Tainan National University of the Arts Regulations Regarding International Student Undertaking Studies in Taiwan, at the time of registration, international students must have gone through physical checkups and submit proof of insurance with medical and accident coverage effective for 6 months from the date the student arrives at Taiwan. Starting from the 5th month, international students shall be enrolled in the universal health insurance. (2) The proof of insurance and records of physical checkup shall be verified by Taiwan Overseas Mission. (3) It is mandatory for the uninsured to pay for the insurance premium and TNNUA shall apply on the student s behalf. (4) For students who are uninsured, their enrollment eligibility shall be revoked. (3) Admitted students: Please complete the check-in process by mail according to the time frame specified in the admission notification. Please submit a photocopy of the certificate of degree or the declaration if the student is unable to submit such certificate at this time. Said certificate may be submitted no later than the registration date for new students or the admission status will be revoked. Students who fail to check-in within the specified time frame shall forfeit the admission status without objections. Students on the waiting list: Once admitted, students on the waiting list will be notified in order by the Recruitment Committee of Graduate Programs. The students must complete the check-in process in writing by mail within the specified time frame as indicated in the admission notification. The student shall submit a photocopy of the certificate of degree or the declaration if the student is unable to submit such certificate at this time. Said certificate may be submitted no later than the registration date for new students or the admission status will be revoked. Students who fail to check-in within the specified time frame shall forfeit the admission status without objections. This process will continue until the first day of class for the first semester of the 2014 academic year (Mid - September). (4) Should students who have submitted the application or have been admitted to TNNUA found to be ineligible for application, or should the materials submitted found to be forged, fake, or false, they will face immediate cancellation of their admission or the deprivation of their recognized status as TNNUA students. No certificate of degree will be issued. If such incident is found after graduation, the diploma must be returned and the degree canceled. (5) After the acceptance list is posted, admitted students and students on the waiting list shall complete the check-in process within the specified time frame even if the students did not receive the check-in notification prior to the check-in date. Students who fail to complete the check-in process within the specified time frame may not be excused for any reason, and the admission status shall be revoked. Admission status of students on the waiting list who fail to complete the check-in process on time shall also be revoked. 11. Registration (1) TNNUA will mail registration information to admitted students by July 31, 2014 and the fee statement in a separate mailing in August. Information for New Students will also be posted on the website of Academic Affairs. Admitted students shall complete the reporting and check-in process as regulated by TNNUA. Those who fail to do so will have their admission status revoked without objections. (2) When applying for the student visa, applicants must submit the health certificate (including HIV, measles, a positive test result on rubella antibody or proof of vaccination) issued by a hospital to the Taiwan Overseas Mission. 9
10 (3) At the time of registration, new international students shall submit proof of medical and accident insurance (verified by Taiwan Overseas Mission) with a minimum of 6-month-coverage starting from the date the student arrives in Taiwan. Students already enrolled shall submit proof of enrollment in the National Health Insurance. The insured period must cover the entire school enrollment period. Students who are not yet insured (only for those who have been admitted) may pay for the insurance premium at the time of registration and TNNUA shall process the insurance matter on the student s behalf. Proof of insurance issued overseas shall be verified by Taiwan Overseas Mission. (4) International student will be allowed to register for the first semester should the student s arrival time dates within one-third period of the first semester. International students will be allowed to register for the second semester should the student s arrival dates over one third period of the first semester. (5) Admitted students shall make payments for the tuition and fees, register for courses and complete the registration and enrolment process or the admission status shall be revoked and given to the student on the waiting list. (6) Once admitted, the student s study and student status shall be governed by the regulations promulgated by the Ministry of Education and TNNUA. (7) Once registered, the required courses, credit hours and qualifications for graduation shall follow the regulations of each degree program. (8) For issues not covered in this admission packet, please refer to Ministry of Education s Regulations Regarding International Student Undertaking Studies in Taiwan, Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education, Regulations Regarding the Assessment and Recognition of Academic Credentials for Institutions in Mainland China, Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions in Hong Kong and Macau, and Tainan National University of the Arts Regulations Regarding International Student Undertaking Studies in Taiwan, or they shall be determined by the Admissions Committee. 