Ensure L2/L3 routing support to maintain network connectivity over the backbone MPLS between Tunis Datacenter and Network infrastructure to Abidjan and South Africa Datacenters and Regionals Resources Centers. 2. ANNEX 1: TERMS OF REFRENCE RECRUITMENT OF JUNIOR CONSULTANT MAN/WAN NETWORK ADMINISTRATOR 1. INTRODUCTION / BACKGROUND The African Development Bank Group (AFDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 78 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners. Corporate Information Management & Methods Department (CIMM) The strategic objective of the Corporate Information Management department (CIMM) at the Bank is to align the IT delivery strategy along with the Bank s business strategy, to increase the organizational effectiveness through efficient use of the Information Systems (IS). Under the leadership of the Bank s Information System s Director, CIMM department is mandated by the Bank to deliver the best possible IT services for Bank staff, and help achieve the results that will get the Bank closer to accomplishing its development goals 2. OBJECTIVES OF THE ASSIGNMENT The main objectives of this consulting assignment are: 1. Ensure L2/L3 routing support to maintain network connectivity over the backbone MPLS between Tunis Datacenter and Network infrastructure to Abidjan and South Africa Datacenters and Regionals Resources Centers 2. MAIN ACTIVITIES AND DELIVERABLES Under the administrative authority of the Global Network and Telecommunications Services Division (CIMM.3) in Tunis, the incumbent s specific tasks will be as follows: Operate and maintain the VSAT system and provide related support services. Provide L2/3 Routing Support for DMVPN, VSAT, networks Provide L2/3 Routing Support for MPLS backbone, MAN Networks Provide L2/3 Routing Support for Internet connectivity Provide technical assistance and support to both wired and Wireless Area Network, including voice, data and videoconference transmission. Provide assistance to Fields Offices IT officer and resolve problems with regard to the Network Ensure the adjustment, repair or replacement of defective equipment through own intervention or by returning it to suppliers for service or repair. Use test equipment, including basic computer monitoring tools. Work together with Senior Engineers from Headquarters in order to conduct investigations and tests to circumscribe and correct problems. As a true team player, develop, enhance and put in place means aimed at enhancing the smooth functioning and the effectiveness of products, as well as the quality of services provided to both internal and external clients. Compile statistics on users calls pertaining to voice, fax, data and videoconference facilities through the VSAT connection. By ensuring the Help Desk function, provide support to users of Network, telecommunications and IT tools. Responsibility for creating and maintaining a healthy and adequate work environment and Perform any other tasks as required Ensure all incidents and service requests are recorded in the ITSM tool. Manage communications / network hardware and software configuration(s) ensuring that all standards are observed and procedures are carried out in a timely manner. Ensure that system hardware and software problems are investigated, diagnosed and resolved. Investigate complex violations referred handling issues imaginatively, efficiently and professionally, obtaining factual information, and formulating opinions regarding exposed violations, through interview with all levels of staff. Investigate system access enquiries referred by support staff and all enquiries relating to information security, Assist in the assessment of the potential impact on existing access security mechanisms of specific planned technical changes, in order to help ensure that potential compromise or weakening of existing security controls is minimized.

Analyze site survey reports and develop specifications of requirements and plans for installation and commissioning of hardware and software. As directed, carry out defined tasks associated with the planning, installation, upgrade, operation, control and maintenance of the organization s network, utilizing the appropriate tools and test equipment Ensure that network equipment IOS and configurations are backed up and saved in a safe environment at regular basis usable in case of major issue. Investigate and diagnose complex network problems, working with users, other staff and suppliers as appropriate. Maintain auditable records and assist in the preparation and maintenance of other documentation such as business recovery plans, particularly in the data collection and compilation / production / distribution phases of the exercise. Monitor bandwidth use, analyze traffic patterns and volumes, and determine impact/implications of issues. Provide physical connections to the corporate LAN as required. Provide regular feedback on network performance, both in general and against specific service levels. Use network management systems software and appropriate analysis equipment to collect routine network load statistics, model performance, and create reports, including proposals for improvement. 4. ADMINISTRATION/REPORTING The junior consultant will report to the Division Manager, Global Network and Telecommunications Services (CIMM.3). 5. DURATION OF THE ASSIGNMENT The assignment period is expected for seven (08) months. 6. QUALIFICATIONS AND EXPERIENCE REQUIRED The successful candidate will have the following qualifications: At least a Master s degree in Computer Science or Information Systems or Electronics, or an equivalent diploma with strong knowledge of IT Networks and Telecoms Networks; Minimum 3 years of professional IT Networks and Telecoms or related experience, gained within a similar position; Proficient with dynamique routing protocols and their efficient integration/implementation( OSPF, BGP,EIRP, RIP, redistribution technologies) Proficient with VPN/DMVPN protocols and their efficient integration/implementation Proficient with routing and Switching Campus network with VLAN technologies Proficient with Cisco Routing and Switching equipment with (ASR1000 series, ISR1900/2900/3900 series, Cat 4500 series, 6500 series, Nexus 7000 Series, Cat 3560/3750/2960. Familiar With Cisco Security Firewall ASA appliances and Firewalls modules Proficient with networking and Communication technologies including the planning and management of the interaction between two or more networking systems, computers or other intelligent devices (E.g. ISDN, Ethernet, TCP/IP);

Knowledge at the associate to intermediate level of TCP/IP networks, WAN protocols, wiring and wireless, and network management solutions; Experience with Network Traffic Monitoring and Diagnostic Tools; Experience and/or knowledge with QoS implementations, VoIP, WAN switching and routing, load-balancing and application-delivery solutions; Aware of VSAT and IPBX technologies; Aware of ITIL concepts and general framework; Strong computer skills and ability to use standard technology packages and Bank s standard software (word, excel, outlook, Power Point, MS Projects, etc ); and Ability to communicate (verbal and written) effectively in English or French, Knowledge of a range of Telecommunications and Network Services with particular emphasis on: a. Cisco Certified Network Professional (CCNP) b. Cisco Certified Network Associate Security (CCNA security) or above c. ITIL Foundation: d. Knowledge in Microsoft servers solutions is an advantage. e. LOCATION OF THE POSITION The work will be carried in TUNIS, TUNISIA, at the Bank Temporary Agency Relocation. 8. REMUNERATION The remuneration will be based on the junior consultant experience and the Bank GUIDELINES ON INDIVIDUAL JUNIOR CONSULTANTS REMUNERATION.
