FLH Asset Management

What is Asset Management? Asset Management is not a specific product or service, but rather a way of doing business It provides a solid foundation from which to monitor the transportation system and optimize the preservation It is a framework for making decisions in order to use resources efficiently Assets can take various forms People, money, information and physical resources

FHWA Primary Physical Assets Pavements Structures Tunnels Hardware Guardrail, signs, lighting, barriers, monitoring equipment, etc.

Other Assets (Typical of Land Management Agencies) Construction and maintenance equipment Fleet vehicles Real estate (buildings and property) Materials Infrastructure (waste water and water treatment facilities) Data and information

FLH Asset Management System Goals and Policies Asset Inventory QA Review Assessment and Performance Modeling /PMS Program Optimization Budget / Allocations Short and Long Range Plans (Project Selection) GIS Program Implementation Partner Input Performance Monitoring

Federal Lands Highway Asset Management Objective: Foster, develop, implement and market the asset management system to manage and optimize the preservation, maintenance and operation of the transportation infrastructures for our Federal Land or State agency partners

Asset Management Focus Areas Immediate FY 05 Identify transportation related assets collected within FLH Develop matrix of collected assets and identify owner Provide status of FLH Management Systems (PMS, BMS, SMS,MIS,CMS) Develop Asset Management Business Plan for FLH

FHWA/FLH Asset Management Interaction The FHWA Transportation Asset Management (TAM) Action Plan identified Three Actions that are directly related to and supported by FLH

Action 1 Support implementation of management systems for FLH partner agencies Disseminate information about Asset Management tools and techniques Further the development of Asset Management concepts and applications beyond the management systems Hold meetings with FLMA s and develop implementation plans

Action 2 Improve awareness and understanding of transportation asset management with FLH partners Develop strategy for educating decision-makers at partner agencies, identifying champions, and developing tools to assist in decisions

Action 3 Strengthen horizontal linkages to promote integrated decision-making Identify and discuss intra-fhwa partnering opportunities between FLH and other FHWA units Use FLH as a laboratory for testing and demonstrating integrated asset management approaches

Data Integration Benefits using Asset Management Availability/Accessibility Timeliness Accuracy and Integrity Consistency and Clarity Complete Data Sets Reduced Duplication Integrated Decision-making

Pavement Management System will Provide a basis for reauthorization funding. Aid in the NPS funding allocation process. Aid in the optimum expenditure of funds Recommend a program of work on an engineering basis. Projects based on political factors can be accommodated in the program. Aid in achieving an average Network PCR = 80. Aid in bundling like roads or like road segments together into larger projects. Estimated 10-15% minimum increase in pavement lifespan thru pavement preservation

Decision Trees Decision Nodes can be based on: Pavement Performance Indexes (PCR, SCR, RCI) Pavement Age Environmental Zone Traffic/Speed Specifically designated Parks at whatever threshold value desired

NPS Facility Management Software System (FMSS) Data Integration NPS and FHWA developing system to automatically integrate the Road Inventory data into the FMSS system FHWA Route ID lists unique Asset numbers for each Route in the parks Each Asset has associated pieces of equipment (i.e. road surface, culverts, guard rail, signs, etc.) that are attched to that specific asset.

FMSS Data Integration Continued NPS Pavement Management System generates work orders from list of 21 Pavement Maintenance and Rehabilitation activities National average costs developed with Park specific weighted factors for 21 activities Actual construction costs fed back into PMS to develop more accurate cost estimates
