To: From: All CDBG-DR Program Subrecipients Texas General Land Office Date: August 20, 2014 RE: Damage Assessment Guidelines The Texas General Land Office (GLO) has revised the Damage Assessment requirements to the Round 2 Housing Guidelines, Section VI(h) effective September 1, 2014. The damage inspector will be required to specifically and clearly document storm related property damage via photographic evidence and detailed narratives (see sample attached). The narratives should fully describe the damage in the photograph and verify the damage was storm related. A front elevation picture in the damage assessment is acceptable as a way of documenting the assessed structure. Other documentation or pictures taken for purposes other than to document damage should be kept separately from the damage assessment report. Subrecipents providing disaster recovery assistance must comply with this guidance beginning on the effective date above. The Subrecipient should maintain damage assessments documents as part of their applicant file as they assist in supporting eligibility. The GLO guidance should not be used as the only review when considering compliance with HUD standards. Each Subrecipient is highly encouraged to document internal processes to ensure compliance. The flooring is damaged in some of the rooms. The subfloor in Kitchen was damaged. Some of the walls and ceilings were damaged. The foundation is un-level. Strong winds caused minor damage to the shingle roof allowing rain water to damage some ceilings. DCT inspector: Ext:roofing, piers, and soffit. Interior ceiling, walls and floors. ECR Inspector: The roof is damaged and deteriorated. Some ceilings have minor water damage. Some flooring is damaged.
