1 HeatherRidge Townhome Association One (HRTA) (Hidden Hills) Rules and Regulations Effective January 1, 2011 The following is the list of the Rules and Regulations that most immediately affect Hidden Hills Townhome Residents. Assessments are due the 1 st of the month; checks should be made payable to HeatherRidge Townhome Association One and mailed to the property management company: HeatherRidge Townhome Association One % 5864 Manchester Drive Gurnee, IL For accounting questions, coupon books and closing letters please call AFV Financial Management, , Our Property Manager is Al Villasenor. PAYING YOUR MONTHLY ASSESSMENTS: Option 1. Effective January 1, 2014, EFT will be available for paying your monthly assessment payment. You may also pay your monthly assessment payment on-line through your own bank, or have your bank cut a monthly check and mail it to HeatherRidge Townhome Association One the 1 st of each month. You will need to check with your bank to see how to set up this service and ask if there are any costs associated with this service. Option 2. If you wish to continue to personally handle your monthly assessment payment, please write a monthly check payable to HeatherRidge Townhome Association One and mail your check and the monthly coupon to HeatherRidge Townhome Association One at the address above, or you may drop it off and the HUA Office. NOTE: WHATEVER OPTION YOU CHOSE FOR PAYING YOUR MONTHLY ASSESSMENTS, PLEASE ALLOW SUFFICIENT TIME FOR YOUR PAYMENT TO BE RECEIVED BY THE 10 TH OF THE MONTH TO AVOID A $75 LATE FEE BEING ASSESSED TO YOUR ACCOUNT. Certificates of Insurance: A current certificate of insurance must be sent annually to the property management company. Both the interior and exterior of your townhome are to be insured, just like a single family home. HeatherRidge Townhome Association One must be listed as an additional insured on your insurance policy. Balconies and Front Entry: (Porch/Stoop) 1. Outside hanging plants, bird feeders, etc. may be hung only from balconies or trim work. Nothing is to be nailed or screwed into siding. Clothing, sheets, towels or other articles of the same nature may not be hung over the balconies. In addition, no clothes lines may be hung across balconies, patios or front porches.

2 2. Plants in hanging baskets, pots or plant stands are permitted. No plastic flowers are allowed. 3. Flag holder for displaying the American Flag or other decorative flag may be mounted on trim at front entry or balcony only. 4. Door mats are permitted at the front entry and in front of upper and lower sliding doors. 5. Wind chimes may be hung from balconies or trim work only. Garages: 1. Garage doors must be kept closed and locked, except when entering or leaving the garages. 2. Access to garage must be by key pad with code, remote opener, or special key lock. NO DOOR BELL OPENERS ARE ALLOWED ON THE OUTSIDE OF GARAGES. 3. Extension cords for garage door openers must be heavy-duty UL approved. 4. Refuse, flammable or noxious materials such as propane tanks, gasoline or oil cans, spray cans, lighter fluid, etc. must not be stored in the garages. 5. Each garage must have enough open space to accommodate an automobile. 6. Only a currently licensed, operating vehicle may be parked in the garage. 7. Storage of larger appliances, such as stoves, refrigerators, dishwashers, etc., is not allowed. 8. Any items which do not allow for daily access and egress of an automobile are not allowed. GARAGES ARE NOT TO BE USED AS STORAGE LOCKERS. 9. Small, neatly organized workbenches are allowed in the garages for the homeowner s personal use in making repairs to his home. No workbenches may be used for business purposes. Running a personal business out of your garage is forbidden, this includes storing items used in the operation of a business. 10. Items may be stored at the back of the garages, but must allow space for an automobile at all times. Homeowners who park in the double garages may stores items at the front of the vehicle using the electrical conduit at ceiling as a guide for divider. Items are to be stacked neatly to avoid fines. Do not infringe on your neighbor s space. 11. Storage BETWEEN assigned spaces in the single garages may not exceed 7 feet from the back wall or electrical conduit, and may not exceed 5 feet in height. Do not infringe on your neighbor s space. Allow room for you and your neighbor to park an automobile, and to easily enter and exit the automobile. 12. Walls and/or dividers are NOT permitted between garage stalls. 13. Boat parking in garage is allowed from April 1 st through October 31 st. Once again, do not infringe on your neighbor s garage space. 14. Owners are responsible for the maintenance and repair of their garage doors. Garage doors must be repaired within 30 days of notification that repairs are needed. 15. In the event that your garage door needs to be replaced, it should be replaced with an Ideal Door, model number M4RSF or M6RST. The door can be purchased at Menards or through a garage door company. The door must be the same color as the other doors on the garage building. Before proceeding with the replacement of your garage door contact the Umbrella Office for an Architectural Request form. This form must be completed and approved by the Architectural Committee before work can be done.