12. Scholarship (1) National Tainan Univeristy of the Arts International Student Scholarship. Please refer to the webpage of Office of International Affairs: (2) International students may apply for Taiwan Scholarship from Taiwan Overseas Mission prior to entering the country. For information regarding the scholarship, please refer to the webpage of Taiwan Scholarship and Huayu Enrichment Scholarship Program: Dormitory and Fees (1) All dormitories are air-conditioned. The electricity bill is calculated according to the electricity meter. An advance payment for the electricity will be listed on the statement of registeration fees. The difference between the advance payment and the actual bill will be paid or returned when the semester ends. (2) Dormitory Assignment: 1. Students in the graduate programs will be assigned to the rooms with 2 beds in Dormitory 1 and Dormitory Students in the undergraduate program will be assigned to the rooms with 2, 3 or 4 beds in Dormitories 3, 4, 5, and 6. The rooms will be assigned by the Office of Student Affairs Division according to the number of students. (Department of Applied Music Dormitories 3 and 4; Department of Material Arts and Design, Department of Art History - Drmitories 5 and 6; Department of Chinese Music Dormitories 4 and 5; Department of Music Dormitory 4.) 10
11 (3) Rooms in Dormitory 5 are private rooms (with bathroom), the rest are regular rooms. (4) Dormitory fees per student for each semester: Dormitory 1, 2 beds: NT$ 5,400 Dormitory 6, 2 beds: NT$ 5,400 Dormitory 3, 3 beds: NT$ 4,700 Dormitory 3, 4 beds: NT$ 3,800 Dormitory 4, 3 beds: NT$ 4,600 Dormitory 4, 4 beds: NT$ 4,500 Dormitory 5, 2 beds: NT$ 7,500, 3 beds: NT$ 6500, 4 beds: NT$ 6,000 (5) The above listed fees are for the rooms only, a one-time room deposit of NT$1,500 and an advance electricity payment of NT$ 800 will be listed on the statement for registeration fees. (6) The room assignment will be posted on the website of the Student Affairs Division two weeks prior to the beginning of the semester. An individual of foreign nationality, who has never held a nationality status from the Republic of China and who does not possess an overseas Chinese student status at the time of his/her application, is qualified to apply for admission under this regulation. An individual of foreign nationality, pursuant to the following regulations and who has continuously stayed overseas for no less than 6 years is also qualified to apply for admission under this regulation. However, an individual who plans to apply for study at a department of medicine, dentistry or Chinese medicine must have continuously stayed overseas for a period no less than 8 years. 1. An individual who has a nationality status from the Republic of China at the time of his/her birth but does not hold a household registration must state this on his/her college application. 2. An individual who has had nationality status from the Republic of China but has no R.O.C. nationality at the time of his/her application shall have an annulled status regarding his/her R.O.C. nationality for no less than 8 years after an annulment of 32
33 Article 3 his/her R.O.C. nationality by the Ministry of the Interior. 3. Regarding individuals mentioned in both of the above subparagraphs, they must not have studied in Taiwan under the status of an overseas Chinese nor received placement permission for an academic school year by the University Entrance Committee for Overseas Chinese Students. According to the Education Cooperation Framework Agreement, a foreign national who was selected by a foreign government, organization, or school, and does not hold a household registration from the time of their birth is not subject to the limitations as prescribed in the preceding 2 paragraphs after receiving the approval from the designated authorized government educational institutions. The six and eight year calculation period as prescribed in Paragraph 2 shall be calculated from the starting date of the semester (Feb. 1st or Aug. 1st) as the designated due date for the time of study. Overseas as prescribed in Paragraph 2 is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term continuously means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year. When the duration of overseas stay falls in 2 calendar years, the duration of stay in Taiwan for each calendar year shall be deemed as less than 120 days. The only exceptions to this method of calculation are for those who fulfill one of the following requirements with written supportive proof: (1) Attended overseas youth training courses organized by the Overseas Compatriot Affairs Council or technique training classes accredited by the Ministry of Education (the Ministry ); (2) Attended a Mandarin Chinese