This year s conference will be at the Oxford Palace Hotel, Los Angeles, California. This year s theme for the conference is United by Justice. Public prosecutors of Korean descent will be attending this year s conference from all over the world, including Brazil, Canada, Commonwealth of Australia, England, Germany, Republic of Korea, and from across the United States, including, but not limited to, Hawaii, Washington, California, Nevada, Colorado, Minnesota, Georgia, and New York. The Korean Prosecutors Association was founded on August 28, 2010 in Los Angeles, California. Our membership is mostly comprised of Korean-American prosecutors in municipal, county, state and federal prosecuting agencies, Korean prosecutors in South Korea, and Korean- American judges who were former prosecutors. Our goal is to provide information, education to the Korean-American community, and promote justice and integrity in the legal system. Our organization also provides mentorship to law students, promotes the advancement of Korean- American prosecutors in the public sector, and provides networking opportunities for Korean and Korean-American prosecutors. Our conference will begin with Opening Reception at 6:00 p.m. on Friday, October 11th, followed by an all-day conference on Saturday, October 12th. We have incredible speakers lined up to provide us with variety of subject matters that will keep you glued to your chairs. At the Dinner Banquet, we will be presenting KPA s honorary memberships, Lifetime Achievement Award, Community Service Award, and recognize special guests and sponsors. We expect to have a number of special guests including, but not limited to, Hon. Yeon-sung Shin, Korean Consul General in Los Angeles, Hon. John Chiang, CA. State Controller, Hon. John Choi, Ramsey County Attorney, representatives from KCLA, KABA-Socal, and OC KABA, and judges from local, state and federal benches. On Sunday, October 13th, a golf tournament will
be held at a place to be announced soon. For families with children and out-of-town guests, we will organize an outing to a theme park, such as the Disneyland, Knott s Berry Farm or Universal Studios. The closing ceremony will be held on at 6:00 p.m. on Sunday, October 13 th. Many of the events will be open to public attendance. We expect to have over 150 members and guests at the conference. Prosecutors are public servants, and need assistance with traveling expenses. Therefore, we have established scholarships to assist with some of these expenses for our out-of-town guests. Your contribution will assist us with costs associated with the conference, scholarship, and public attendance. We need your vital contribution and support in order for this conference to succeed. ABOUT KPA The Korean Prosecutors Association (KPA) is a non profit global organization of public prosecutors of Korean descent, formed for the purposes of networking, informationsharing, mentoring, and serving the community by providing information and education on matters concerning the public and public safety. KPA was formed on August 28, 2010 in Los Angeles, California. On May 21, 2011, at the first U.S. Korea Criminal Law Forum, we established a formal tie with the Ministry of Justice of the Republic of Korea by signing a Memorandum of Understanding (MOU). The heart of the MOU is to continually support each other through networking and information sharing. FIRST U.S.-KOREA CRIMINAL LAW FORUM In May 20-21, 2011, KPA had the first criminal law conference, U.S.-Korea Criminal Law Forum, in Los Angeles, California. We had prosecutors from across the United States and the representatives from the Ministry of Justice of the Republic of Korea. The conference was held at the Loyola School of Law, Los Angeles, California. The conference dinner was at the Wilshire Grand Hotel in downtown Los Angeles, California. In all, we had over 100 attendees. One of the KPA goals is to promote our members. Steven Kim, King County Deputy District Attorney (WA), attended the first conference with his wife. Mr. Kim s interaction and networking with prosecutors from the Republic of Korea led to his one year paid fellowship at the Ministry of Justice of the Republic of Korea. Mr. Kim taught Korean prosecutors and law students about the American jury system. Mr. Kim conducted number of TV, radio and newspaper interviews in the United States and the Republic of Korea. At the end of his fellowship, Mr. Kim authored a book that was published in the Republic of Korea. This all happened as a result of his attendance at our first annual conference and his membership with KPA. SECOND ANNUAL CRIMINAL LAW CONFERENCE KPA s second criminal law conference entitled Uniting Prosecutors of Korean Descent throughout the World was a major success. We had Korean prosecutors from the Republic of Korea, Canada, and the Commonwealth of Australia. Our panel discussions included an overview of the criminal law systems in the aforementioned countries. To increase the significance of the conference, we provided continuing legal education credits for Saturday s conference. Although the conference was primarily designed for prosecutors, we provide a limited number of seats for law enforcement officers, law students, and members of the public, including attorneys practicing non-criminal laws. We had about 150 people in attendance throughout the conference. Christina Danbi Choi, a federal prosecutor from the Commonwealth of Australia, became the hit of the conference due to her unique Australian accent. We also welcomed four prosecutors from Canada. THIRD ANNUAL CRIMINAL LAW CONFERENCE KPA s third criminal law conference entitled United by Justice will feature even more global presence. We expect to have returning colleagues from Republic of Korea, Canada, and Commonwealth of Australia. We are excited to add to our list to include new colleagues from Brazil and Germany. In addition to public prosecutors, we will be inviting judges of Korean descent from across the United States and even possibly from overseas. This year s conference will be a three day event to include a golf tournament and family trip to local theme park. We expect this year s conference to be filled with more networking opportunities, including funpacked activities. We expect to have number of seats available for college students, law students, members of the public. It is vital for the public to understand not only the role of a prosecutor in the society but also see him/her as an invested member of their community.
CONFERENCE SEMINAR TOPICS KPA s seminar topics include wide range of subject matter for prosecutors as well as for the members of public in the area of public safety. KPA members are experts in various subject matters, and the classes are eligible for continuing legal education credits for various jurisdictions, including but not limited to California, New York and other states. The following is a list of topics from past conferences: Overview of the Jury System U.S.-Korea Future Collaboration Prosecuting White Collar Crimes Prosecuting Domestic Violence International Criminal Justice System (U.S., Republic of Korea, Canada, and Commonwealth of Australia) Dealing with Media and Report from Korea Gang Prosecution Intellectual Property Rights Protection Juvenile and Dependency Law This year s 2013 conference will include more variety of subjects for not only our members but for the public. CORPORATE SPONSORSHIP The budget for this year s three-day conference is approximately $50,000. We have earmarked nearly 1/3 of the budget as scholarship funds. We expect to provide scholarships to 55 KPA members from outside of the Los Angeles area. The conference is free for all KPA members. Without these scholarships, KPA members from outside of the area cannot afford to attend the conference. Public prosecutors are government employees and make substantially less than private sector attorneys. In addition, there are various ethical and legal limitations which prevent public prosecutors from accepting financial gifts from individuals. In addition, most public prosecutors are barred from taking outside legal employment. Therefore, most public prosecutors rely solely on their government salary to support not only themselves but their families. Therefore, it is crucial for a non-profit organization to establish a scholarship fund to assist public prosecutors from attending this conference. These scholarships are not intended to fully cover expenses. In most cases, the scholarships will only cover approximately half of the total expenses for the conference. Therefore, it is critical to invite corporate sponsors to join KPA s effort to promote this year s conference. KPA is NOT a 501(C)(3) designated IRS charitable organization. Even though the sponsorship will not be tax deductible, the sponsorship includes purchasing advertising space for the conference program. Large sponsorship includes advertising on various conference banners, KPA website, and KPA Facebook page. Furthermore, we will acknowledge large corporate sponsorship with KPA s Community Award and reserved conference dinner table.
