Before my joining, USP never offered any FM courses the finance major program. Over the 4-year period, I fully developed the undergraduate program and taught all the courses ranging from 100 to 300 levels. I also wrote and taught two postgraduate/masters (400 level finance subjects) in MCOM and MBA programs. Courses in the following areas were developed and taught by me: Financial Mathematics, Personal Financial Planning, Small Business Finance, Financial Market and Institutions, Portfolio Analysis and Investments, International Finance, Financial Risk Management and Corporate Finance and Special Issues Topics in Finance (Masters Course). Also acted as interim PS for Ministry of Commerce. This job demanded high level of leadership in the areas of policy development, ministerial direction and operation and staff development and management. It entailed the following activities: 1. Policy development and advice to the line-minister in the Cabinet. 2. Developed process and provided the knowledge necessary for local innovation on an equitable basis, and then created new local knowledge that was fed back into a dynamic self regenerative process in the ministries. 3. Using my international expertise and academic rigour, enhanced knowledge and experience in the ministries through collaboration with staff and solved many pending issues by directing appropriate human capital. 3
4. Provided effective management of government programs and supervision of staff, focusing on quality control and timely formulation of strategies and its implementation; 5. Provided strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with the Ministry of Finance s rules, regulations and guidelines. 6. Provided effective monitoring, measuring the impact of government programs and evaluation. 7. Constant monitoring and analysis of the programme environment, timely readjustment of programs. Following up on audit recommendations. All exceptions were timely reported. 8. Developed strategic development plans, annual corporate plans, annual business plans and individual work plans for the ministries. 9. Preparation of annual budget submission, etc. Consultancies (2009 2012) I have conducted number of consultancies for private and government organizations such as AusAid, Government of Fiji and other organizations. Some of the recent examples include: 1. Independent Finance Advisor on the Negotiation of Contracts for road upgrading projects. These projects were financed by the Chinese Government via Exim Bank of China. Total value of contracts was $150 million dollars (2009/10). 2. Post Secondary Strategy (PSS) for the Pacific Sectoral Note on Business and Administration Sector, Project funded by AusAID, Completed in September 2011. 3. Destination Survey of Pacific Secondary School Students Undertaking Tertiary Study. Project Funded by AusAID. Forecasting Student Enrollments, 2012-2020. Together with Professor Paresh Narayan. 4. Review of Fiji Cooperatives and Small and Micro Enterprises Department. Project funded by Fiji Government, Completed in June 2009. Together with Professor Biman Prasad. 5. A Major Customer Survey for Telecom Fiji Limited (TFL). Project funded by TFL. Completed in June 2010. Board Directorships Deputy Chairperson for HFC from 2009 to August 2012 Compliance Chairman of FencFiji, Funding Poorest of the Poorest Children charitable foundation.