language center at a university/college of which foreign student recruitment is approved by the Ministry, and to which the total length of stay is less than 2 years; (3) Exchange students, whose length of total exchange is less than 2 years; or (4) An Internship in Taiwan which has been approved by an authorized central government agency, to which the total length of stay is less than 2 years. An individual, who has both foreign and R.O.C. nationalities and has applied for an annulment of his/her R.O.C. nationality before Feb. 1st, 2011, the effective date of amendment of the Regulations, is then qualified to apply for admission under the original regulation as an international student and is not subject to the limitation as prescribed in Paragraph 2. An applicant of foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macao, having no history of a household registration record in Taiwan and, at the time of application, has resided in Hong Kong, Macao, or another foreign country for no less than 6 years is qualified to apply for admission under these regulations. The term reside overseas continuously mentioned in the preceding paragraph means 33
34 Article 4 Article 5 Article 6 an individual may stay in Taiwan for no more than a total of 120 days per calendar year. However, such a term may be exempt, if any of the conditions prescribed in Subparagraphs 1 through 4, Paragraph 5 of the previous Article applies and is supported with written proof, and the said domestic length of stay shall be excluded from the overseas length of residency. An applicant being a former citizen of Mainland China and holds a foreign nationality, having no history of household registration record in Taiwan, and at the time of application, has resided overseas continuously for no less than 6 years is qualified to apply for admission under these regulations. The term reside overseas continuously means an individual may stay in Taiwan for no more than a total of 120 days per calendar year. However, such a term may be exempted if any of the conditions prescribed in Subparagraphs 1 through 4, of Paragraph 5 of the previous Article, applies and is supported with written proof, and the said domestic length of stay shall be excluded from the overseas length of residency. The six-year calculation period as prescribed in Paragraph 1 and Paragraph 3 shall be calculated from the starting date of the semester (Feb.1st or Aug.1st) as the designated due date for the time of study. The term overseas as prescribed in paragraph 5 in previous article shall apply to paragraphs 1 to 4. International students may apply for enrollment through the requirements from the two preceding subparagraphs once only.upon completion of the course of study at a school in Taiwan for which an international student has applied, the student may proceed to seek admission to programs offered by TNNUA and thus should follow application procedures as regular loclal students do. However, if they are seeking admission to higher academic levels, such as graduate schools, they shall follow relevant regulations for admission to their respective graduate programs. The number of openings for international students that TNNUA intends to recruit and eventually accept is additional to the MOE approved quota for recruiting students of the pertaining academic year. The number is limited to no more than ten percent of the number of ROC citizens admitted that year, and shall be reported with the total number of students recruited to the MOE for approval. If the quotas for admission, which have been allocated for local students have not been filled, a university/college may give the quotas to international students according to the total number of designated yearly positions that is open for international students. Where the preceding paragraph refers to the number of international students recruited, the figure shall not include international students not registered as degree students. TNNUA international admission shall be done in accordance with the Regulation. TNNUA shall set up the International Student Admission Meeting including the Dean of Academic Affairs (as the convener), the Dean of the Colleges, the Chair of the Departments, the Director of Accounting and the head of Recruitment Division of Department of Academic Affairs. The admission affairs shall be conducted in an open, fair and just manner and TNNUA shall publish the admission packet. TNNAU International Admission Packet shall list in details the departments (colleges), 34
