QUAIL FOREST COMMUNITY LIVING STANDARDS The Quail Forest Cluster Homes Improvement Association ( The Association ) Board of Directors provides the following reminders for the convenience of Quail Forest residents (owners and tenants). This information is meant to ensure that all of us enjoy a harmonious and neighborly quality of life in a trouble free and attractive environment. You are welcome and encouraged to attend the Board meetings. Consult the community bulletin board in the pool area, the Quail Forest website http://www.quailforest.info as well as the signs posted at the entrances to Quail Forest for meeting dates and times and to review the minutes of previous meetings. The property management company for Quail Forest is Management and Associates, 720 Brooker Creek Blvd, Suite 206, Oldsmar, Fl. 34677, telephone (813) 433-2000. The property manager is Peggy Semsey, telephone (813) 433-2000, ext 2008. Contact her by telephone or Email ( psemsey@mgmt-assoc.com ) for necessary information or to discuss a problem. IMPORTANT: OWNERS ARE REQUESTED TO INFORM MANAGEMENT AND ASSOCIATES IF THEIR UNIT IS SOLD OR WILL BE OCCUPIED BY A NEW TENANT. PLEASE PROVIDE THE NAME OF THE NEW OWNER OR RENTER. WHEN YOU PURCHASED YOUR HOME IN QUAIL FOREST, YOU AGREED TO THE TERMS OF THE ASSOCIATION DOCUMENTS (COVENANTS AND BYLAWS) RECORDED IN THE PINELLAS COUNTY PUBLIC RECORDS. READ THEM CAREFULLY TO UNDERSTAND YOUR RESPONSIBILITIES. FOR A COPY CONTACT YOUR SELLER, YOUR LANDLORD OR THE MANAGEMENT COMPANY. EACH UNIT OWNER IS RESPONSIBLE FOR AND SHALL PURCHASE A HOMEOWNERS INSURANCE POLICY ON HIS/HER PROPERTY FOR ITS FULL REPLACEMENT VALUE INCLUDING PUBLIC LIABILITY. THE INSURANCE COVERAGE IS NECESSARY TO ASSURE FUNDS ARE AVAILABLE FOR RECONSTRUCTION OF UNITS PROMPTLY IN CASE OF DAMAGE FROM ANY SOURCE. PROVIDE THE MANAGEMENT COMPANY WITH PROOF OF INSURANCE (DECLARATION COVER SHEET ONLY) ON YOUR RENEWAL DATE EACH YEAR BY MAIL OR FAX (813) 433-2040. 2.

MOTOR VEHICLES LAKES 1. The speed limit in Quail Forest is 25 mph. Please watch your speed, we have families with young children who don t always look both ways before crossing the road, as well as deer that will dart onto the road when you least expect it. 2. Vehicle parking is allowed only at designated parking areas. Covered carports are owned by the corresponding numbered units and are for the use by the owners/tenants as stated in the home deeds. 3. The open parking spaces are common property for owner, renter or guest parking on a first-come, first-served basis, and for delivery or repair vehicles for limited periods. 4. Please do not park on grassy areas which are soft and can easily become damaged. Overnight street parking is not allowed in order to provide clear access for emergency fire and ambulance vehicles. 5. No commercial vehicles ( identified by license plate and/or advertising on the vehicle), RVs, trailers, motorcycles, motor bikes, mopeds, golf carts, boats or boat trailers are permitted to be parked or stored on Association property. 6. Other than for emergencies, vehicles may NOT be repaired within Quail Forest. 7. GATE ACCESS: To request a gate barcode for your vehicle, contact Management and Associates at (813) 433-2000. Also please visit http://www.quailforest.info and click on the Entrance Gate link to view a list of required documentation. 1. Fishing in the lakes is restricted to the rear of the occupied unit or with the permission of a neighbor from his/her property. Fish caught in these waters should NOT be eaten. 2. No swimming or wading is allowed in the lakes or waterways. An alligator may be in the area. Brooker Creek Preserve is nearby so we are fortunate to have daily sightings of deer, an array of birds, ALLIGATORS, and other wildlife. Please DO NOT FEED the wildlife, especially the birds. 3.

