2 Welcome to the role of one-to-one tuition, you may be considering whether to take up one-to-one tuition as part of your teaching and learning mix of skills or you might be working solely as a tutor in one or more schools or in an academy. Either way this guide will support you in understanding the role and help you to understand what is expected from you. Pathways into one-to-one tuition The one-to-one tuition programme is rolling out nationally from September During 2009/10, 3.5% of the cohort in Key Stage 2, Key Stage 3 (and in National Challenge schools Key Stage 4) will be tutored in each of English and mathematics. In 2010/11, 300,000 pupils will be tutored in English and mathematics in the same year groups. The tuition will be given to the pupils who need it most and we are looking for qualified tutors to provide this support. One-to-one tuition is likely to become part of a range of strategies used by schools and teachers to accelerate and consolidate pupil learning. Tutors, by developing and deploying one-to-one tutoring skills, have often become more effective as teachers and welcomed the development of a different set of skills. This is one of the key reasons that the majority of tutors will be practising classroom teachers. Qualification requirements A tutor undertaking one-to-one tuition must: have qualified teacher status (QTS) (although they do not have to be currently employed as a teacher); or, be a non-qts in the summer before gaining QTS; or, be an overseas trained teacher qualified to teach in schools in England; or, be an Further Education (FE) or Higher Education (HE) trained teacher with appropriate subject qualifications. Tutors appointed might come from a variety of backgrounds including: full or part-time teachers currently working in schools teachers/lecturers working in Further Education and/or Higher Education institutions retired teachers teachers secured through supply agency providers teachers secured through private tuition agencies. A national marketing and recruitment campaign to increase the number of tutors has been undertaken by the Training and Development Agency (TDA). We encourage you to register on the TDA database as a tutor. The address to do so is: Once registered, the TDA will pass on your details to the relevant local authorities, who will then contact you to discuss tutoring opportunities in your area. One-to-one tutors can work in their own schools or in a range of schools. You do not have to be teaching currently to become a tutor and there are examples of tutors combining tuition in one school with working through an agency in another school. Page 2 of 8

3 Frequently asked Questions What would be my role as a one-to-one tutor and who might be considered eligible for one-to-one tuition? As a one-to-one tutor, you would work with pupils who need help to keep up with an aspect of the English or mathematics curriculum. The criteria for pupils who may be eligible for tuition are: pupils who entered the key stage below age related expectations pupils who are falling behind trajectory during the latter stages of a key stage looked after children who would particularly benefit from this support. Note: that the selection of pupils for one-to-one tuition must not exclude pupils because they are considered harder to reach and/or are considered to have behaviour issues. A guide to the professional role of the one-to-one tutors has been developed and can be downloaded from You will be allocated 10 hours to work with each pupil. In addition, you will receive a payment, equivalent to 2 hours for preparation, liaison time, and training. You will be paid for completed tutoring sessions and might be appointed on one of the following sets of terms: Either as a full time teacher at your school where one-to-one tuition is undertaken outside of the school day under the provisions of the School Teachers Pay and Conditions Document (STPCD). This will be paid on an hourly basis. Or if you are a part-time teacher and you are offered one-to-one tuition as an additional contract in any school or a full time teacher at one school but undertaking one-to-one tuition in another school or if you are not currently teaching but have been offered a one-to-one tuition post Or then you will be appointed to a locally determined arrangement for work with pay arrangements in accordance with those set out in the STPCD. working through a one-to-one tuition or supply agency then it is the agency who will be responsible for your terms of engagement. It is recommended that the nationally funded hourly rate of pay should not be exceeded. Refer to Appendix 1 for guidelines for determining appropriate terms and condition of service for one-toone tutors, including pay. In calculating an appropriate net hourly wage for tutors operating outside of the school day, the DCSF has considered the rates at the top of the main pay scale for teachers, and has calculated a suggested hourly rate in line with this, of at least 25 per hour outside of London, 28 in outer London and 29 in inner London. 4 I am interested in taking part in the one-to-one tuition programme but am currently in receipt of retirement benefits from the Teachers' Pension Scheme (TPS). What should I do? Would there be any effects on my benefit? You should contact Teachers' Pensions on for further advice on any effects on those benefits - and please remember that you have a duty to inform Teachers' Pensions before taking up any employment (like one-to-one tuition) that is covered by the TPS. Within the above, teachers currently in receipt of ill health early retirement benefits should be aware that: where those benefits became payable on or after 1 April 1997 a return to employment covered by the TPS would lead to immediate loss of entitlement to and thus cessation of those benefits; or where those benefits became payable before 1 April 1997 a return to, or taking up further, employment covered by the TPS could lead to a review of continued entitlement to those benefits, which may or may not lead to them being stopped. None of the above stops someone who is in receipt of ill health early retirement benefits returning to teaching via the one-to-one Tuition programme, but s/he must satisfy their prospective employer that s/he has the health or physical capacity to carry out the proposed activities and the effect on those benefits has to be considered (as above). What confirmation of my tuition arrangements should I receive? When it has been agreed that a tutor should be appointed, it is recommended the employer sets out the terms of the tuition agreement in a comprehensive letter, which is signed by the tutor to confirm their acceptance of the tuition agreement. A tuition agreement checklist is likely to include a range of terms, for example: duration of contract pay rate and source of funding number of pupils timing how to make payment claim key governing body policies, such as health and safety, standards relating to safeguarding pupils, pupil welfare and code of conduct Information on disciplinary, capability and grievance and complaints procedures holiday arrangements. You may be asked to sign a comprehensive letter of appointment which confirms that you accept the arrangement. When would I be expected to deliver one-to-one tuition? One-to-one tuition may be undertaken at a variety of times. Before and after school sessions are popular, but tuition could also take place in the school holidays, evenings or at weekends. If the pupil s needs are best met by undertaking tutoring in the school day then this should be facilitated. One-to-one tuition can be delivered effectively in a number of ways. In discussion with the class teacher you will decide which model is right for the pupil with whom you are working. For some pupils this may be one hourly sessions over a 10 week period. Other pupils may benefit from blocks of time allocated over a shorter period or even through a school holiday. Page 4 of 8

