2013-2014 Academic Year Foreign Students Admission for Undergraduate Programs Requirements and Calendar, Turkish Proficiency Level, Placement, Preregistration, Evaluation, Admission, Registration Requirements and Calendar Article 1 (1) Candidates whose applications shall be accepted: On condition that the students are in the last year of the school or they graduated; a- Those who are foreign nationals b- Those who were born as Turkish citizen and get permission for deprivation of citizenship from the Ministry of Interior and those who provide certificate in accordance with the law no. 5901 c-those, having dual citizenships, who were born as foreign nationals but get TR citizenship later ç-those who are TR citizens but complete their high school education in foreign countries except TRNC (Turkish Republic of Northern Cyprus) (including those who completed their educations in Turkish schools in a foreign country except TRNC) d-those who are TRNC citizens and lives there, and complete education in TRNC having GCE AL exam results and those who get education between 2005 and 2010 in colleges/high schools in other foreign countries and have/will have GCE Al exam results. (2) Candidates whose applications shall not be accepted: a-those who are TR citizens and completed high school in Turkey or TRNC b-those who are TRNC citizens (except those who complete high school education in TRNC schools, having GCE AL exam results and those who get education between 2005 and 2010 in colleges/high schools in other foreign countries and have/will have GCE Al exam results.) c-as defined in Article 1 Section b, those who are dual citizens and first citizenships of them is TR (except those who complete their high school education in foreign countries except from TRNC and those who completed their educations in Turkish schools in a foreign country except TRNC) ç-those who are dual citizens and one of the citizenships of them is TRNC (except those who complete high school education in TRNC, having GCE AL exam results and those get education between 2005 and 2010 in colleges/high schools in other foreign countries and have/will have GCE Al exam results.) d- Those who are TR citizens and study in foreign high schools in Turkey or in schools affiliated to the embassies in Turkey, or those who were born as Turkish citizen and have dual citizenships as defined in Article 1 section b. e- Those who had punishment because of infraction of the rules in a higher education institution and those who had cheating action in the examination of Student Selection and Placement Center (ÖSYM) or other universities. f- Those who had activities against T.R. through their thoughts and protests or those who were deprived of citizenship of a country. (3) Applications are made online through SAU web page in determined dates of Academic Calendar. (4) Candidates can choose 6 different programs in total, from 2 different faculties at most. (5) In admission of foreign students, one of the exams which are nationally or internationally accepted and defined in Table-1 or 2 is used.
(6) Pre-application, announcements of candidates who will register and registration dates are presented below. a- Online Pre-application : 10 June 5 July 2013 b- Aptitude test : 15 16 July 2013 b- Announcement for Registration : 2 August 2013 c- Registration : 4 6 September 2013 ç- Announcement for Registration of 1st alternate : 7 September 2013 d- Registration for 1st substitute : 11-13 September 2013 e- Announcement for Registration of 2nd alternate : 14 September 2013 f- Registration for 2nd substitute : 18-20 September 2013 Turkish Proficiency Level Article 2 (1) Proficiency levels of Turkish language are presented below; C1 Level: Student s level of Turkish language is adequate. The student can start his education in the university. B2 Level: Student s level of Turkish language can improve in a short time. The student starts receiving education, but he/she has to increase his/her level of proficiency of Turkish language to C1 level until the graduation on condition that he/she attends Turkish courses opened by Sakarya TÖMER. B1 Level: Student s level of Turkish language is adequate to start education, but he/she has to increase his/her level of proficiency of Turkish language to C1 level until the graduation on condition that he/she attends Turkish courses opened by Sakarya TÖMER. A2 Level: Student s level of Turkish language is inadequate. The student will have permission for 1 year absence. At the end of the year, he/she has to increase his/her level of proficiency of Turkish language to C1 level by attending Turkish courses opened by TÖMER of Sakarya or other universities. A1 Level: Student s level of Turkish language is inadequate. The student will have permission for 1 year absence. At the end of the year, he/she has to increase his/her level of proficiency of Turkish language to C1 level by attending Turkish courses opened by TÖMER of Sakarya or other universities. (2) Candidates have to certify their level of Turkish proficiency. (TÖMER certificates of universities or Yunus Emre Institute are valid.) Level of Turkish proficiency of candidates who cannot present this document is determined by Turkish Proficiency Exam organized by Sakarya TÖMER. (3) Turkish Proficiency Exam is organized by Sakarya TÖMER for candidates whose proficiency levels are B2, B1, A2 and A1. Students who are unsuccessful in this exam or students who want to improve their proficiency level can attend Turkish courses organized by Sakarya TÖMER. Education program related to Turkish course is announced on web page of Sakarya TÖMER. There are examinations in midterm and at the end of the term for registered students. Certificates are provided for successful students. (4) Students whose level of proficiency is A2 and A1and students who did not enter Turkish Proficiency Exam of Sakarya TÖMER or became unsuccessful in exam can attend Turkish courses organized by Sakarya TÖMER or other universities. Students are granted leave of absence with Administrative Board Decision. Students who get C1 level Turkish proficiency certificate submit the
certificate to the university before academic year begins. Students who cannot submit C1 level Turkish proficiency certificate and unsuccessful students in Turkish Proficiency Exam of Sakarya TÖMER shall be dismissed from the university. Entrance Grade Article 3 (1) Entrance Grade out of 100 is calculated for each candidate. Entrance Grade is calculated based on International exams listed in Table 1 and National exams listed in Table 2 a- %70 of International exam score and %30 of high school graduation score are calculated b- %60 of national exam score and %30 of high school graduation score are calculated for those who do not have international or national exam score c- %30 of high school graduation score is calculated If there is equity in the scores, privilege is for younger candidates and for newly graduated ones. (2) Evaluation for the units which necessitates aptitude test is carried out in the following steps. a- General score is determined based on 1st regulation of this article. b- Aptitude test takes place in determined dates and exams are evaluated out of 100 c- %60 of general scores and %40 of aptitude test scores of the candidates are calculated and list is formed. ç- Evaluation of applications for the units which necessitates aptitude test is carried out according to the regulations of aptitude test. Student Responsibilities Article 6- Students are responsible for; a) Conducting the procedures and getting the required documents, b) Receiving a residence permit from Police Department before the education starts (within 1 month after the entrance with student visa), c) Submitting Student Certificate to local security authorities (Police Department) each year, d) Meeting the conditions of general health insurance by law numbered 5510, e) Notifying changes of personal details, marital status and state of education to the Directorate of Student Affairs in 15 days at the latest, f) Applying for receiving a new residence permit within 15 days of the expiration of their permit if the students wish to extend it, g) Getting a new residence permit or passport in 15 days if the students lose these documents, h) Notifying changes of telephone number, current address or education institution to local security authorities in 48 hours.
