News for High School Counselors Students, Parents, Faculty Effective January 1, 2012, legislation combined Huskins, Learn Earn Online (LEO) Concurrent Dual Enrollment programs for high school students into one program called the Career College Promise (CCP) Program. On September 15, 2011, the State Board of Community Colleges voted to move forward for action in the October Board meeting on Operating Procedures for the Career College Promise initiative proposed by Governor Perdue approved by the North Carolina General Assembly on June 15, 2011. These proposed Operating Procedures will become effective in October after being adopted by the North Carolina State Board of Community Colleges State Board of Education. Career College Promise Program Career College Promise will offer structured opportunities for qualified high school juniors seniors to enroll in community college courses that provide pathways that lead to a certificate, diploma, or degree as well as provide entry-level jobs skills. Academic credits earned through Career College Promise shall enable students who continue into postsecondary education, after graduating from high school, to complete a postsecondary credential in less time than would normally be required. Beaufort County Community College will offer three pathways: Career Technical Education, College Transfer, Cooperative Innovative High Schools Program. The College is currently in the process of developing Career Technical Education, College Transfer pathways. The Cooperative Innovative High Schools Program pathway is a partnership between Beaufort County Schools Beaufort County Early College High School Beaufort County Community College. Career Technical Education Pathway The Career Technical Education Pathway leads to a certificate or diploma aligned with a high school Career Clusters. Additional details will become available in late fall 2011 after being adopted by the North Carolina State Board of Community Colleges State Board of Education in October. College Transfer Pathway The College Transfer Pathway leads to a college transfer certificate requiring the successful completion of at least thirty semester hours of transfer courses, including English mathematics, for qualified junior senior high school students. Additional details will become available in late fall 2011 after being adopted by the North Carolina State Board of Community Colleges State Board of Education in October. Cooperative Innovative High Schools Pathway Beaufort County Early College High School represents a partnership between the Beaufort County Schools Beaufort County Community College to implement a Cooperative Innovative High School program. The Early College High School is designed to introduce students to the college setting in their sophomore year of high school by taking Beaufort County Community College courses. The school offers a five-year program through which students have the opportunity to earn both their high school diploma an Associate degree by successfully completing two years of transferable college credit. Career College Promise Operating Procedures Session Law 2011-145, the Appropriations Act of 2011, authorizes the State Board of Education the State Board of Community Colleges to establish the Career College Promise program, effective January 1, 2012. Career College Promise provides seamless dual enrollment educational opportunities for eligible North Carolina high school students in order to accelerate completion of college certificates, diplomas, associate degrees that lead to college transfer or provide entry-level job skills. North Carolina community colleges may offer the following Career College Promise pathways aligned with the K-12 curriculum career college ready stards adopted by the State Board of Education: 1. A College Transfer Pathway leading to a college transfer certificate; 2. A Career Technical Education Pathway leading to a certificate, diploma or degree; 3. A Cooperative Innovative High School Pathway approved under Part 9 of Article 16 of Chapter 115C of the General Statutes. College Transfer Certificate Pathway 1. The Career College Promise College Transfer Pathway leads to a college transfer certificate requiring the completion of at least thirty semester hours of transfer courses, including English mathematics. 2. To be eligible for enrollment, a high school student must meet the following criteria: a. Be a high school junior or senior; b. Have a weighted GPA of 3.0 on high school courses; c. Demonstrate college readiness on an assessment or placement test (See Attachment 1). A student must demonstrate college readiness in English, reading mathematics to be eligible for enrollment in a College Transfer Certificate Pathway. 3. To maintain eligibility for continued enrollment, a student must a. Continue to make progress toward high school graduation, b. Maintain a 2.0 GPA in college coursework after completing two courses. 4. A student must enroll in one College Transfer program of study may not substitute courses in one program for courses in another. 5. A student may change his or her program of study major with approval of the high school principal or his/her designee the college s chief student development administrator. 6. With approval of the high school principal or his/her designee the college s chief student development administrator, a student who completes a College Transfer Certificate while still enrolled in high school may continue to earn college transfer credits leading to the completion of the 44-hour general education transfer core. 7. With approval of the high school principal or his/her designee the college s chief student development administrator, a student may enroll in both a College Transfer Certificate program of study a Career Technical Education program of study.
Career Technical Education Pathway 1. The Career College Promise Career Technical Education Pathway leads to a certificate or diploma aligned with a high school Career Cluster. 2. To be eligible for enrollment, a high school student must meet the following criteria: a. Be a high school junior or senior; b. Have a weighted GPA of 3.0 on high school courses or have the recommendation of the high school principal or his/her designee; c. Meet the prerequisites for the career pathway. 3. High school counselors should consider students PLAN scores in making pathway recommendations. 4. College Career Technical Education courses may be used to provide partial or full fulfillment of a four-unit career cluster. Where possible, students should be granted articulated credit based on the local or state North Carolina High School to Community College articulation agreement. 5. Eligibility requirements for Cooperative Innovative High School Programs are established jointly by local boards of education local boards of trustees in accordance with G.S. 115C-238.50. 3. The State Board of Education the State Board of Community Colleges may waive the requirement that a Cooperative Innovative High School Program is located on the community college campus.