35 Article 7 maximum years of study, number of enrollments, qualifications, admission principles, acceptance criteria and other related information. International students applying for admission shall submit their applications directly to TNNUA from January 1 to March 31 every year. (Limited to one department.) Those applicants found qualified through a review or screening process will be granted admission by the school. The following documents shall be submitted: 1.Student Application 2.Academic credentials: (1) Academic credentials from Mainland China: The Regulations Governing Accreditation of Schools in Mainland China shall apply. (2) Academic credentials from Hong Kong or Macao: Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macao shall apply. (3) Academic credentials from other areas: (i) Academic credentials earned at overseas Taiwan schools or Taiwan schools in Mainland China shall be regarded as the same as earned in domestic schools of equivalent levels. (ii) Academic credentials referred in the preceding 2 Items shall be subject to the related regulations regarding the assessment and recognition of foreign academic credentials. However, academic credentials earned from schools or branches established in Mainland China by foreign schools shall require public notarization in Mainland China and be verified and examined by an institute established or appointed by the Executive Yuan, or a private agency commissioned by the Executive Yuan. 3. Validated financial statement certifying sufficient funds for the student s education in Taiwan or certification of full scholarship provided by the government, educational institution or other private organizations. 4. Other documents as required by the Department. In the event that there is any doubt regarding Items 2, 3 and 4 as being unauthenticated by one of the Taiwanese embassies, Overseas Missions, offices, other organizations authorized by the Ministry of Foreign Affairs (hereinafter referred to as Taiwan Overseas Missions), or organizations designated, established or authorized by Executive Yuan during the evaluation process of applications from international students, the University may require that these international documents be authenticated by one of the Taiwan Overseas Mission; schools may apply to a Taiwan Overseas Mission for evaluation assistance regarding documents to be authenticated. An international student who has completed a bachelor s degree or higher degree 35
36 in Taiwan and who applies for a master program shall be exempt from the rules listed in item 2, paragraph 1, provided that a graduation certification and transcript for each consecutive semester issued from the institutions in Taiwan are enclosed. International students who have graduated from schools that enroll international residents in Taiwan, or from bilingual programs affiliated with local high schools must submit graduation certificates and transcripts for each academic semester to apply for admission, and are exempt from the rules listed in Article 4. At the time of registration new international students shall present proof of a medical and injury insurance policy which is valid for at least 6 months from the date the student enters Taiwan. Current student shall present written proof that they have joined Taiwan s National Health Insurance Plan. The aforementioned insurance proof should be verified by the Taiwan Overseas Mission if it is issued from overseas. Article 7-1 If any document submitted by international students is found to be false, forged or altered, the admission will be canceled and registration denied. No degree certificate will be issued. If said incident is found after graduation, the school shall deny the student s eligibility to graduate and retract the degree diploma. Article 8 When offering admission to international students, TNNUA shall promptly register into the international student data management information system designated by the Ministry the following: school entrance, transfer, suspension or dismissal and any change or loss of student status. Article 9 International students admission status goes through the prelimnary evaluation by the individual Departments, and then reviewed during the International Student Admission Evaluation Meeting. The Individual Departments may notify the applicant for examinations on professional subjects or Chinese proficiency tests when necessary during the preliminary evaluation stage. Article 10 International student will be allowed to register for the first semester should the student s arrival time dates within one-third study period of the first semester. International students will be allowed to register for the second semester or next academic year should the student s arrival date over one-third study period of the first semester. Article 11 Fees for international students shall be determined in accordance with the following regulations: 1. Students who are admitted to study in Taiwan pursuant to article 20 and recipients of MOFA Taiwan Scholarships, under the recommendation of Overseas Agencies and with the permanent resident status in the Republic of China, shall pay their tuition and other fees in accordance with the same standards that apply to Taiwan nationals. 2. Students admitted to educational institutions in Taiwan in accordance with an education cooperation agreement shall pay their tuition and other fees that are 36
