GENERAL BACKGROUND: SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people. POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Division: BSG POST CONTEXT SHAPE is the Strategic Headquarters for Allied Command Operations. The Directorate of Management (DOM) is on behalf of the Chief of Staff (COS) responsible for the direction and coordination of selected aspects of the day to day operation of SHAPE as well as the assurance of the provision of essential support facilities and services to the headquarters, co-located agencies and units and, to individual staff members and their families. The Base Support Group at SHAPE is responsible to SACEUR through the SHAPE Director of Management and the Chief of Staff for: - ensuring an adequate infrastructure exists to support the operational requirements of all NATO and NATO related entities located within SHAPE, while also satisfying duty of care standards. The BSM Branch is responsible to the Commander BSG (COM BSG) for providing overall management support and coordination of administrative functions including development, coordination and implementation of installation plans, policies and procedures. The Reprographic Services Section is responsible for the provision of the desired quality and quantity reproduction products in a timely manner. Provides centralised reproductions support to individual Command elements and other tenants on the installation, based on memorandum of agreement. 1
REPORTS TO Section Head (Reprographics Services), OSC SSI 0010. PRINCIPAL DUTIES The incumbent s duties are: 1) Designing visions to improve printing, reproduction and graphical operational capabilities; introduces new procedures and ensures their implementation. 2) Supervising operation and maintenance of all printing, reproduction and graphic equipments including hardware and software. 3) Directing and supervising the necessary maintenance operations for printing, reproduction machinery and graphical hardware and software. 4) Scheduling work requirements to ensure timely completion of the tasks. 5) Distributing work orders to the appropriate reproduction operators or graphic designers with detailed instructions and explanation. 6) Supervising all printing, reproduction and graphical works to ensure that the highest quality is always achieved; bearing in mind the equipment and manpower capabilities. 7) Operating all reproduction and graphics equipment from pre-press to finishing for special projects when required. 8) Managing a proper training for reproduction personnel based on their assigned machinery with the aim to perform their duties at adequate level; organizing and coordinating training events for the section staff. 9) Actively performing his/her educational role in training procedures and events. 10) Provides professional inputs to the Section Head to order the proper machinery, hardware, software packages. 11) Orders or informs Section Head to order printing, reproduction and graphical supplies and keeps sufficient supply level for the sections duties. 12) Attending meetings, training or courses relevant to the above duties. Supervisory duties: Supervising all printing, reproduction and graphical works to ensure that the highest quality is always achieved; bearing in mind the equipment and manpower capabilities. There are no first line reporting responsibilities. The incumbent deputises for Section Head (Reprographics Services) (OSC SSI 0010). ADDITIONAL DUTIES The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. QUALIFICATIONS ESSENTIAL QUALIFICATIONS 1. Professional/Experience a) Must have demonstrable experience in the use of modern graphic reproduction. b) A thorough knowledge of all processes involved in graphic design. c) Supervisory experience in a reproduction establishment. 2
d) A profound knowledge of needed graphic design programs. e) Advanced knowledge of graphic and photo software as well as graphics presentation is required. 2. Education/Training Higher Secondary education and intermediate vocational training in art, graphics or related field, computer graphics design or related discipline which might lead to a formal qualification with 3 years experience, or a Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. 3. Personal Attributes Incumbent must apply detailed knowledge and experience regarding graphical design. Requires tact and diplomacy when dealing with the SHAPE/ACO organizations as well as NMRs/CFMM, their representatives, and the representatives of other high-ranking authorities, and discussing their specific requests. Required to propose changes in order to update reprographic machinery, hardware, software packages, finishing equipments and better service to customers. Professional judgment is required to make recommendations on technical issues with the direct affect to sections capabilities. Decisiveness, adaptability and prioritization are essential in accomplishing the various duties at the position. 2. Managerial Responsibilities Responsible to keep operational all reprographic machinery, hardware and software packages from pre-press to finishing, orders or informs the Section head to order needed supplies for all reprographic equipments and supervises all section s personnel work schedule and education. 3
3. Professional Contacts Interacts with vendors and other reprographic specialists at the same/comparable level outside this headquarters. Regular professional contacts with other reprographic specialists ACO wide to resolve problems at own level and for exchange of views. 4. Contribution to the Objectives The majority of the work performed is dealing with customers' requirements and managing their preparation and execution for SHAPE Staff and Community. Provides day-to-day support in meeting the objectives of the Reprographic Section and the SHAPE HQ reproduction and graphical needs. 5.
