He has provided construction industry consulting, real estate advisory, and dispute and litigation support services involving public and private clients. Mr. Rubin gained his experience in industry sectors related to healthcare, mixed-use, hotels, parking garages, education, roadways, bridges, tunnels, water management, real estate and construction, universities, telecommunications, state departments of transportation, airports, rail transportation, the steel refinement industry, electric power generation facilities, prison construction, mixed-use development (including golf courses), residential construction, and LEED construction. He has worked on projects involving extensive organization among parties including industry, institutions, design professionals, contractors, financial institutions, private investors, and public and private owners. His organization and control of these projects has included risk management; project controls; contractor qualification; selection, implementation, and use of Project Management Information Systems; and utilizing project delivery and contracting methods and techniques, including target value design, target cost modeling, lean construction techniques, and collaborative agreements. Mr. Rubin has also has experience in providing his scheduling, estimating, and procurement expertise for clients in the healthcare, commercial, power generation, higher education, hospitality and insurance industries. Project: Saint Joseph Heritage Project A member of the Owner s Representative and Project Controls team providing project controls including schedule and budget oversight for a $623 Million hospital campus replacement. Project: Overtown Transit Village Phase 2 Commercial Office High Rise Acted as the owner s representative reviewing the general contractor s estimates, schedules, changes and claims. Project: Commercial Office High Rise Security Fitout Acted as the owner s representative reviewing the general contractor s estimates, schedules, changes and claims. Project: Kansas City Power & Light Iatan II Reviewed the startup schedule of a coal fired power plant in order to identify and recommend a mitigation plan in regards to risks found within the piping systems that could impact timely completion. Project: Fontainebleau Miami Beach Hotel Multiple High Rise Structures & Amenities During a construction audit project schedules were reviewed to verify the contractor s planned versus their actual work flow in order to review disruptions that allegedly resulted in claims. Project: Department of Health, New York City -- Acted as Project Manager for commercial project portfolio of renovations at multiple locations. Project: Universal Insurance Lincoln High School Lincoln, NJ -- Interim management appointed in order to fulfill a performance bond by qualifying contractors and initiating the rebidding process. Project: The New Washington Convention Center -- Acted as the owner s representative for all bridge, viaduct and roadway work; this oversight included the interconnection of the surrounding roadway structures to the main buildings structure including the piping, fire suppression and mechanical systems. Additionally the contractor s schedules including impacts and claims were reviewed for accuracy. 2

Additionally, the contractor s schedules including impacts and claims were reviewed for accuracy. Project Controls Advisory Services Project: Saint Joseph Heritage Project A member of the Owner s Project Controls team providing project controls including schedule and budget oversight for a $623M hospital campus replacement. Specifically responsible for strategic project planning, schedule oversight, progress assessment/validation, delay analysis and overall schedule coordination and management. Project: Sisters of Charity of Leavenworth Health System Capital Project Management Guide (CPMG) Updated the existing CPMG in order to support the roll out of internal construction capital, management and support services across the Health Systems care sites. Project: Sisters of Charity of Leavenworth Health System Project Management Information System Participated in the qualification, selection, implementation and use of Project Management Information Systems. Project: Department of Health, New York City Developed a customized budget controls program for a capital project portfolio. Project: The State University of New York School of Optometry High Rise A schedule was generated in order to plan, phase and procure an interior and exterior renovation of this New York City based school while keeping the building completely operational. Project: The State University of New York at New Paltz Commercial High Rise An updated project schedule to complete was generated in order to advise the owner after the termination of the original contractor. Project: New York Community Center Building Estimate -- Estimate for the renovation of an existing New York Community Center Building. Project: Nassau County Building Consolidation Program: Complex 6 Estimate for the construction of a new office complex. Project: Harlem Auto Mall Building Estimate -- Estimate for the construction of a new auto mall. Project: Core Club, New York City -- Estimate for the renovation of an existing social club. Project: Marriot Residence Inn, New York -- Construction schedule review and updating using Primavera P3. 3
Project: Stony Brook Hospital, New York -- Construction renovation schedule review and updating using Primavera P3. Project: Dulles International Airport Terminal Construction & Renovation Updated construction schedules on behalf of the design build team which included extensive tunneling (TBM, cut and cover as well as NATM Tunneling) for the baggage handling system, people moving system as well as the piping and mechanical systems which serviced the tunnels and terminals. Dispute Advisory Services Project: Oil Refinery Upgrade, Sulfur Recovery Plant -- Representing a contractor in their dispute regarding delay claims; extensive schedule review and process modeling was conducted in order to determine schedule and cost issues associated with the refinery s piping systems and mechanical systems. Project: South Eastern Pennsylvania Transportation authority (SEPTA) Market Street Station A comparison between the planned and asbuilt schedules were analyzed in order to explain how various delays impacted the project s completion date and costs. Project: Jicarilla Public Courts and Holding Facility A delay analysis and report of findings was generated in order to explain how various delays impacted the project s completion date and costs. Project: Branford Hospital Multi-Building Campus High Rise An asbuilt schedule was generated from actual project documents (daily reports, weekly meeting minutes, etc.) in order to compare the planned schedule to what actually occurred onsite in order to assess schedule delays and their resulting costs. Project: Pavarini Construction 900 Biscayne Residential High Rise -- A delay analysis was done on behalf of the contractor in order to explain how various delays impacted the project s completion date and costs. Project: Indianapolis Public Library High Rise -- A delay analysis and report of findings was generated in order to explain how various delays impacted the project s completion date and costs. Project: Hatch KACC Gramercy Works Aluminum Refinery -- Representing a design firm in their dispute regarding errors and omissions as well as construction claims. Extensive database generation, schedule review and process modeling was conducted in order to determine schedule and cost issues associated with the refinery s piping and mechanical systems. Project: Great American Ball Park: Red s Stadium -- Reviewed contractor schedules and budgets in regards to structural steel back charge claims. Project: Ohio Department of Education Pymatuning School District -- Analysis of General Contractor Termination for Convenience Package.
