JOB DESCRIPTION Position Assistant Director Asset Date Prepared: Title: Management & Delivery Directorate: Environment & Regeneration JD Reference no Department: Asset Management & Delivery Grade: AD (subject to evaluation) Location: Various JOB PURPOSE To be collectively responsible for the leadership, operation and management of the Corporate Asset Management, Programmes and Delivery Departments within Environment & Regeneration and in doing so, achieve the Council s objectives, priorities and ambitions. This position has been identified as a politically restricted post under the Local Government and Housing Act 1989. Therefore you will be restricted from political activity. In some cases it is possible to gain exemption from this provision. GENERIC PRINCIPAL ACCOUNTABILITIES To provide leadership in articulating and communicating the vision, purpose and priorities of Asset Management and Delivery Services in a way that ensures staff engagement as well as alignment of activity to purpose and priorities. To provide leadership in ensuring that the Asset Management, Programmes and Delivery functions remain relevant and continually look to enhance their design to allow for reflection of best practice and enable innovation. To lead the implementation of an improvement plan for these Services and establish the culture and processes that will allow for added value and continuous improvement in the customer and client experience. To provide leadership in the management of council premises, ensuring compliance to statutory obligations, effective communication of responsibilities and management of performance. To provide the leadership that will ensure that all business as usual work streams are well governed and managed with a clear set of agreed measurable objectives and that employee appraisals reflect these. To provide leadership in the design, management and delivery of the council s schools building and corporate capital programme. - 1 -

To provide leadership in the management of the Council s Assets and property portfolio in a way that delivers the council s objectives. To instil and lead a professional, high performing and resident/customer first culture in the delivery of the above services and be responsible for ensuring that the workforce is performing to the required standards and shares the council s values. To take personal responsibility for the performance of areas within their span of control and recognise and seek to address and turn around areas of weakness. To lead, motivate and develop the staff within Asset Management & Delivery Services to achieve the aspirations of the Authority. To lead and manage the allocated resources within budget and value in mind, be innovative and maximise efficiency wherever possible. To work with clients (e.g. Schools) and partners (e.g. NPSL) to deliver high quality, fit for purpose products and outcomes. To provide leadership in the management of the Environment & Regeneration organisational health, such as employee health and safety, business planning and continuity, audit recommendations, risk management, forward plan, delivery model planning, etc. To ensure the effective management of the Deputy Chief Executive s office and any work-streams that relate to that ensuring high quality and timely outputs and outcomes. To be a member of the relevant Directorate and Corporate Management Teams and lead on any assigned work that results from the activities of these teams. SPECIFIC ADDITIONAL ACCOUNTABILITIES To lead a team of property professionals in the effective valuation, management, assembly and delivery of land and assets that have a strategic impact across the wider physical, social and economic regeneration of the borough, working closely with Councillors, colleagues and partners in order to achieve the priorities of the Authority. - 2 -

Be an enabler for joint working across partners and stakeholders, in the public, private and third sector, in order to achieve high quality products / outcomes and deliver the authority s ambitions. Lead a team of project and construction management professionals in the effective design and delivery of projects within pre-assigned thresholds always taking into account customer perception and satisfaction with services. To lead their staff in translating high-level strategy into practical detailed programmes, planning and managing the human, financial and material resources involved in delivering products and outcomes as planned. To initiate and lead other major projects on behalf of the Council, leading in identifying, selecting and appointing service providers. To be responsible for the effective and compliant application of the Council s procurement and contract management processes. To work closely with the rest of the Environment & Regeneration Management Team to manage relationships between the Council and key public and private sector organisations. To provide the strategic development and direction for effective asset and contract management for buildings. Resources To effectively manage resources (assets, staff and budgets) within the departments span of control and with added value in mind. To maintain the overall responsibility for the Council s capital programme management and delivery.
