TERMS OF REFERENCE INTEGRATED SOCIAL PROTECTION AND LABOUR PROJECT Social Marketing Parenting Consultant BACKGROUND SOCIAL SAFETY NET REFORM IN JAMAICA In 2000, Jamaica embarked on a programme to reform the provision and structure of its main social assistance programmes. The main area of concern was the multiplicity of programmes which appeared disconnected and not clearly articulated to comprehensively address the needs of the poor. In addition, social welfare programmes were not very effective in bringing the poor within the safety net due to imprecise targeting mechanisms. Existing programmes were also largely focused on poverty alleviation, rather than poverty reduction. Hence, the main objectives of this reform effort were: Improve the accuracy and transparency in the targeting of social assistance programmes Rationalize provisions to remove duplication and waste Ensure that there is state support and provision for the poor Attain efficiencies through the operation of a single comprehensive system of social security benefits Link benefits to investment in human capital formation THE PROGRAMME OF ADVANCEMENT THROUGH HEALTH AND EDUCATION (PATH) The centre-piece of the social safety net reform was the introduction of The Programme for Advancement through Health and Education (PATH) which began operations in 2002. PATH was designed not only to streamline the social welfare system, but the programme was built around the larger concept of social protection, rather than poverty alleviation. As such it was concerned with the long term effects of social welfare interventions and sought to provide an opportunity for families to escape the intergenerational transmission of poverty. PATH is a consolidation of three previously existing income transfer programmes and is itself designed as a conditional cash transfer (CCT) programme. The specific objectives of PATH are to: Improve consumption of the poor in the short term. Promote the formation of human capital to break the intergenerational transmission of poverty in Jamaica. DESIGN AND OPERATION OF PATH PATH is managed by the Ministry of Labour and Social Security, with funding from the Government of Jamaica supported by World Bank and the Inter American Development Bank. Since its implementation in 2002, PATH has registered 326,584 beneficiaries, having expanded the number of beneficiaries by 82.6 percent since 2004. The Government of Jamaica has embarked on an extensive process of developing and implementing a long-term development Plan. Social Protection issues have been identified as one of the key areas of focus, and the design and focus of the new Integrated Social Protection and Labour Project have to dovetail into, and contribute towards the achievement of objectives in these areas. Four Task Forces comprising a wide representation of stakeholders have been involved in the drafting of goals and strategies towards enhanced social protection for Jamaica's citizens. The broad areas covered have been Poverty Reduction, Social Welfare, Social Security and Disabilities. The process has recognized that gaps remain in the provision of social protection, be they in welfare and amelioration issues, or in coverage by social insurance and pensions. Addressing these gaps requires in most instances, further social investigation to determine needs, numbers, and appropriate responses. Some of the areas identified include homelessness, plight of ex-wards of state institutions, the informal sector from a social security perspective, and the profile of other vulnerable groups. The general objective of Integrated Social Protection and Labour Project is to support GOJ efforts to improve human capital and labour market outcomes of the poor by enhancing the efficiency and effectiveness of key social protection programs. One o f the main aims of the programme is to support PATH conditional cash grants, and strengthen the program through: the introduction of parenting education for households with children two to six years old. The program is expected to increase the effectiveness and efficiency of the social protection system through higher rates of compliance with PATH co-responsibilities. Through participation in parenting education classes it is expected to increase parenting skills in the areas of nutrition, discipline, safety, learning, and health needs. In the medium term, this should lead to an increase in the rate of compliance with health conditions for 2-6 years old beneficiaries from 55% to 75% by year 4. This and related outcomes (such as parenting skill test score and knowledge on nutrition) will be monitored through the impact evaluation of the parenting education pilot, which will constitute the basis for future roll-out to the whole PATH beneficiary population. PILOTING OF THE PARENTING CONDITIONALITY FOR PATH HOUSEHOLDS PATH currently provides benefits to poor families through a conditional cash transfer. This mechanism requires targeted families to meet co-responsibilities in Health and Education. The MLSS has been advised by the Ministry of Health that co-responsibilities in Health especially for children 2 6 years have been adjusted and there is no longer a requirement for bi-annual visits to the health clinics. There is however an annual visit. Given this adjustment Page 2

