Long term management of confined disposal facilities Bremerhaven Tokyo Haneda Airport

Biological tests provide essential information regarding the bioavailability of contaminants in a dredged material as well as the potential for that material to produce adverse responses in exposed organisms. Name des Vortragenden 9

Biological Assessment Guidance Ultimately, the effectiveness of decision-making will depend on the ability to integrate information from multiple lines of evidence related to describing the potential for adverse impacts. 10

A Management Practice is a practice intended to improve the environmental performance of a dredging project, inclusive of excavation, transport, and placement of dredged material. Axel Netzband 11

Beispiele für Management Practices Dredging Management Practices for the Environment PIANC report #100 12

Environmental Windows (U.S.) A temporal constraint placed upon a dredging or dredged material disposal operation to protect biological resources or habitat. The window is the period during which dredging may occur. A seasonal restriction represents the period during which the operation is prohibited. are a temporary moratorium on dredging, which equates to zero tolerance of risk are institutionalized by default have no predetermined performance standards Dredging Management Practices for the Environment PIANC report #100 13

EU Communications The precautionary principle should be considered within a structured approach to the analysis of risk which comprises three elements: risk assessment, risk management, risk communication. The precautionary principle is particularly relevant to the management of risk. EU Communication on the precautionary principle (2000) Where there is scientific uncertainty, implement evaluation procedures and take appropriate preventive action in order to avoid damage to human health or to the environment. Renewed Sustainable Development Strategy, European Council (2006) Dredging Management Practices for the Environment PIANC report #100 14

Potential Impacts during Dredging and Disposal Dredging Disposal Dredging Management Practices for the Environment PIANC report #100 16

Definition of Best Management Practice A practice, or combination of practices, that is determined after problem assessment, examination of alternative practices, and appropriate p stakeholder participation to be an effective, practicable (including technological, economic, social and institutional considerations) means of preventing, or reducing the potential environmental impacts associated with dredging related operations. Dredging Management Practices for the Environment PIANC report #100 23

Guidance and recommendations based on lessons learned in case studies. Beneficial use = any use rather than mere disposal. Including sustainable relocation = the discharge of dredged material into aquatic systems to derive environmental benefit by maintaining or supplementing sediment balance. Name des Vortragenden 24

Dredged Material as a Resource Engineering uses Construction material Isolation Flood and Coastal protection Land improvement Environmental enhancement Habitat Creation / Improvement Aquaculture Recreation Sustainable Relocation Axel Netzband 25

Dredged Material as a Resource Beispiele aus den Niederlanden 26

Dredged Material as a Resource 27

Recommendations Dredged Material as a Resource Match supply and demand. Planning, timing, availability and transport issues are key. Economics. Saving on costs for primary resources. Total of costs and benefits to society made. Legislation. Do not classify dredged material as a waste. Adapt legislation to enable use of dredged material. Promote better understanding of benefits and risks of using dredged material. Source control to reduce emissions. Carry out pilot projects to test large scale. 28
