1 Statewide Strategic Plan fr Glbal Learning in Minnesta Glbal Learning Advisry Bard 2013-2018 Five Year Plan Ratinale Students in Minnesta are grwing up in cmmunities that reflect the cultures f the wrld. Far has becme near. Graduates will cmpete fr jbs in a glbally interdependent and intercnnected ecnmy and regularly cllabrate with peple in ther cuntries. They will wrk n internatinal issues related t the envirnment, security, health and ecnmic grwth. Even students whse career paths keep them clse t hme will regularly interact with peple frm many wrld and lcal cultures. The educatin they receive in Minnesta schls must prepare them t be glbal citizens able t meet thse challenges. The diversity f Minnesta schls and wrkplaces has increased during the last decade. In 2013, it was nted that students in Minnesta schls speak mre than 210 languages. In 2011, Minnesta s exprts reached $31.2 billin, putting it 19th f all exprting states in the U.S. Minnesta prducts and services reach mre than 25 cuntries arund the wrld. Manufactured exprts alne are respnsible fr an estimated 114,900 jbs in the state in 2011. Sustained ecnmic grwth fr Minnesta in the wrld ecnmy will require a wrkfrce that can cllabrate, cperate, cmpete, and cmmunicate crss-culturally with thse frm diverse backgrunds. Minnesta als needs infrmed, talented and engaged glbal citizens t deal with multilingual issues within and beynd ur brders. This Statewide Strategic Planning is intended t guide develpment f glbal learning fr students and educatrs in the Minnesta prek-12 system and higher educatin systems. Backgrund Infrmatin This dcument is the prduct f the 2012-2013 Glbal Learning Advisry Bard (GLAB) that was facilitated by the Minnesta Department f Educatin in partnership with St. Clud State University. This Statewide Strategic Planning Dcument is a wrking dcument that will be reviewed bi-annually by the Glbal Learning Task Frce hsted thrugh the St. Clud State University Cnfucius Institute in partnership with the Minnesta Department f Educatin. The Glbal Learning Task Frce will identify 3-5 pririty items frm the Statewide Strategic Planning Dcument that will be implemented during each academic year in an actinable plan. This initiative was funded thrugh a grant frm the Lngview Fundatin.

2 Definitin f Glbal Cmpetence Glbal cmpetence is the knwledge, capacity and dispsitin t understand and act n the dynamic interrelated glbal issues that cnfrnt humanity. Glbally cmpetent individuals can relate t peple frm diverse backgrunds and experiences in a multi-lingual, multi-cultural cmmunity. They are cmmitted t finding slutins fr the cmmn gd f ur interdependent, intercnnected wrld bth lcally and glbally. Strategies and Recmmendatins fr 2013-2017 In rder t increase glbal cmpetence fr students and educatrs in Minnesta s prek-12 educatin system, the Glbal Learning Advisry Bard prpsed the fllwing strategies: I. Develp curriculum and educatinal prgrams that fster glbal learning and cmpetence. II. Expand wrld language learning fr all students. III. Increase glbal knwledge, skills, and capacity f current and prspective teachers. IV. Increase and strengthen partnerships between Minnesta schls, the gvernment, businesses and civic rganizatins with interests in glbal educatin. V. Develp an actinable plan fr sustaining glbal learning in Minnesta.

3 Strategy I. Develp curriculum and educatinal prgrams that fster glbal cmpetence Pssible Actins State agencies including MDE Develp a Radmap fr Glbal Cmpetence fr all students. Review and revise K-12 academic standards during curriculum review cycle t integrate glbal knwledge and skills acrss cntent areas. Assess, identify, and prmte successful mdels and strategies t build glbal learning int expanded learning prgrams, including wrld languages. Hst a Minnesta Glbal Yuth Summit fr high schl and middle schl students t gather feedback n glbal learning and t engage them in implementing the Statewide Strategic Plan. Strengthen and enhance MDE s website t serve as repsitry fr glbal curriculum and teacher resurces. Schl districts and schls Use the Asia Sciety s Glbal Cmpetency Planning Rubric t assess and recgnize district and individual schls effrts tward glbal cmpetence fr teachers and students. Allcate funds within the district s budget t supprt develpment and implementatin f glbal curriculum that meets standards. Prvide internatinal study and exchange pprtunities fr students and teachers. Develp sister schl partnerships with schls abrad. Prvide crss-cultural events, celebratins, wrkshps that engage ALL students, s that respnsibility fr glbal cmpetence is shared and nt just the dmain f students frm utside the U.S. Hst United Natins Days t sptlight students heritage and hme cuntries f immigrant students. Expand STEM/STEAM centers that explre/engage in students glbal inquiry especially in glbal cmmunicatin and sustainable existence. MN Legislature Sustain funding t supprt glbal learning initiatives, such as Internatinal Baccalaureate training and exams. Strategy II. Expand wrld language learning fr all students Pssible Actins State agencies including MDE Develp a Language Learning Radmap fr all students in Minnesta. Initiate adptin f the Natinal Standards fr Freign Language Learning in the 21st Century as standards fr Minnesta. Expand the Wrld Language Prficiency Certificate t include glbal cmpetence, as well as pprtunities t recgnize bilingual achievement f English Learners. Develp a Language Immersin Elementary Teaching License t supprt language immersin prgrams.

5 Schl districts and schls Develp plans t expand and imprve wrld language prgrams, including: develpment f early language learning prgrams r immersin prgrams. prfessinal develpment fr teachers abut current, research-based language learning methds. mre wrld languages taught, including less-cmmnly taught critical languages. additinal wrld language immersin prgrams. allcatin f funds t supprt wrld languages learning beginning in elementary schl. Include wrld languages in the Area Learning Centers curriculum fferings. Create a language museum just like the science museums and have themed exhibits frm varius regins f the glbe. MN Legislature Prvide sustainable funding fr wrld language prgram crdinatin and leadership at MDE, inclusive f language immersin prgramming. Prvide grants fr mdel wrld language immersin prgrams. Strategy III. Increase glbal knwledge, skills, and capacity f current and prspective teachers. Recmmendatins State agencies including MDE Include bjectives related t glbal cmpetencies in the mdel teacher evaluatin framewrk.

Include glbal cmpetence and intercultural develpment in the prfessinal develpment tlkit fr new staff. Include glbal cmpetence and language abilities in evaluating teacher candidates fr hiring. Higher educatin institutins that train teachers Include cultural cmpetence training fr pre-service teachers. Require that graduating teachers have sme prficiency in a language ther than English. Initiate a pilt wrk sharing prgram fr students in career and technical educatin prgrams t participate in shrt-term wrk experiences abrad in schls with similar prgrams. Build partnerships with the Gvernr s leadership team t include prek-12 educatin partners in internatinal delegatins. Schl districts and schls Develp partnerships with Minnesta businesses (i.e. adpt a schl prgram). Partner with civic rganizatins (like the Minnesta Internatinal Center, Alliance Francaise, et al.) n classrm activities, guest speakers, and curriculum. Facilitate student exchanges by prviding supprt t families hsting exchange students. Businesses and civic rganizatins Facilitate internatinal shrt-term wrk experiences fr high schl students. Partner with individual schls t prvide guest speakers, field trips, recgnitin f schls glbal curriculum. Refine the Statewide Strategic Plan and slicit further input by students, schl districts and teachers. Develp an implementatin plan with actin steps and timeline. Draft evaluatin framewrk with key indicatrs f prgress, like: number f wrld languages taught. number f students taking wrld languages and numbers graduating at each prficiency level. number and perfrmance f immersin schls. number and perfrmance f internatinal baccalaureate wrld schls. Assess prgress annually.
