Why exercise internationally? Test, explore and improve nat l, int l arrangements for nuclear emergencies by involving various stakeholders to identify and resolve issues International interfaces: comm s, coordination, assistance Improved national systems = improved int l arrangements Since 1993, the INEX series has helped national nuclear emergency organisations to identify areas where improvement would be most useful, with particular focus on international interfaces INEX 1: 1993 INEX 2: 1996-1999 / INEX 2000 (JINEX 1): 2001 INEX 3: 2005-2006
INEX 1, 2 and 2000 series Unique forum to test existing arrangements and new concepts for international nuclear emergency management Generally focussed on the early-phase of an emergency International communications, coordination and decision-making INEX 2000 also tested mechanisms for implementation of the Conventions on Third Party Liability Efficient communication and coordination at local/ national/ international levels is essential to the decision-making process during the early-phase Assist decision makers in identifying appropriate population protection countermeasures, and Co-ordinate and communicate decisions, as appropriate These exercises established a recognised international nuclear emergency exercise culture But need to look beyond the urgent phase
INEX 3 Consequence Management Exercises Need: Improve later-phase response arrangements Format: National table-top exercises focusing on laterphase decision-making after an event causing serious contamination (non-npp initiating scenarios) Goal: Understand challenges; compare practices; identify issues for investigation; formulate ways forward Objectives: agricultural/food countermeasures; soft countermeasures; recovery management; public info Conduct: 2005-2006 / 15 countries (with/without NPPs) Trend towards broader range of participants, stakeholders Post-exercise evaluation workshop (May 2006): 26 countries (exercise participants/non-participants) Identify aspects of national decision-making which would benefit from international cooperation and coordination as part of preparedness
INEX 3 Follow-up Activities EG Recovery, Agriculture & Food Countermeasure Share national strategies, develop a recovery framework for use by planners in the development of national arrangements EG Soft Countermeasures Develop guidance taking account of the spectrum of decision-making considerations to move towards compatible decision making EG Nuclear 3 rd Party Liability and Compensation Issues in Consequence Management Need: Liability and impact on decision-making Bring together EM, legal communities to identify issues re: linkages of 3 rd party liability/compensation & consequence management decision-making The role of stakeholders remains critical, both as part of planning and in the longer-term management of an event Stakeholder workshop to share approaches; develop strategies for longerterm public dialogue and interaction; identify role in decision-framing
Building on the INEX Experience EG: Considerations for Decision Making Use INEX experience to provide national emergency management authorities with strategies/good practices to better meet the operational needs of decision-makers and advisors Strategy for Exercises Use INEX experience to provide emergency managers with strategies for national/ international exercise programmes Generic strategies addressing why exercise? that should find various levels of applicability at the national and international level for the development and conduct of exercise programmes WPNEM is looking at types of issues that could be usefully investigated in new INEX (or other) series