37 specified in the agreement. 3. A school that accepts an international student who does not qualify according to the preceding 2 Subparagraphs may apply its own tuition and other fee standards to the said student and report to Ministry of Education for approval. Said standards may not be lower than the standards adopted by other private schools at the same level. Students that were admitted to study in Taiwan before the effective date of the February 1, 2011 amendment shall pay for their own tuition and other fees in accordance with the previous standards. Article 12 International students shall not apply for any recurrent educational programs, which include the School of Continuing Education, In-service Master Programs or other programs conducted only in the evenings or weekends and holidays, with the exceptions of students who have obtained legal resident status in Taiwan, or who have studied in international programs offered by the university with special permission from the MOE. Article 13 International students who are approved by the MOE for an internship after graduation in Taiwan may afterwards extend their international student status for no more than one year after graduation. During the course of study in Taiwan, international students, who are approved for initial household registration, resident registration, naturalization or restoration of their R.O.C. nationality, will lose their international student status and shall withdraw from school. International students who withdraw from university/college after admission due to behavior issues, poor academic performance or a conviction under the Criminal Code may not thereafter apply again for admission under this regulation. Article 14 Universities/ colleges may sign education cooperation agreements with foreign schools and recruit international exchange students. Universities/ colleges may apply this regulation to accept international students as non-degree seeking students with the condition that it will not compromise normal teaching routines. Article 15 When establishing a special program for international students based on an international academic cooperation plan or other special needs, the university shall seek the approval of the MOE Article 16 In order to encourage international students to study in Taiwan, the university establish scholarships for international students. Article 17 Universities/colleges shall designate units or personnel to handle international student applications, consultation, liaison, and other related matters. In addition, these units or personnel shall reinforce the arrangement of home stay lodging for international students, and assist them to learn Mandarin Chinese and Taiwan culture in order to better enhance their understanding about Taiwan. Universities/colleges shall host activities to foster international exchange, globalization on campus, or other events helpful to interactions between international and local 37
38 students, during each school year. Article 18 International Students who were admitted under the rules of the Regulation may apply for scholarships in accordance with the rules and regulations in TNNUA International Student Scholarship Criteria. Article 19 Schools or designated authorities shall immediately handle the cases in accordance with the regulations if international students violate the Employment Services Act after investigation. Article 20 Matters not specified herein in this Regulation shall be governed by the Regulations Regarding International Students Undertaking Studies in Taiwan issued by the MOE. Article 21 The Regulation and amendmenrs to the Regulation are implemented after said regulations and amendments are passed by Academic Affairs Meeting and approved by the MOE. The Regulation shall be implemented since Auguse 1, Amendment to Ministry of Education Regulations Regarding International Student Undertaking Studies in Taiwan. 39 Attachment 2 Tainan National University of the Arts International Student Scholarships Criteria Passed at the Administrative Meeting on August 5, 2009 Amended and Passed at the Administrative Meeting on May 5, 2010 Amended and Passed at the Administrative Meeting on April 11, The Tainan National University of the Arts International Student Scholarships Criteria (hereinafter referred to as the Criteria ) is established in coordination with the Ministry of Education's policy to increase the enrollment of international students in the universities in Taiwan and to encourage outstanding international students to pursue their studies at TNNUA. 2. International Students referred to in this Criteria are those defined as international students in Paragraphs 1 and 2, Article 2 of TNNUA Regulations Regarding International Students Undertaking Studies in Taiwan who are applying for admission. 3. Maximum scholarship period: (1) The maximum periods for each degree program are, 4 years for undergraduate program, 2 years for master program and 4 years for doctoral program. However, the total number of years where a student receives scholarship shall not exceed 5 years. (2) The scholarship period is counted from when the student registers until said student graduates, withdraws or is discharged from the school. A student may not apply during the period in which said student has applied for extension. 4. The quota, amount and issuance of the scholarship: (1) 6 students from the undergraduate program may each receive the NT$40,000 scholarship for each academic year. 7 students from the master (doctoral) program may each receive the NT$60,000 scholarship for each school year. (2) The recipients shall register for classes in the academic year for which the scholarship is awarded in order to receive it. (3) The total amount of scholarship and total number of recipients for international students shall be determined and adjusted according to the annual budget and number of applicants. 5. Eligibility: (1) New student: The applicant shall be international students who have applied for admission in accordance with No. 2 in the Criteria and reviewed and accepted by the recruitment committee. The International Affairs Evaluation Committee will determine, publish and notify and recipients. (2) Existing students: International students who have been enrolled for more than one semester with official registration and comply with the following: 1. Undergraduate students: must have taken at least 16 credit hours with an average grade of at least 75 in the previous semester. The student may not have received a disciplinary action of reprimand or above from the University. 2. Graduate students (including master and doctoral students): must have taken at least 9 credit 39
