The following agenda items were discussed and decisions taken.

Section - 1 (Confirmation of Minutes of Previous Meeting) Item No. 42.01.01 : To confirm the minutes of the forty first meeting of the Executive Committee held on 13 th February, 2002. The Executive Committee considered the comments received from Dr. Dharni P. Sinha on the minutes of the 41 st Executive Committee meeting. The Executive Committee was of the opinion that the decisions of the meeting were correctly recorded in minutes and hence confirmed the same without any modifications. The Executive Committee also noted the contents of the letter received from Government of Karnataka. Item No. 42.01.02 : To confirm the minutes of the Emergent meeting of the Executive Committee held on September 5, 2002. The minutes of the meeting were confirmed. Section - 2 (Action Taken Report) Item No. 42.02.01 : To receive the note on action taken on the decisions taken and recommendations made in the forty first meeting of the Executive Committee held on February 13, 2002. The Executive Committee noted the status of action taken. 2

Item No. 42.02.02 : To receive the note on action taken on the decisions taken and recommendations made in the Emergent meeting of the Executive Committee held on September 5, 2002. The Executive Committee noted the status of action taken. Section - 3 (For Information of the Members) Item No. 42.03.01 : To receive a note on AICTE Regulations for Admission of Students in Technical Institutions against NRI Quota and Seats for Foreign Nationals/Persons of Indian Origin. It was decided that these regulations may be given wide publicity and should form a part of information bulletins of AIEEE and state level Entrance Exams. It may be ensured that the regulations are strictly adhered to. Item No. 42.03.02 : To receive a note on the new Degree Engineering / HMCT / Architecture / Pharmacy / Applied Arts & Crafts / Town & Country Planning Institutions approved during 2002-03. Item No. 42.03.03 : To receive a note on the extension of approval / variation in intake/ additional courses in degree Engineering / HMCT / Architecture / Pharmacy / Applied Arts & Crafts / Town & Planning programmes during 2002-03. Item No. 42.03.04: To receive a note on the establishment of new MBA/MCA Institutions during 2002-03. 3

Item No. 42.03.05 : To receive a note on the Extension of approval and variation in intake of the existing MBA/MCA Institutes beyond session 2002-03. Item No.42.03.06 :To receive a note on the project sanctioned to Dr. J.P. Shrivastava, Shri G.S. Institute of Technology and Science, Madhya Pradesh (former AICTE Emeritus Fellow). Title: Forecast on Needed Growth and Development of Technical Education in India. It was pointed out that the data generated by NTMIS have not been used. It was suggested that the NTMIS data would be useful for this project and may be utilized. It was also suggested that the other agencies such as Planning Commission, CII, State Governments, FICCI etc. should also be consulted on utilization of such data and for future course of action. Item No. 42.03.07: To receive a note on the grant disbursed through various RID Bureau schemes in the FY 2001-2002. Item No. 42.03.08 : To receive a note on National Consultation in Technical Education. Item No. 42.03.09 : To receive a note on the Public Notice issued by AICTE. Item No. 42.03.10 : To receive a note on the advertisement issued by AICTE to consider the application for establishment of new technical institutions in academic year 2003-2004 and national calendar for processing of applications. 4

Section - 4 (For Discussion and Consideration) Item No. 42.04.01 : To consider and approve the clarifications on Revised Pay Scales and Service Conditions for Teachers of Technical Institutions. The proposal was approved with the following changes in point no. 19 - Applicability of full time two years AICTE approved PGDBM course as equivalent to MBA for lectureship. Proposal put up to EC Candidates with PGDBM from any institution are eligible for Lectureship if the PGDBM of that institution has been declared equivalent to MBA by any notification of AICTE / MHRD Proposal approved by EC Candidates with PGDBM from any institution are eligible for Lectureship if the PGDBM of that institution has been declared equivalent to MBA by any notification of AIU. Item No. 42.04.02 : To review the eligibility requirements for the post of Assistant Professor in Degree Level Technical Institutions in various disciplines of Technical Education. The proposal was approved with the following changes : The point 2 of the second option in the column of Proposed Qualification and Experience in the disciplines of Engineering & Technology, Pharmacy, Management and Master in Computer Application : Proposal put up to EC Such candidates will be required to obtain Ph.D. degree within a period of 5 years from the date of appointment. Proposal approved by EC Such candidates will be required to obtain Ph.D. degree within a period of 7 years from the date of appointment. Minimum qualification prescribed for the post of Assistant Professor in Degree Level Technical Institutions in the Architecture / Planning discipline remains the same. 5

