ILLINOIS DEPARTMENT OF TRANSPORTATION Economic Development Program

The mission of IDOT is to provide safe, cost-effective transportation for Illinois in ways that enhance quality of life, promote economic prosperity, and demonstrate respect for our environment.

IDOT s dedication to economic development revolves around 3 main programs: Economic Development Program (EDP) Truck Access Route Program (TARP) Rail Freight Program (RFP)

Economic Development Program (EDP) The purpose of the program is to retain or attract jobs for Illinois The program provides state assistance to local agencies for needed highway/road access to new or expanding business developments

How Big is the Program? Each year, the department sets aside $15 million for the Economic Development Program This funding allows the department to contribute up to $2 million to local economic development projects EDP Funding is part of the Local Program

How does the funding work? The program will fund for up to 50 percent of eligible project costs on local roads In addition, the program will provide funds for up to 100 percent of eligible project costs for needed improvements on state highways Due the program s overall size, costs beyond the $2 million project limit must be borne by the local community, company or developer

Project Eligibility Criteria Critical need for improved highway access This is not a speculative program. A firm commitment by the company to locate is required Commitment from company to creating or retaining primary jobs in Illinois Primary jobs include: - Manufacturing - Distribution - Major Tourism Sponsoring local government to fund match MUST be a public roadway!!

Updated EDP Funding Policy IDOT recently revised our policy to allow grants or awards from other state agencies such as the Department of Commerce and Economic Opportunity to be used for match requirements provided the local government has contributed some sort of funding participation to the project

Eligible vs. Ineligible Costs Eligible costs are those typically associated with roadway improvements ( between the curbs ) Ineligible costs include items such as: Land Acquisition Utility Adjustments Street Lighting Landscaping

What documents are necessary for an application? 1. A letter requesting funds from the sponsor 2. A general description of the scope of the project and a location map 3. A detailed engineer s cost estimate 4. A commitment letter from the company describing their intent to locate or expand at this site 5. Employee Reporting Form signed by the company 6. Local Agency/Company Employment Agreement

Public Act 93-0552 aka The Corporate Accountability for Tax Expenditures Act Requires any recipient of state economic development assistance to report annually on the progress of their employment IDOT requires recipient to report for five full calendar years from date assistance is received

TRUCK ACCESS ROUTE PROGRAM (TARP) The purpose of the TARP is to help local government agencies upgrade roads to accommodate 80,000 pound trucks.

TARP Funding The department will provide up to: - $45,000 per lane mile and - $22,000 per intersection, or - $150,000 is the cap per project when funding is used in conjunction with an EDP project - TARP annual appropriation is $7.0 million

TARP Project Criteria The routes are to provide access to points of loading and unloading and to facilities for food, fuel, truck repair and driver rest Projects must connect to a truck route and end at another truck route or truck generator

TARP Application Process Each fall IDOT solicits local projects that can be constructed during the upcoming fiscal year Inquiries and requests for assistance should be made at the District Engineer's office for your county

RAIL FREIGHT ASSISTANCE PROGRAM The purpose of the RFP is to preserve and improve needed rail freight service for Illinois shippers and communities. The program achieves this purpose by: - linking together interested parties and - using department funds as a catalyst for needed projects.

Rail Freight Assistance Program IDOT will generally provide low interest loans to finance rail improvements The focus is on projects with the greatest potential for: - improving access to markets and maintaining transportation cost savings, and - leveraging private investments to foster permanent solutions to rail service problems