and given that there are other emerging health issues that affect human capital acquisition such as iron deficiency and obesity, the MLSS wishes to adjust the co-responsibilities for PATH households to mitigate the impact of these issues on the health outcome of families. The component will finance the development and implementation of a pilot initiative to assess the viability of a parenting condition for PATH families with children in the age cohort 2 4 years. The component will examine the existing parenting curriculum that has been developed by the Early Childhood Commission and the Ministry of Education and institute an appropriate operational structure for the hosting and delivery of parenting workshops. Attendance to these parenting workshops will form the basis of a new co-responsibility with the families that have been selected. The component will also examine mechanism for incentives for completing the parent curriculum and the attainment of specified scores based on a designed evaluation tool. Adjunct to the development of the workshops is the development of the monitoring and evaluation matrix to guide the assessment of the pilot. Job Purpose To coordinate and implement activities relating to the Parenting Conditionality for PATH Households Scope of Work Conducts desk research to identify best practices and strategies that can improve the quality of existing training programmes and guide the development of new training programmes for parenting component Liaise with the Monitoring and Evaluation Department and the Management Information system to develop report on compliance with conditionality Work with trainers to develop the strategies to deliver training based on curriculum in place while recognizing Early Childhood Commission standards. Review Curriculum to be implemented for parents of children (2-6 years old) and develop/maintains a database of curriculum material Facilitates stakeholder consultations/sensitization across the parenting sector with respective agencies responsible for the implementation of the Parenting Component. Develop Public Education Information for the Parenting Component to be used for the completion of the IEC materials (collaboration with Social Marketing Department) Assist with the recruitment of Trainers for the delivery of parenting workshops Review and finalize Training Plan (Print Training Materials) Review and Finalize TOR for Trainers and Consultancies for the Parenting Component Assists with the implementation of Social Marketing and Behaviour Modification strategies for parents on PATH Supports parenting conditionality by attending stakeholder meetings. Develop Work Plan/Schedule and associated budget for the implementation of activities relating to project Develop database to communicate beneficiaries reached during the period. Host sensitization session with respective stakeholders Assist with completing the structure for the implementation of project Draft correspondence for internal and external stakeholders Co-ordinates the development and implementation of special activities relating to the parenting component Develop and Maintain a database of training for practitioners Provides technical advice on the component to the Project Director and Liaise with the Project Director on all matters related to the management of the project Coordinate, oversee and monitor the day to day activities of the project Monitor and follow-up on actions arising from the MLSS/Technical Committee meetings Attend regular meeting relating to the implementation of the Project Liaise with the procurement Department to finalize the selection of venues and procurement of test and any other materials relating to project CHARACTERISTICS OF THE ASSIGNMENT The assignment will commence in October 2014 and the contract is expected to last for six months. The consultant will work off-site during the period of the contract. When necessary the Office will assist with telephone calls to the Parish offices. Secretarial and other support will be provided by the Ministry of Labour & Social Security. The consultant will be required to travel to Parish selected for Training and other duties related to TOR SUPERVISION/COORDINATION The Officer will report directly to the Project Director who will have the overall responsibility for ensuring the quality and timeliness of the output for the Integrated Social Protection and Labour Project Parenting Component DELIVERABLES The Consultant will be required to: 1. Submit Work Plan, logistics plan and Training Plan 2. Sensitization of Stakeholders (internal and external) 3. Reviewed Operations Manual for the Parenting Component 4. Develop Social Marketing strategies for parents engaged in the pilot to bolster compliance. Data base on training participants. Sensitization of beneficiaries on the Parenting component. 5.