Item No. 42.04.03 : To consider and approve the guidelines for grant of Denovo Deemed to be University status. The Executive Committee approved the proposed guidelines for grant of Denovo Deemed to be University status for an interim period until the Committee constituted by MHRD for this purpose submits its recommendations. The following modifications in the purposed guidelines were also approved under clause III (c) : Proposal put up to EC A fund of Rupees five crores should have been created by the applicant for the intended purpose. Proposal approved by EC A fund of Rupees twenty five crores should have been created by the applicant for the intended purpose. Item No. 42.04.04: To consider and approve the draft regulations on curriculum, evaluation system, quality of education and examination system of AICTE approved management institutions. The Executive Committee deferred the item. The Hon ble Chairman AICTE will constitute a committee to look into the matter. Item No. 42.04.05: To consider and approve the Eligibility criteria for admission to various technical programmes. The Executive Committee approved the following minimum eligibility criteria for admission to various technical institutions : 1) Qualifications for admissions in Degree Engineering Programme. Should be a pass in 10+ 2 examination with Physics and Mathematics as compulsory subjects along with any one of the following subjects : i) Chemistry ii) Bio-technology iii) Computer Science iv) Biology 6

2) Qualifications for admissions in Degree Pharmacy Programme. Should be a pass in 10+ 2 examination with Physics and Chemistry as compulsory subjects along with any one of the following subjects : i) Mathematics ii) Biology iii) Bio-technology iv) Computer Science 3) Qualifications for admissions in Architecture and Town Planning Should be a pass in 10+ 2 examination with Physics and Mathematics as compulsory subjects along with any one of the following subjects : i) Chemistry ii) Engineering Drawing iii) Computer Science iv) Biology However, the candidates will be required to qualify the entrance test in all subjects as per requirements of the entrance test. It was also decided that in order to reduce the multiplicity of Entrance Tests, the various State Governments / Union Territories may be advised to fill up their open seats on the basis of AIEEE. Item No. 42.04.06 : To consider for charging revised visiting fees for inspection of self financing technical institutions for extension of approval and other visits except for new institutions. The Executive Committee approved the proposal. Item No. 42.04.07: To consider certain issues related to approval for establishment of new institutions/introduction of new courses/variation in intake/extension of AICTE approval and related matters for degree level courses in Engg./ Tech./Pharmacy/ Architecture/City Planning/ Hotel Management & Catering Tech/ applied Arts & Crafts. The Executive Committee approved the proposal with the following modifications in Clause 6.0 Change of Name of Society /Trust 7

Proposal put up to EC Change of name of the Society/Trust can not be permitted. Any change of name of Society/Trust shall be treated as formation of new Society/Trust requiring to submit fresh application proposal to AICTE as per laid down procedure. Proposal approved by EC Change of name of the Society/Trust, Memorandum of Association and rules are not allowed to be changed without prior approval of the AICTE. Item No. 42.04.08 : To consider the Policy on approval for number of courses and variation in annual intake for technical institutions. The Executive Committee considered the proposal and approved the following : The total maximum annual intake for an institution which could be approved by AICTE subject to compliance of Norms and Standards of AICTE : Year Engineering & Technology MCA MBA Architecture & Town Planning Pharmacy Hotel Mgt. & Catering Tech. Item No.42.04.09 : To consider the recommendations of Grievance Committee for restoration of intake of institutions placed under Noadmission/Reduced intake Category. The Executive Committee considered the matter and following decisions were taken : 1) Sri P. Rama Reddy Memorial College, Cuddapah. It was decided that since JNTU has granted affiliation, this matter can be considered for further processing through a visit by an Expert Committee. 2) Indian Institute of Management Sciences, Jaipur. It was decided that the information given by the institute has to be verified through a visit by an Expert Committee. The institute should also be advised to change the name since the name Indian Institute of Management Sciences is not permissible. 3) Banarsidas Chandiwala Institute of Information Technology (MCA), New Delhi. It was decided that the intake of 60 for the session 2002-03 may be restored and excess intake if any in previous year(s) may be adjusted by reducing the intake sanctioned for the session 2003-04. Section - 5 (For Ratification of the Action Taken) Item No. 42.05.01 : To ratify the decision of the extension of tenure of Director (Finance) beyond one year. The Executive Committee ratified the item. Item No. 42.05.02 : To ratify the recommendations of AICTE as forwarded to MHRD with regard to conferment of Deemed to be University Status to eight institutions. The Executive Committee ratified the item. 9

Item No. 42.05.03 : To ratify the decision of National Board of Accreditation taken in its 25 th meeting held on 06-08-2002 on the grades of accreditation which were awarded to 95 AICTE approved programmes as per laid down procedure of NBA. The Executive Committee ratified the item. Item No. 42.05.04 : To ratify the revised procedure for processing of proposals for establishment of new institutions during the academic year 2003-2004 for undergraduate degree level courses in Engineering/ Technology/Architecture/Town Planning/ Pharmacy/hotel Management & Catering Technology/ Applied Arts and Crafts, MBA and MCA programmes. The Executive Committee ratified the item. Item No. 42.05.05 : Developing a policy framework for consideration of proposals received from various organizations regarding holding of seminars/ workshops/ conferences which are strategic to AICTE or in which AICTE is a partner - ratification of. The Executive Committee ratified the item. It was decided that such proposal may be included in the scope of Seminar grant. The meeting ended with a vote of thanks to the Chair. Sd/- (R.S.