3 Garbage: 1. Household garbage should be put into plastic bags and placed inside the dumpsters. DO NOT leave garbage outside of the dumpsters. 2. Homeowners are not permitted to accumulate bags of garbage on their patios or front porches. 3. Large items and yard waste must be disposed of at the Maintenance Building located behind the Security Office on Manchester Road. Items may be discarded there at any time without charge. 4. Cardboard boxes must be broken down before placing them in any dumpster. Oversized cardboard boxes must be broken down and disposed of at the Maintenance Building located behind the Security Office on Manchester Road. DO NOT LEAVE BOXES SITTING BY THE DUMPSTERS. Hoses: 1. Hoses must be stored on a free standing rack or a rack attached to the building trim, or hung in the garage. They are not to be left on the lawn or the sidewalk at anytime. 2. All hoses must be disconnected and stored in the garage by October 31 st. Porch and Patio Lanterns: 1. Outside porch and patio lantern repairs and replacement are the homeowner s responsibility. 2. Before considering changes in color, design, or materials, and proceeding with the replacement of lanterns, contact the Umbrella Office for an Architectural Request Form. This form must be completed and approved by the Architectural Committee before work can be done. Note: The form is also available in WORD format on the Heatherridge.org website. Parking: 1. Park in parking lots or garages, NOT ON THE GRASS. 2. Use the garage stall first in order to leave parking lot spaces for guest parking. 3. Do not block the sidewalks when parking in the lots. 4. RV and boat parking is not permitted in the parking lots. Permission can be obtained from the Security Office for temporary parking while loading and unloading. 5. Overnight parking of a recreational vehicle or boat requires a permit issued by Security prior to parking the vehicle. Patios: 1. Firewood must be stored on patio and stacked so that it does not touch the siding or divider. 2. Dog houses, enclosures or kennels are not allowed on patios or lawns. 3. Before considering any patio modifications (decks, fences, benches, etc.) contact the Umbrella Office for an Architectural Request Form. This form must be completed and approved by the Architectural Committee before work can be done. Note: The form is also available in WORD format on the Heatherridge.org website. 4. Children s toys and small play equipment are permitted on the patio but not in the common areas. Toys must be stored neatly on your patio; smaller toys are to be stored in a closed container (small chest with a lid preferably).

4 5. Fences are to be wood or wrought iron and painted to match the trim color on the building. Wrought iron fences may be black. Before proceeding with the installation or replacement of fences contact the Umbrella Office for an Architectural Request Form. This form must be completed and approved by the Architectural Committee before work can be done. Note: The form is also available in WORD format on the Heatherridge.org website. 6. BBQ grills are permitted on patios, but must be 2 feet from the building when in use. Pets: 1. Pets must always be walked on a leash. 2. Pet owners are responsible for immediate pick-up after their animals and discarding the same in the pet garbage cans provided at various locations throughout HeatherRidge. 3. Pets, including cats, are not allowed to run loose at any time. 4. Dog chains must not interfere with sidewalk access. Aggressive territorial dogs must be tethered so they cannot reach the sidewalk areas. Plantings: 1. The area immediately around the unit may be used to plant flowers. Dirt level should be a minimum of 6 inches below siding, and the area should extend no more than 18 beyond the building foundation. 2. Before considering placing trees, shrubs, etc. in the grassy common area, you must fill out a Landscape Request form with the HUA Office. This form must be completed and approved by the Landscape Department before any work can be done. Satellite Dishes: 1. Satellite dishes are permitted only on trim or balconies. Satellite dishes are NOT allowed on siding, roofs or common areas. 2. Wiring for cable and satellite dishes must be secured along the trim. 3. Before proceeding with the installation of cable and satellite dishes contact the Umbrella Office for an Architectural Request Form. Note: The form is also available in WORD format on the Heatherridge.org website. This form must be completed and approved by the Architectural Committee before work can be done. A $75 deposit is required prior to the installation of any satellite dish. This deposit is refundable when the homeowner who installed the satellite dish has it removed and any holes from securing the satellite dish have been patched. TV Antennas: 1. TV antennas currently being used by residents will remain on the roofs. When it is determined that no one in the building is using the TV antenna it will be removed the next time roofing repairs are made to that building. Homeowners wishing to install any type of TV Antenna in the future will be required to have prior approval from the Architectural Committee. 2. Before proceeding with the installation of any TV antennas contact the Umbrella Office for an Architectural Request Form. Note: The form is also available in WORD format on the Heatherridge.org website. This form must be completed and approved by the Architectural Committee before work can be done. A $125 deposit is required prior to

