Budget Review After a lengthy discussion based on the previous requests summarized in Attachment A to these minutes, members agreed on the following funding allotments for each TC. Granted TC Description $ 5,000 LegalRuleML Schema Dev $ 3,500 ECF Develop ECF 5 standard documentation $ 1,000 LegalCiteM Technical review of documents $ 1,500 LegalCiteM Quality review of documents $ 2,000 LegalDocML Documentation development $ 2,000 LegalDocML Documentation development $ 15,000 Requested Funds $ 14,995 Available Budget $ (5) Over/Under The SC also talked about the likelihood of no carry-forward funding for 2016. But it was agreed that the TC s would have to understand that approximately $6,000 is what would be available and to plan accordingly. Jim Price also added that for future budget planning consideration, he would appreciate budget requests that support a TC [strategic] plan and result in products/services from which all TCs and their respective stakeholders benefit. He has in the past requested information and guidance from TCs on behalf of LegalXML, but received nothing substantive in return. Therefor in his opinion, the budgets granted to each TC should directly reflect the value returned to the community at-large. Last, Tara s Athan s allotment for her work was specifically approved for $5,000 for this year by the SC as listed above. 2. Other and Next Meeting No other business was discussed. It was confirmed with all that the next conference call meeting is scheduled for April 27, 2015.

LegalRule ML Item 1 Project fundamentals Services Duration: starting April 15 th, 2015 till December 31st, 2015 Remuneration of Contractor: US$5000, billed as time (US$50/hr) and materials Interaction: Necessary between Contractor and rest of LegalRuleML TC Deliverables: XML-schemas and related internal documentation Summary: the contract describes the following tasks: A) Updating of LegalRuleML schemas, XSLT transformations, scripts and meta model on the basis of Consumer RuleML 1.02, including changes necessary for replying to the review process comments. B) Documentation connected to the point A. C) Refinement of the examples connected to the point A. Contingency: If there is a delay in the delivery or approval of a prerequisite that is the responsibility of the TC (i.e. Examples), then the date associated with a milestone will be adjusted accordingly. Budget No material cost is anticipated. Therefore the full amount of the contract is expected to be allocated to billable time: 100 hours @ US$50/hour. A. Prerequisites: Some refinement are necessary for aligning the examples to the situation A and to produce new examples for describing new features of the integration with Consumer RuleML 1.02 release (e.g., @style). To: Legal XML MS Steering Committee From: Melanie Knapp, liaison to LegalCiteM TC Date: March 11, 2015 Re: Legal CiteM s 2015 Budget Requests Summary: For OASIS s 2015 budget year, the LegalCiteM TC makes two requests. One request is to support face-to-face meetings of the members ($1000). The other is for document quality ($2500) and technical review ($2500). Committee Background: The LegalCite M TC began meeting in early 2014. The Committee is working on developing an open standard for machine-readable tagging of legal citations. Up to now, the Committee has not asked for any funds to support its work. Face-to-Face Meetings. LegalCiteM TC members are spread across the globe. After working together virtually for more than a year, members would like to meet in person. The Committee will attempt to host a face-to-face meeting where members are already attending conferences, and perhaps to have others not at the conference attend virtually. Conferences the Committee is considering include: CALI, Denver, June; U.S. House Transparency Day in May, DC area; U.S. Lex Summer School, late July, DC area; AALL in Philadelphia in July; EU Official Journal conference, Paris, Sept. 16-18, 2015; Lex Summer School, Ravenna, Italy, September. Final decisions about which conferences will have a face-to-face meeting are tabled until members register for conferences. The Committee will choose based on the highest level of in-person attendance. Document Review. The Committee has been working diligently to develop use cases. These use cases are nearing completion. Upon their completion, the committee will begin drafting technical standards to apply to use cases. These standards will be published for review, according to OASIS requirements. Before publication, the documentation of the standards will need to be reviewed to ensure that they are polished and internally consistent. Outside experts need to be retained for this work. The Committee has not yet identified the outside experts to be used, and the Committee expects this work to happen late in 2015.