PEST CONTROL LANDSCAPING 1. Pest control (bugs, spiders, etc) for all Quail Forest units is paid for by the Association. Exterior spraying is done once a month. Interior spraying is only done upon request by the occupant. 1. Weather permitting, lawns are normally cut every week from April through October and every other week from November through March. Mowing height normally will be higher in the summer, as determined by the contracted Landscape Service, depending on the weather to offer the best protection and moisture retention. 2. Shrubs are trimmed every 2 months during the growing season. 3. The Landscape Service maintains only the basic plantings (hedges/sod). Flowers and any other private plantings must be maintained by the occupant. In the event of an extended absence, the occupant should arrange for their maintenance. 4. Removal of basic plantings (hedges/sod) is done by the Landscape Service crew. Dead or dying plantings are replaced and maintained by the Landscape Service company at the Association`s expense. The owner or tenant must agree to arrange for adequate watering until the plants are established. 5. The standard height of basic plantings (bushes/shrubs) will be maintained by the Landscape Service trimming crew to avoid obstruction of windows, air conditioners, stucco walls, fences, wood trim, roofs and gutters. Vines will also be removed by the Landscape Service. 6. Removal/replacement of trees is controlled by the County which enforces minimum size/type requirements. It is unlawful to remove any live tree without a permit from the County. Noncompliance can result in fines from the county. Permit fees are approximately $50. 7. IN THE EVENT OF A CHANGE OF OWNERSHIP OR OCCUPANCY OF YOUR UNIT, PLEASE NOTIFY THE NEW OCCUPANTS OF THEIR MAINTENANCE OBLIGATION. 8. THE LANDSCAPE SERVICE COMPANY REQUESTS THAT OWNERS OR OCCUPANTS NOT ASK THEIR WORKERS TO DO EXTRA WORK AND NOT TO PAY THEM. 4.

9. Irrigation matters are handled by the irrigation company, ELW Inc. (727) 784-6262 on weekdays 9:00 am until 4:30 pm. For malfunctioning sprinklers after hours and on weekends notify Community Patrol at (727) 785-7384. 10. When not in use, lawn furniture and other objects must be removed from the grass areas to facilitate mowing. PETS 1. No more than two dogs and two cats may be kept in any unit. 2. County regulations require that dogs/cats must be licensed and have an appropriate collar, identification and a current rabies shot. 3. All dogs and cats must be on a leash while being exercised. Dogs and cats are not allowed to run loose at any time. 4. PET OWNERS MUST CLEAN UP AFTER THEIR PETS, AND DISPOSE IN TRASH CAN. PLEASE DO NOT LEAVE THE BAG ON SIDE OF THE ROAD OR SOMEONE`S YARD. 5. Wild animals are not permitted as pets and most other domestic animals and birds are not permitted to be bred or kept on any lot or living unit. Any pet that becomes a persistent nuisance to neighbors shall be restrained or removed by the owner upon written notification. SWIMMING POOL 1. THERE IS NO LIFEGUARD ON DUTY. SWIM AT YOUR OWN RISK. Absolutely no diving, running or horseplay. 2. No alcoholic beverages or glass containers allowed. Food and beverages are allowed under the shelter only. 3. No balls, floats or similar items in pool or deck area. Pool safety and swimming rules are posted in the shelter area and must be observed 4. Children under 12 years require adult supervision. Infants must be wearing diapers and tight fitting waterproof pants. Soiled diapers must be changed and disposed of properly. 5.

