KEY POINTS ABOUT TRAINEESHIPS Training is undertaken in the normal working environment and is related to everyday tasks. Existing skills are benchmarked against the prescribed outcomes. Training is undertaken to fill any skill gaps identified and to confirm skill and knowledge already attained. A learning programme is developed in conjunction with the on-site supervisor and Natwide Personnel s qualified training staff have the authority to sign off completed competencies. A folder of evidence is collected to support the learning and assessment process. Trainees gain a nationally recognised qualification. A feature of the programme is its flexibility - optional units can be added to these traineeships and don t necessarily have to be from the same training package. (Will vary according to packaging rules). All assessments are conducted using the Principles of Assessment and Rules of Evidence. THE PROCESS FOR LEARNING AND ASSESSMENT The clerical processes to establish the traineeship is completed (Official Contract of Training is completed). A Learning and Assessment strategy is formulated in consultation with the on site supervisor, the student and the Natwide Personnel representative. Training manuals are delivered and processes for learning and assessment are explained. The on-site supervisor and trainee review the learning program and benchmark the current skills of the trainee against the units selected for learning (RCC). Training is arranged to allow the trainee to develop skills where necessary and relevant. When the trainee and the on site supervisor believe the competencies can be demonstrated and evidence is available the assessor is notified. When several units are completed and are ready for assessment, the assessor will attend and verify the achievement of the competencies. The selection of elective units of competence can be made either from within the same training package / sector or another nationally endorsed competency standard. (Trainees should consider future career paths when choosing electives). 3

SELECTING TRAINING STAFF Select the most appropriate employees from your enterprise to supervise, train and assess your trainee. In a small business the employer can fill each of these roles. The on-site supervisor acts as the trainee s workplace mentor. They organise the work to be done and check work output. SELECTING THE APPROPRIATE TRAINEESHIP LEVEL There are quite distinct differences between Levels 2, 3 and 4 within traineeships. The competencies at Level 3 are more complex and challenging than at Level 2. Therefore, the requirement of supervision for job performance can indicate the appropriate level. The on-the-job trainer is an employee with at least equivalent skills or knowledge to those in the particular unit of competency being trained. It is not necessary that this person hold formal training qualifications. It is likely in a small business that the employer is the on-the-job trainer. Assessors are those who have the skills and knowledge to assess particular competencies by comparing the skills and knowledge of a trainee with the learning outcomes of the traineeship and make a decision on competence. The rationale of each qualification level is indicative of the skill areas common to each level and the competency standards required for that level. After commencement of a traineeship, should it become apparent that a trainee who started at Level 2 could have worked at Level 3, a variation of Contract from Level 2 to 3 or from Level 3 to 4 can be applied for in consultation with Natwide Personnel and / or the applicable Apprenticeship Centre. The learning co-ordinator, if available, ensures training is carried out in a timely manner. They also develop on-the-job training strategies and resolve training or assessment difficulties that may arise. Assessment of employability skills Employability Skills are integral to workplace competency. As such they must be considered in the design, customisation, delivery and assessment of vocational education and training programs in an integrated and holistic way, as represented diagrammatically below. Employability Skills are embedded and explicit within each unit of competency. Training providers must use Employability Skills information in order to design valid and reliable training and assessment strategies. Licensing authorities: Licensing authorities across Australia have actively participated in the development of the Transport & Logistics Training Package and it is envisaged that over time the state and territory licensing requirements in a number of occupations will be aligned with the units of competency and qualifications. There is no one national licence for the sector or any of its functions. Certification responsibilities and systems are administered by state legislation and may differ between states and territories. The developers of the Training Package, together with DEEWR, consider that the Licensing / registration requirements described apply to RTOs, assessors or candidates with respect to this Training Package. While reasonable care has been taken in its preparation, the developers of this Training Package and DEEWR cannot guarantee that the list is definitive or accurate at the time of reading; the information is provided in good faith on that basis. In order to conduct assessments for statutory licensing or other industry registration conditions, assessors may need to meet additional requirements. While RTOs may have information on the licensing requirements for their particular state or territory, these requirements may change over time and differ between state and territory jurisdictions. Users of this Training Package are therefore advised to consult the relevant licensing authority in their state or territory to determine the specific licensing requirements. Regulatory authorities for this Training Package are inclusive of: Dangerous Goods and High Risk Licensing, Customs Broking, Taxi and Heavy Vehicle Licensing. 5
