1 C. Christopher Smith is President of C. C. Smith LLC, a Service Disabled Veteran Owned Small Business (SDVOSB). Mr. Smith is a registered Professional Engineer having over fifteen years of construction management and consulting experience on projects totaling over $10-Billion. He has managed large design and construction projects to include scheduling and cost engineering functions, provided negotiation support, mediation presentations, expert reports and testimony on subjects related to schedule, cost, contract administration and risk management. He is a former Vice President within Hill International s construction consulting group in Washington, DC. While at Hill Mr. Smith was GSA s Project Director on the largest construction claim in the history of the US General Services Administration and was on-call to the U.S. Department of Energy for claims avoidance services at the Hanford Site in Richlands, Washington. Mr. Smith currently serves as Secretary, Treasurer and Member of the Board of Directors for the Maryland Chapter of the Associated General Contractors of America (AGC). Mr. Smith served ten years as a United States Naval Officer within the Naval Facilities Engineering Command (NAVFAC). His tours of duty included Resident Officer in Charge of Construction on the $250-Million renovation of the U. S. Naval Academy s Bancroft Hall. This facility is the world s largest college dormitory and its renovation represented the largest facility repair project in the history of the United States Navy. Mr. Smith s naval service also included assignments as Construction Advisor to the Navy s mission to Honduras following Hurricane Mitch in 1998, Facilities Manager of the 300 bed Naval Hospital at Camp Lejeune, North Carolina, Seabee A Company Commander where he was responsible for construction projects at various locations worldwide, Seabee S7 Intelligence & Training Officer, and as Construction Contracting Officer at Marine Corps Base Camp Lejeune, North Carolina. Mr. Smith holds licenses and certifications as a Professional Engineer, Certified Construction Manager, Certified Cost Engineer and Project Management Professional. He serves on several national committees of the, is the former Chairman of the Legal Committee for the Construction Management Association of America s National Capital Chapter and former Secretary of the Coastal Carolina Post of the.
