Automated MRM (Monitoring and Result Measurement) System Development for SanMark-SEAMs 1. Project Background SanMark-SEAMs (Sanitation Marketing in the Southern and Eastern Area Markets) is a Sanitation Marketing project funded by UNICEF, which looking to find the seams between large-scale ongoing modalities of sanitation programming and markets-based solutions related to sanitation marketing. The project is investigating customer-orientated solutions, which inform the piloting of innovative sanitation products and service delivery models. The project operates around four key results: trainings, product development, linkage strengthening and networking building. At the center of this model are local sanitation service providers (LSSPs) and the development of their businesses through targeted capacity development. 2. About the Assignment This document will outline the development of a automated monitoring system utilizing Salesforce.com as the backend database for tracking outputs and outcomes, with data entry systems integrated directly into Salesforce or built on the TaroWorks platform. The data collection must be carried out over mobile devices--android enabled tablets/smart-phones with scope for rich-media data collection(gps/audio/photos/video). The project will use the following systems to track project progress toward targets: LSSP benchmarking records: a comprehensive record of LSSP's capacitive and business growth under SanMark SEAMs; LSSP Production and Sales Tracking: Tracks LSSP production and sales on a bi-weekly basis and collects detailed sales data on a monthly basis; Customer Follow-up Survey: gathers more detailed customer characteristics data for a sample of customers (also functions as a field verification of sales data); Activity Progress Update: tracks detailed delivery of project activities and outputs (meetings, events, etc.); 3. Objectives of the Assignment The specific objectives are as follows: 1. To automate the existing Monitoring & Evaluation system for SanMark SEAMs; i.e, to enable mobile data collection from existing tools & guidelines, 2. To develop a modular data management system on Salesforce.com's native data-base for use on SEAMs, 3. To synchronize data input into said system with scope for analysis using Salesforce servers and Excel Enable 4. To tailor TaroWorks system to deploy Salesforce.com forms 5. To train the selected ide staffs on the automation process (on data management system and tool development, data entry, data cleaning/sorting, database management, etc). 4. Major responsibilities of the Parties The task requires the support of a consultant versed in xml form design and with prior experience with Salesforce.com. System development, staff training and the quality (reliability and validity) of the produced materials is the primary responsibility of the Consultant. It is expected that the consultants will work closely with the ide iq and WASH team for collaboration, feedback and co-consultation. 4.1 Major responsibilities of the Consultant (15 Days) The Consultant will be responsible for the following: Collect existing M&E toolkits and guidelines for local sanitary service providers, small business development and latrine producer capacity development; Provide Review brief on Salesforce.com functionality, and applicability to the development sector and to WASH thematic area. Development of the Salesforce.com database; Design data collection tools, outlined in section 2, for use by project staff in the TaroWorksplatform; Synchronize the tools with the database, removing entry redundancies; Train the selected ide staffs on the automation process (on data management system and tool development, data entry, data cleaning/sorting, database management, etc); Collaborate with ide Bangladesh staff throughout the toolkit development and adapt relevant deliverables based on ide feedback; Submission of full finalized materials and relevant files to the ide Technical Director-Program (WASH) at the assignment end; and Submission of the deliverables to the ide Technical Director-Program (WASH) and workshops to the team, on or before the submission date. 4.2 Major responsibilities of ide ide will provide the consultant with necessary support to undertake and implement the assignment and execute the objective of this ToR. Such responsibilities include the following: Provide initial briefing and existing work overview; Provide relevant documents and technical support; Provide backstopping service in framework and tool development, Provide relevant branding and communications support; Monitor regularly, and provide feedback and ensure effectiveness of the contract; and, Disburse payment as per the agreed schedule. 5. Provide "dummy test" template for data flow testing Walk through the modules developed based on individual tools with demo testing TaroWorks optimization on Tablet/Smartphone: Share fully functioning data collection module synchronized to TaroWorks Deliver Troubleshooting Forecast Report of issues raised while testing Take team through the data entry process in detail Deliver Data Flow Process Report Workshop: Finalizing Automation process & tools Share finalized tools and processes with ide iq & WASH for feedback and sharing before delivery Share step-by-step implementation guidelines for project staff of SanMark SEAMs. Staff Training/ Capacity Development Carry out training for Capacity Development of project staff on the implementation and use of automated data system for SEAMs 6. Eligibility Criteria General experience and expertise requirement for consultant applying: Experience in XML Data forms Experience in using Salesforce.com (or similar data aggregation/form design platform) Experience in using TaroWorks (or similar mobile data design platform) Clear understanding of mobile data modules in android platform Understanding of Social Research/Monitoring and Results Measurement is desired The consultants should have an advanced university degree in computer science/ social sciences/ business with the experience of having conducted one or more similar assignments; 7. Budget and Payment Schedule Candidates are encouraged to present competitive budgets for the bid. Budgets should account for design, delivery, and implementation orientation as detailed in the Expected Deliverables. Budgets should not exceed Taka 120,000 (One lakh twenty thousand). Government VAT and Tax regulation will apply and deduction at source will be applied in these cases. 8. Work Schedule The assignment is expected to be completed within April 2015, with a tentative start date of March 25, 2015 and must be finalized by April 31, 2015 which means completion of all tasks in the assignment including submission of final deliverables. The deadlines highlighted in the deliverables section should lead the work schedule.
