Clrad Health Benefit Exchange Bard Selectin Prcess, Timeline, Charters and Nminee Frm Backgrund At the COHBE Bard meeting n April 9, 2012, staff shared a mem utlining a recmmendatin t frm vlunteer s (Health Plan, Individual Experience, SHOP, and Outreach and Cmmunicatins) fr the purpse f btaining fcused cmmunity input n Exchange develpment and implementatin. On April 17 th, a call was rganized fr members f the public t prvide input n the prcess used t frm COHBE advisry grups, their purpse and the leadership and cmpsitin structure f the grups. This memrandum incrprates the feedback received t date and prpses a prcess and timeline fr selecting advisry grup members and charters describing each grup s specific fcus areas. Prpsed Selectin Prcess and Timeline fr Members COHBE staff will slicit names f interested individuals t participate in three f the advisry grups and wrk with the Bard n cmmittee cmpsitin. Staff recmmends that the participatin prcess currently used with the Marketing, Educatin and Outreach Wrkgrup (MEOW) remain the same fr the Outreach and Cmmunicatins. The request fr member nminatins will be annunced at COHBE Bard and ther public meetings and psted n COHBE s web site. Nminatins can be ffered by Bard members, rganizatins and interested individuals. We encurage nminatins fr individuals wh ffer a brad range f skills, perspectives and experience. s will be cmpsed f apprximately 15-20 members and will meet n a regular basis. Members f the public are invited t attend meetings and t prvide input. Prpsed Charters are fund in Attachments A, B, C and D. Nminatins will be accepted in writing (Attachment E). Staff will review all nminees and present a list f recmmended nminees fr the s at the May 14 th Bard meeting fr feedback After Bard and public cmments are reviewed, a list f members will be shared again with the Bard and public. meetings will begin in late May/early June. This grup will als prvide feedback n the certificatin and cmpensatin available t thse wh will act as advisrs fr Exchange services. Charter The COHBE SHOP may address the fllwing issues: Infrm the design f the COHBE shpping prtal, chice architecture and wrk flw that will guide emplyers and emplyees thrugh the health plan selectin prcess. Infrm business prcesses and technlgies needed t supprt brker participatin in the Exchange. Review brker cmpensatin mdels that culd be used by the Exchange. Infrm the certificatin prcess t be used by the Exchange in relatin t brkers. Discuss the impacts f changing the way business grups f ne are defined. Prvide feedback n emplyer and emplyee rights and respnsibilities. Members This will be made f up f peple wh have diverse perspectives and expertise in the small grup market. This grup will infrm the way COHBE handles appeals frm cnsumers and apprpriate ways f ntifying cnsumers abut changes t their insurance status. The rle f advisrs will als be addressed by this grup. Charter The COHBE Individual Experience may address the fllwing issues: Infrm the design f the COHBE shpping prtal, including the wrk flw that will guide individuals thrugh the health plan selectin prcess. This can include but is nt limited t ffering feedback n: the plan cmparisn tls, the way premium tax credits and cst sharing assistance infrmatin is displayed, what quality ratings are infrmative and meaningful t cnsumers, and best practices fr ntifying cnsumers abut status changes. Prvide input n services prvided by the Cntact Center. Infrm the prcess fr selecting, training and certifying navigatrs. Infrm the prcess COHBE uses t manage eligibility appeals. Prvide feedback n cnsumer and emplyer rights and respnsibilities. Members This advisry grup will be made f up f individuals wh have diverse expertise and a range f perspectives, representing cnsumers and rganizatins that include, but are nt limited t, cnsumer advcacy grups, nnprfits, gvernment agencies, carriers and prviders. Charter The COHBE Health Plan may address the fllwing issues: Identify business prcesses and technlgy needed t supprt plan management, premium aggregatin, financial prcessing and reprting, and recnciliatin f data between COHBE and carriers ffering plans n the Exchange. Prvide recmmendatins arund the certificatin and recertificatin prcess used fr carriers and Qualified Health Plans (QHPs). Prvide input and recmmendatins n technlgy standards fr file transfers between carriers and the Exchange. Infrm the selectin f quality ratings. Prvide feedback n the individual and emplyer chice architecture. Infrm the way COHBE partners with brkers. Prvide feedback n whether r nt COHBE shuld ffer supplemental plans. The COHBE Cmmunicatins and Outreach may address the fllwing issues: Hw best can data be used t better understand the uninsured and the ptential custmers cming t COHBE? What evidence-based utreach and educatin can be used r develped t target custmers? What are the existing utreach effrts in CO that are effective and can be used as a starting pint? What cre messages are needed t educate the public abut the exchange, its purpse, and t dispel myths? Are they different pre-2014 vs pst 2014?
