EXPRESSION OF INTEREST Contractor: WorleyParsons Canada Services Ltd. Project: Hebron Topsides Project Package: 2001 Switchgear and MV MCC s Category: XXXXX-XXXXX Closing Date: 31 October 2011 General WorleyParsons (Contractor) is seeking expressions of interest (EOI s) from qualified suppliers to provide Switchgear, MV MCC s, and System Integration for the Hebron Topsides Project. The selected supplier will be required generally to design, fabricate and test the equipment in compliance with Hebron Project requirements. The purpose of this EOI is to develop a list of suppliers that are interested in providing the equipment or services required by the Project in order to begin the prequalification process. Once EOI responses are received from suppliers interested in performing the work described below, they will be evaluated by WorleyParsons review team. Based on the evaluation of the data requested in this EOI, a recommendation will be made to move forward with the prequalification process. Suppliers shall be responsible for any expenses incurred in responding to this EOI, the terms of which are subject to change or cancellation by WorleyParsons at any time. Notwithstanding the nature or content of responses received, WorleyParsons is not under any obligation to add a supplier to a Bidders List, to proceed with an invitation to tender (ITT) or to award a contract to any supplier with respect to the services described in this EOI. Project Overview The Hebron Field will be developed using a standalone concrete gravity-based structure (GBS) production platform. The GBS will consist of a reinforced concrete structure designed to withstand the weight of the Topsides (not to exceed 42,000 tonne), sea ice, icebergs, and meteorological and oceanographic conditions at the offshore Hebron Project Site. The Platform topsides facilities will comprise a utilities and process module (UPM), a drilling derrick and its support module (DES), a drilling support module (DSM), personnel living quarters (LQ), and ancillary equipment (flare boom, lifeboat station, and helideck). Scope of Work Work will consist of, but not necessarily be limited to, providing the following equipment: 1. 5kV Metal Clad Switchgear Three 5kV, 3000A, 50kA, 60Hz arc resistant metal clad switchgear assemblies are required. Assembly 1 shall consist of two sections (individually tagged) connected by a 3000A tie breaker and bussed together. There is a secondary selective control scheme between these two sections. This assembly shall include: Qty 2 (one per section) x 3000A main incoming breakers cable connected to 18MVA power transformers. Page 2 of 5
Qty 2 (one per section) x 1200A incoming breakers cable connected to 2.81MVA diesel engine generators. Qty 8 feeder breakers (1200A and 2000A) supplying 2500kVA transformers two 2000A, 5kV MCC s. All feeders are cable connected to the loads. Qty 2 (one per section) x 1200A tie breakers cable connected to Assemblies 2 and 3. Assemblies 2 and 3 each comprise a single section, and are rated 5kV, 1200A, 50kA, 60Hz. These assemblies shall each include: Qty 1 x 1200A incoming breaker cable connected to a 2.81MVA diesel engine generator. Qty 1 x 1200A feeder breaker cable connected to a 2250HP pump. Qty 1 x 1200A tie breaker cable connected to Assembly 1. Each 5kV breaker will be fitted with a complement of protection relays and metering. Specific protection relay types may be specified, and if so, will have to be sourced from the applicable manufacturer, and incorporated into the switchgear design and fabrication. 2. 600V Metal Enclosed Switchgear Seventeen arc resistant 600V switchgear assemblies are required. Most assemblies are 4000A, 65kA, 60Hz and are cable connected on all mains and feeders. Ties are bussed together in most cases. Feeders breakers are 2000A in general and are cable connected to the LV MCC s. 3. 5kV Motor Control Centers Two arc resistant 5kV, 2000A, 50kA MCC s are required. These MCC s contain a total of 24 FVNR (full voltage non-reversing) motor starters to cable connected induction motors from 300HP to 2000HP. 5kV starters will be NEMA E2, with current limiting fuses. 4. System Integration Supplier shall also be responsible for the electrical system integration, including the design, supply and implementation of an Electrical Control and Management System (ECMS). All equipment will be installed in an offshore climate controlled switch room. All electrical equipment shall be certified to CSA standards by a Standards Council of Canada (SCC) accredited certifying body. Vendor's scope of supply also includes: Attendance at project kickoff meeting after award of the order; and participation in periodic conference calls for status review / issue resolution Fabrication, inspection Shop testing Calculations, drawings and documentation, and including regulatory certificates and inspection reports, and periodic progress reports Certified weighing Preparation for shipping and long-term storage Electrical Certification Schedule WorleyParsons plans to issue Request For Quotes in 4 th quarter of 2011 to suppliers interested with a potential award to the successful bidder in 2 nd quarter of 2012. The equipment is scheduled to be delivered by 2 nd quarter of 2013. EOI Submittals Suppliers interested in bidding on this requirement are required to complete and submit by 31 October 2011 the following: 1. Supplier s details as described below. 2. Supplier Experience Questionnaire (Attachment A) EOI responses without this returned may be deemed incomplete and not subject to evaluation. a) Safety: A record of the number of hours worked annually for the past five years, together with the number of restricted work cases, lost time injuries and fatalities experienced. Health, Safety and Security Management System b) Quality Management System: Copy of certificate of registration to ISO-9001-2008 or equivalent. The ISO 9001:2008 certificate of registration must be accompanied with a list of exemptions, if any, taken to ISO-9001-2008. c) Financial: A current Dun & Bradstreet Business Information Report or equivalent for the supplier. The supplier s name and corporate structure including any proposed joint venture partner (or equivalent arrangement), together with relevant contact information.
