4 FANR Achievements The Federal Authority for Nuclear Regulation (FANR) monitors the UAE nuclear sector in the areas of safety, security, radiation protection and safeguards, taking into account IAEA standards. Achievements: Received, Assessed and Approved Construction License for Barakah Units 1 and 2 in July 2012 Received, Assessed and Approved Construction License for Barakah Units 3 and 4 in September 2014 Issued 14 regulations and ten regulatory guides to date Up to 2013, FANR has issued 2,889 permits for the import or export of regulated material In 2013, FANR issued 130 new licences and made 140 amendments to existing licences to conduct regulated activities using regulated material in different fields. Established the country s State System of Accounting for and Control of Nuclear Material (SSAC)

5 Implementing International Instruments The UAE has concluded all relevant international agreements and conventions. In 2014, the UAE joined the Convention on Supplementary Compensation for Nuclear Damage, nuclear liability conventions Nuclear safety convention Safeguards and non-proliferation including the additional protocol, Physical protection UAE Government submitted its 2 nd National Report to the 6 th Review Meeting of the Convention on Nuclear Safety (CNS) in March 2014, highlighting its implementation of obligations under the CNS to strengthen national nuclear safety measures.

6 Cooperation with the IAEA The Integrated Work Plan for the UAE, enables all IAEA departments to address the schedule and needs for implementation of the UAE nuclear power programme. Through the Technical Cooperation projects delivered by the IAEA, the UAE has been receiving useful training and technologies to establish robust national capabilities A significant increase in number of UAE participants in IAEA activities up to 2014 UAE also participates in IAEA-hosted meetings to strengthen its national infrastructure (eg. Senior Regulator s Meeting, Commission on Safety Standards, among others) In hosting IAEA activities

7 IAEA Peer Review Services UAE experts support IAEA International Peer Review Services, both through sending local experts to review missions in other countries and receiving missions to assess UAE programme. To date, the UAE has received IAEA Integrated Nuclear Infrastructure Review (INIR) mission in January 2011 IAEA Integrated Regulatory Review Service (IRRS) mission in December 2011 IAEA Safeguards Advisory Service (ISSAS) mission in May 2014 Three preparatory missions hosted in 2014 (pre-irrs follow-up, pre-eprev and pre-osart)

11 Additional on-site progress In April 2014, ENEC inaugurated the Simulator Training Centre at Barakah The first of its kind in the Middle East The simulator replicates the actual conditions and environment that reactor operators would experience in a real time situation Each student requires more than 800 hours of advanced simulator training to receive the SRO certification, which FANR controls and issues

12 Construction work update In May 2014, the Reactor Vessel for Unit 1 in place in line with the project s timeline.

13 Construction work update In September 2014, ENEC celebrated the pouring of the first safety concrete for Unit 3 at Barakah, following the receipt of the Construction License from FANR.

14 Construction work update In December 2014, the concrete dome for the Unit 1 Reactor Containment Building was completed.

17 Human Capacity Building UAE is building its nuclear cadre through nuclear education and training : Scholarship programmes (ENEC and FANR) Nuclear-related workshops, courses, programmes (eg. GNEII) Hosting IAEA Nuclear Energy Management School and training Cyber Learning Platform (CLP4NET) installed at Khalifa University Total number of scholars: 375 Higher Diploma in Nuclear Technology: 196 Master of Nuclear Engineering: 171 PhD in Nuclear Engineering: 1 In May 2014, the first batch of 13 local operators returned from South Korea after completing specialized training programmes. In September 2014, ENEC celebrated the graduation of 46 students from ENEC s scholarships programme, including Bachelors, Masters and HDNT

18 Capacity building ENEC Recruitment Statistics: Total number of employees: Number of Emirati employees: 1400 from 25 different nationalities 876 (Emiratis account for more than 60% of the total number of ENEC employees) Percentage of female employees at ENEC is more than 21%. By 2020, ENEC expects to require approximately 2,500 employees to operate the UAE s four nuclear power plants ENEC Workforce Statistics: Currently, the total number of workers at the Barakah site is approximately 15,000 Total Man-Hours since the beginning of the project is 87,865,137 Hours FANR Staffing: As of December 2013, FANR had 151 staff members of which 49% were Emirati.