40 hours with an average grade of at least 80 in the previous semester. The student may not have received a disciplinary action of reprimand or above from the University. 3. Graduate students (including master and doctoral students) who have enough credit hours to graduate, is writing the thesis or dissertation and have not taken any courses in the previous semester, the applicant may apply once under the following conditions. The average grade from the previous academic year shall meet the provisions from the preceding paragraph. The application shall be accompanied by a letter of recommendation from the academic advisor and a thesis/dissertation proposal (including research motivation and objectives, framework and design, sources of data, outline, and references). The student may not have received a disciplinary action of reprimand or above from the University. 4. The applicant is the head of a student organization with a minimum average grade of 70 from the previous academic year, 75 for a student in the Master or Doctoral Program. The applicant may apply with the proof of being the head of the student organization and a report of organizational achievements. Applications under this condition may be made once only. 6. Application and evaluation periods: (1) Applications for the scholarships are accepted once for each academic year and issued in two installments, one for each semester. (2) New students: Students shall submit the application to the Office of International Affairs within the application period. According to Article 3 of Tainan National University of Arts International Exchange Scholarship Evaluation Criteria, members of the International Affairs Evaluation Committee shall be made up of the director of the Office of International Affairs, who is also the Chair of the Committee, the Chair of Academic Affairs, Chair of Student Affairs and Dean of the relevant colleges. 10. Students who have received the Taiwan Scholarship from the Ministry of Education or from TNNUA 40
41 are not eligible for these scholarships. If it is proved to be true that the student is receiving more than the awarded scholarship, the scholarship shall be returned in full. 11. The University may revoke the recipient's scholarship if the recipient has not completed the registration, applied for the postponement of admission status, withdrawn, has been suspended, transferred, graduated for the academic year enrolled, or resumed following a suspension or leave of absence. 12. In the event that the recipient s application materials are found to forged or false, the University reserves the right to revoke the scholarship, and the recipient is required to return any amount received to the University. 13. 42 Attachment 2-1 Ministry of Foreign Affairs Taiwan Scholarship (International Students) Ministry of Foreign Affairs (hereinafter referred to as the Ministry) of the Republic of China (hereinafter referred to as R.O.C.) promulgated this set of regulations in order to execute the Taiwan Scholarship program (hereinafter referred to as the Scholarship) and encourage outstanding international students to study in Taiwan and promote exchanges and friendship. This regulation is not applicable to students from China, Hong Kong and Macau. 1. The Scholarship includes: (1) NT$25,000 per month when fulfilling the prerequisite courses for Chinese. (2) Persons meeting one of the followings are not eligible to apply: (i) The applicant is a citizen of the Republic of China or an overseas student of the Republic of China. (ii) The applicant has retained student status or has registered for courses in colleges or universities in the Republic of China. However, graduating students who applied for a higher degree are not bound by this restriction. (iii) The applicant has prior record of pursuing the same degree program in Taiwan. (iv) The applicant is an exchange student or dual degree student admitted under any academic collaboration agreements made between a foreign school and any college or university in Taiwan during the scholarship period. (v) The applicant is a recipient of any scholarships from this program for over 5 years. (vi) The applicant s eligibility for scholarship had been revoked by any governmental or related agencies of the Republic of China. (vii) The scholarship or financial assistance the applicant receives from the R.O.C. government or school include the subsidy provided the school in conjunction with the scholarship program to cover the miscellaneous fees that exceed the maximum limit posed by the Ministry. 3.