5. Shower before entering pool to remove tanning lotion or oil. 6. Only swimsuit attire is allowed in the pool. 7. No pets are allowed in the pool area. This facility must conform to Florida Board of Health regulations. 8. Unauthorized persons tampering with pool mechanical equipment will receive a citation and may lose pool privileges. 9. Pool hours are from 9 AM to 10 PM daily. Pool may be closed during inclement weather or during repairs. 10. Serious violations of pool rules could result in removal from the pool area by the Pinellas County Sheriff`s Department. 11. FOR EMERGENCIES DIAL 911. 12. The pool is heated from mid-november to mid-april, depending on the weather. During this time we use a chemical cover to help reduce heating costs. Government tests have been conducted on the chemical, and it has been found safe for swimmers. Many public pools use this chemical as well. If ambient temperatures drop below 40 degrees, volunteer homeowners cover and lock the pool area each evening for added protection. Please cooperate with these volunteers. Liability concerns and Florida codes require the pool to be inaccessible during cover use. 13. SMILE.. YOU`RE ON CANDID CAMERA! The pool, pool area and the parking areas are under 24 hour videotaped security surveillance. Any infraction to the pool rules may result in a citation and possible loss of pool privileges. 14. POOL CARDS. The first pool card is provided at no charge to each unit owner, each additional pool card is $25 (non-refundable). To request a pool access card, you may complete the online Pool Key application at http://www.quailforest.info or call Management and Associates at (813) 433-2000. 15. Pool gate must be closed at all times for insurance and security purposes. 16. Pool area is for owners, renters and their guests only. Guests are the responsibility of the resident and must be accompanied by the resident. 17. Chairs and lounges are provided for use by all. Please do not reserve or use them for storage. 6.

SECURITY OF QUAIL FOREST AREA UTILITIES 1. Security for Quail Forest residents is everyone`s concern. Please remain alert and report any emergencies or suspicious activities as follows: 2. IN AN EMERGENCY--- Crime in progress, fire, medical (ambulance), immediate danger to a person or property CALL 911, then call the Community Patrol at (727) 785-7384 and advise them that you called 911. 3. NON EMERGENCY----To reach the Sheriff s Office to report a break-in or stolen property after the fact, a suspicious character or other event that is not an immediate peril call (727) 582-6200, and then call Community Patrol at (727) 785-7384. Although Quail Forest is located in East Lake Woodlands, we are not under the ELW security company umbrella. 1. TRASH REMOVAL is included with your Association dues. Trash pickup is weekly on Tuesday and Friday afternoons. Please be sure garbage cans with lids are used to prevent animals and birds from getting into the trash. 2. WATER -- For water service or issues (up to and including the water meter) call Pinellas County Utilities at (727) 464-4000. For water issues from the meter to your unit and within your unit you must call your personal plumber. 3. ELECTRIC --For electric service or issues (up to and including the meter) call Duke Energy at (727) 443-2641. For electric issues from the meter to your unit and within your unit you must call your personal electrician. 4. CABLE/INTERNET/TELEPHONE -- Basic Brighthouse cable is included with your Association dues. For additional services call Brighthouse Networks at (888) 289-8988 or Verizon at (877) 502-2876. 5. LANDSCAPE IRRIGATION is paid for by the Association. For sprinkler issues or repairs call ELW (East Lake Woodlands) Water at (727) 784-6262. 7.

MAINTENANCE 1. The Association is responsible for maintaining Quail Forest`s outside property and building exteriors as follows: a. Exterior of all units- painting and repairs, 42 patio fencing, roofs, roof repair, carports, repair and cleaning of gutters. NOTE: Pergola repair costs, as well as fences exceeding 42 ht, were original options and are the responsibility of the homeowner. b. Streets, sidewalks, carports and mailboxes. Street lighting poles and lamps are owned and maintained by Duke Energy (727) 443-2641. c. Lawn care, bush, shrub, tree trimming, and weeding except for private plantings. The Landscaping Company does not rake leaves. d. Pool as well as its enclosure and grounds. 2. Homeowners are responsible for maintenance, repair and upkeep of all interior walls, floors, doors, lanai screening and appliances (including, heating, ventilation and air conditioning). 3. No exterior alterations or additions to a unit are permitted without the review and approval of the Architectural Committee and the Board of Directors. Contact Management and Associates for an Alteration Application form before commencing any such activities. ORGANIZATION Quail Forest is governed by a seven member Board of Directors and are elected by the Homeowners. Meeting notices and agendas are posted prior to the meeting.
