Texas COML & COMT State Certification

COML Course Description: The COML Course, four (4) day class, 32 hours. Curriculum trains emergency responders on practices and procedures used to manage the Communications Unit in an ICS structure at an All Hazards Event.

COML Responsibilities Develop plans for the effective use of incident communications equipment and facilities Manage distribution of communications equipment to incident personnel Coordinate installation and testing of communications equipment.

COML will Supervise Communications Technician (COMT) Radio Operator (RADO) Incident Communications Center Manager (INCM) If those positions are filled during an incident.

COML Target Audience For all local, regional, state and federal cross disciplinary emergency response professionals Coordination/support personnel with a communications background.

COML Prerequisites Be familiar with the below plans Tactical Interoperable Communications Plan (TIC Plan) State Communications Interoperable Communications Plan (SCIP) Regional Interoperable Communications Plan (RICP) and/or your local communication plan. Completion of ICS-100, 200, 300, 700, and 800b.

COMT Course Description: The COMT Course, five (5) day class, 40 hours. Trains emergency responders on practices and procedures common to radio communication technicians during allhazards emergency operations.

COMT Responsibilities Students should leave the class with a strong foundational knowledge of incident communications processes and systems, and basic technical skills. Each student will gain experience in preparation to deploy as a single resource in times of local, regional, and statewide emergency.

COMT Target Audience For all local, regional, state and federal cross disciplinary emergency response professionals Coordination/support personnel with a communications background. Individuals who are assigned responsibility for a Strategic Technology Reserve (radio cache, mobile communications vehicle, or other deployable communications assets).

COMT Prerequisites A technical public safety communications background with experience in field operations Fundamental public safety communications technology awareness. Operational familiarity with wired and wireless public safety communication technologies including radio, telephone, satellite, data, etc.

COMT Prerequisites Completion of ICS-100, 200, 700, 800 ICS-300 is recommended for students, but not required Students should complete the following FEMA Form 119-25-1 prior to class if possible. It is available on-line at http://training.fema.gov/apply/119-25- 1%20Previously%20FF75-5.pdf.

After Completion of Course COML & COMT Task Books are the primary tools for observing and evaluating the performance of trainees. PTB is a checklist of tasks that can be completed on an incident as a trainee, in simulation or in training. Completed Task Books; Will be emailed to: thomas.gonzalez@dps.texas.gov

Task Book Completed Task book will be reviewed by the Peer Review Group Peer Review Group is made up of a 5 member committee who are COML or COMT Instructors. When approved will be forwarded to obtain State Certification signature.
