3. Transport Safety Information Management Complex System (TMACS)
1. Background TMACS TMACS is managed by KOTSA(Korea Transport Safety Authority) under Ministry of Land and Transport. Institutional Barriers having no access to public assets like accident data, having no integrated safety data, being separable in constructing and operating traffic facilities all that lead to ineffective traffic safety and investment plan Data Unreliability accident data too short for road safety engineering unreliable due to disparity between police and insurance 39/47
2. System Overview TMACS Transport Companies Transport Guild Seoul TOPIS Local Authorities Expressway Corporation TMACS Insurance Association??? Transport Institute Meteorological Administration Hospital/ Clinic Police TAMS 40/47
2. System Overview TMACS Data Collection Processing/Refinement Integration Traffic Accident Information Diverse Accident Reports (35 Indicators) Transport Company Management Data Tachometer Data Extraction Accident DB Company DB Vehicle DB Road DB Road Safety Information Vehicle Registration Vehicle Inspection Vehicle Performance Loading Correction Norm Batch Transfer Driver DB Investigation DB Road Environment Road Facilities Refining Regulations Project Evaluations Demography/Topography 41/47

3. Applications TMACS Accident Sketch 43/47
3. Applications TMACS 44/47
4. Services TMACS Main Display of Provided Services 45/47
5. Sharing & Transferring TMACS Related Agencies Insurance Association Transport Guild Expressway Corporation Provide ID (power user) Data mining as needed Support collision diagram Offer GIS coordinates Integrate all safety data Government MLIT MOSPA National Road and Traffi Safety Plan Provide Raw Data Criteria to Evaluate Polic Performance Meteorological Administration Local accident investigation Local Authorities Indication of safety Others TMACS National Road Agencies Special Greater Cities Cities, Counties, Wards Transport Companies strategies and measures Provide back data for local traffic safety plan Drivers Road Agencies Vehicle Manufacturer Notifying hot-stretches Releasing accident map Research Institute Institute Provide raw data for fact-finding, modeling of phenomena Publishing risk road ratings University Social costs per region 46/47
6. Summary TMACS When it comes to severe accidents on roads, local authorities which are installing, supervising road and traffic facilities are obliged to make a scrutiny into factors whether it being caused by deficits of facilities, lack of safety equipments like road markings, signs, signalsetc. Local authorities which are obliged to make a local accident investigation ought to submit the results to TMACS for means of sharing and disseminating experiences with other agencies. Local authorities have to qualify safety projects thoroughly from planning, over determination, legislation to execution. All safety related agencies including local police have to prevent deterrents in cooperation, coordination, organization, communication in terms of sharing safety information whatever it might be. All safety related agencies should not monopolize public assets like accident data and make sure end-users have an easy access to data extensively. Local authorities have to appraise projects thoroughly after investment in terms of safety savings which is to help make a more efficient safety plan for next projected period. 47/47