5 The one-to-one tutor must ensure that the student, parent/carer and teacher are working with them to find the right solutions: finding the right child, the right activity and right tutor to enable the pupil to keep up Where can one-to-one tuition take place? Some very creative ideas have already been developed regarding the venues for tuition sessions and the context in which they take place. For example, tuition can take place in the classroom, or in another part of the school. It can also happen offsite, for example in a library, a different school, a shopping centres, the pupil s home, or the offices of a local employer. The options are for the school to determine. The pupil s needs are a prime consideration in terms of location as well as the practicalities of tutor time, travel and security. Will I be trained as a one-to-one tutor? As appropriate, those who are beginning one-to-one tuition should seek to access training organised by: a) local authorities b) the school at which you are working c) a one-to-one tuition supply agency. Training materials for the one-to-one tuition Local authorities have received funding to make arrangements for the one-to-one tuition programme and some have training and induction programmes in place. The content of the courses may vary according to the needs of the one-to-one tutor group, but could include: the context and parameters for one-to-one tuition developing effective partnership working with parents, pupils and class teachers planning effective personalised interventions using the Individual Tuition Plan exploring the pedagogy of one-to-one tuition improving tutors understanding of assessing pupil progress and pupil tracking processes developing the skill set for spotting pupil misunderstanding and closing the gap accessing suitable support materials. Contact the one-to-one tuition lead officer or Head of School Improvement in your local authority for more information. How will I be supported and how can I support others in this role? Networks of tutors or linkages with local professional groups working in schools can be beneficial for the development of skills and the consolidation of good practice. Many local authorities run regular network meetings, and are developing newsletters, blogs, internet chat rooms or similar means of keeping in touch and providing information to tutors. Networks have formed across local authorities and schools. For information contact your local authority s tuition lead or Head of School Improvement. Page 5 of 8

6 One-to-one tuition was trialled in 10 local authorities (including at least one authority in each region of the country) as part of the Making Good Progress pilot. All 10 pilot authorities will hold a number of hub workshops to promote one-to-one tuition, and they will encourage networking arrangements between schools and between local authorities. Contact the one-to-one tuition lead or Head of School Improvement in your local authority for more information. Will the classroom teacher have time to work with me? Effective partnership working with the class teacher is essential for successful one-to-one tuition. A crucial part of the tuition process is the planning and communication between the class teacher and the tutor. This is why we have provided funding to schools to enable teachers to liaise with one-to-one tutors. Teachers and tutors have found a number of quick and effective ways to communicate regularly and maintain a dialogue through the tuition period. These methods include using: a pupil passport regular s a short report in a pigeon hole phone calls a contact book. Working with the tutor, the classroom teacher has a resource to support the pupil to make better progress. In addition, teachers have reported the following benefits for themselves: an improved understanding of pupil learning styles the opportunity to fix misconceptions and errors as they happen the opportunity to build up a relationship with a pupil the opportunity to reflect on classroom practice and refine their teaching style for whole class teaching the opportunity to engage in CPD which extends their pedagogical understanding and teaching repertoire the opportunity to gain a greater understanding of progression and small steps to progress the opportunity to support those pupils who need it with a highly individualised and tailored programme. Are there any special actions I should take to safeguard myself and the pupil? The headteacher will inform you as to the expected professional standards of tutors, with the school s written code of conduct and guidance for onsite, offsite and lone working. Consider devising your own tutor check list to prepare for one-to-one tutoring, which might include: pupil s home contact details any special needs or medical conditions affecting the pupil the name and contact details of the person designated to take lead responsibility for dealing with child protection issues keeping data safe following the agreed arrangements for informing the relevant parties if you need to rearrange a session. Tutor pay rate Tutor is paid in accordance with the terms and conditions under the STPCD. Part 7 of the STPCD contains provisions for additional payments. Additional hours payment should be based on the approved Relevant Body s (e.g. Governing Body) hourly paid rate. Recommendation: hourly pay rate is based on the Standards Fund highly recommended out-of-school hours rate (approximately M6). Tutor is paid in accordance with the terms and conditions under the STPCD. Recommendation: the hourly pay rate is based on the Standards Fund highly recommended rate (approximately M6) or, if during the school day, reflects the local arrangement in accordance with the teacher s terms and conditions. Determined by supply agency/private tuition agency.