5 the installation of any TV antennas. This deposit will be refundable when the homeowner who installed the TV antenna has it removed and any holes from securing the antenna to the roof have been patched. Skylights: 1. All costs related to skylights are the homeowner s responsibility; installation, fixing leaks, re-roofing costs associated with the removal and reinstallation of the skylight, and all costs for the complete removal of a skylight, including all repairs to the roof, should a homeowner want it removed. 2. Contact Heatherridge Umbrella Management Office for an Architectural Request form before proceeding with the installation or removal of any skylights. Note: The form is also available in WORD format on the Heatherridge.org website. This form must be completed and approved by the Architectural Committee before work can be done. Skylights must fit between roof joists. Vehicle Washing: (Car, Truck, and Motorcycle) 1. The Hidden Hills water and sewage bill is approximately $120,000 annually. Use discretion when washing your vehicles. Do not leave hoses running constantly while washing your vehicles. 2. Bucket washing and using a pistol grip nozzle are required. 3. Boat washing is not permitted. Windows and Doors: 1. All windows must have brown mullion strips. Mullion strips that are damaged must be replaced within 30 days. 2. Plastic coverings are not permitted on the outside of windows. 3. Torn window and door screens must be replaced within 30 days. 4. Windows and glass doors that have lost their seal and become cloudy or frosted must be replaced within 30 days. 5. Damaged storm doors must be replaced within 30 days. 6. Faded or rusted storm doors must be painted or replaced. 7. Before considering any door and/or window modification contact Heatherridge Umbrella Management Office for an Architectural Request form. Note: The form is also available in WORD format on the Heatherridge.org website. This form must be completed and approved by the Architectural Committee before work can be done. a. Exterior window frames and mullions must match the color and style of the existing windows on the building. b. Storm doors must match others on the building where more than one door can be viewed at the same time. Architectural approval is required for color change or installation of new storm doors. 8. Approved storm door colors are black, brown or white, depending on your building colors. Holiday Decorations: 1. Holiday decorations must be removed within two (2) weeks after the holiday. 2. Extension/electrical cords may not be placed on or across walkways.

6 3. Decorations must not be placed on any portion of a common element or in areas that may cause a hazardous situation. 4. Winter decorations must not obstruct snow removal. ANYTHING NOT LISTED ABOVE SHOULD BE CONSIDERED NOT ALLOWED. CHECK WITH YOUR PROPERTY MANAGER IF YOU HAVE ANY QUESTIONS ABOUT WHAT IS OR IS NOT ALLOWED. HOMEOWNERS RECEIVING WRITTEN NOTICE OF A VIOLATION WILL HAVE 30 DAYS TO CORRECT THE PROBLEM. PLEASE NOTIFY THE PROPERTY MANAGER WHEN THE VIOLATION IS CORRECTED. IF VIOLATION IS NOT CORRECTED IN 30 DAYS A $50 FINE WILL BE LEVIED, AFTER 60 DAYS A $100 FINE WILL BE LEVIED, AND AFTER 90 DAYS $15 PER DAY WILL BE ADDED AUTOMATICALLY TO YOUR ASSESSMENT ACCOUNT EACH MONTH UNTIL THE VIOLATION IS CORRECTED. GARAGE VIOLATIONS ARE $250 PER MONTH IF NOT CORRECTED AFTER 30 DAY NOTICE HAS BEEN ISSUED. THE FINE FOR STORING AN UNLICENSED VEHICLE IS $500 PER MONTH IF NOT CORRECTED AFTER 30 DAY NOTICE HAS BEEN ISSUED. ANY RESIDENT QUESTIONING A VIOLATION MAY ATTEND A MEETING OF THE BOARD OF DIRECTORS. MEETINGS ARE HELD THE THIRD TUESDAY OF EACH MONTH AT 7:00 PM AT THE HIDDEN HILL REC CENTER. DO NOT CALL BOARD MEMBERS AT HOME IF YOU HAVE A QUESTION OR A PROBLEM CONTACT YOUR PROPERTY MANAGER OR COME TO A MEETING TO TALK ABOUT YOUR QUESTIONS OR PROBLEMS. Effective Date: December 1, 2010 Supersedes Rules and Regulations dated September 19, 2006 The Board of Directors may update this policy from time to time with or without notice, therefore homeowners are expected to remain current and in compliance with this policy.
