Traffic Management Plan - Depot Procedure Date: 1/8/13 Version: TMPDPGWT001 Status: Approved 1. Purpose This procedure outlines the traffic management plan which must be followed for the Depots. 2. Scope The scope includes the provision for the safe movement of vehicle/plant and pedestrian traffic, the protection of workers from passing traffic, the provision for access to work areas located within the limits of the TMP, the design, construction, maintenance and removal of any necessary temporary roadways, footpaths access areas and detours, the provision of traffic controllers, the installation of signs, road markings, lighting and safety barriers. 3. Outline Go West Tours has all relevant permits, authorisations and regulations relating to council guidelines. If this is not the case, Go West Tours will immediately obtain this registration as it is a Go West Tours requirement to ensure any works are within mandatory local/state or national requirements. Go West Tours objectives with respect to the Traffic Management Plan (TMP) are to: Ensure the safety of its employees, contractors, the general public entering the depot sites. Keep traffic flow to a minimum. Maintain satisfactory property access. Minimise lose or damage to vehicles, personnel, employees and visitors. When required, obtain approvals and licenses such as works permits. Minimise disturbance to the environment. Meet the requirements of our clients, public liability, local councils authorities and workplace health and safety. 4. Management of the TMP Go West Tours will provide people, materials, resources and systems to properly perform the services including related traffic management. Go West Tours requires the people to be competent, experienced and qualified to carry out the services. The Go West Tours organisational chart and the people holding the positions are shown in the Contract Management Plan. 5. Implementation Traffic Management for sites will be in accordance with the Go West Tours' Traffic Management Plan at the Depots.
Routine/periodic internal audits will carry out Risk Assessment (see Risk Management Plan) and develop treatments and plans to eliminate or mitigate hazards. 6. Traffic Control Plans Go West Tours will implement approved Traffic Control measures for any personnel which disrupt free traffic movement. These measures will include Traffic Control Plans (TCP) and Vehicle Movement Plans as required and will encompass vehicle movement and pedestrian movement for workshop resources and the general operation. 6.1 Emergency Response Go West Tours will provide staff training in the TMP by qualified internal or external personnel for emergencies such as evacuations, fire, spillages and all emergency procedures. Training records for these traffic management events will be recorded on personnel files. For all other planned and scheduled maintenance and other works within the depot from time to time Go West Tours will implement a temporary Traffic Control Plan. 6.2 For Services which are accommodated by TMP: Go West Tours TMP form (persons authorised to issue safety breach incident reports) examined for suitability, approved by Go West Tours General Manager or the Safety Coordinator who holds the authority to order the implantation of the TMP. 7. Responsibilities The principle responsibilities and authorities of Go West Tours staff with respect to TMP are: 7.1 Safety Co-ordinator The Safety Co-ordinator is responsible for ensuring traffic management: Is properly planned, organised, directed and controlled. Is properly resourced with people, equipment, facilities and systems. Meets the requirements of the Go West Tours TMP. Complies with all other legislation. Is achieving its objectives. Place signs with regard to: Direction of site vehicular traffic, designated pedestrian walkways/areas, shared areas, evacuation/muster points, vehicle speed limits Ensuring only undamaged or non-defective signs are used. Ensuring consideration of the needs of: Pedestrians (including those who are disabled). Ensuring the TMP is approved. Allocation of all resources required for the implementation of all the plans. Ensuring that control measures are maintained and that work-in-progress is inspected. Identifying training needs and arranging for employees and subcontractors to attend the training where required.
Carrying out and recording quarterly inspections and verifications to demonstrate compliance of the TMP. Appoint the onsite Traffic Management Plan Team to monitor the TMP plan is adhered to. 7.2 General Manager The General Manager can re-allocate the responsibilities as is appropriate to the organisation. Every responsibility must be allocated to a position description on the organisational chart. 8. Plant and Equipment All vehicles used in the TMP will be equipped with the appropriate vehicle mounted warning devices in accordance with Go West Tours' Worksafe Procedures. During daytime and night time hours, plant and equipment mobilised within the TMP site will adhere to the standards listed below. Plant and equipment reversing within the TMP site will at all times be guided by a Go West Tours approved guide (spotter). 9. Work and out-of-working hours Persons entering the restricted area must comply with Go West Tours' dress code at all times. Persons outside of logged on work hours and not in approved work site clothing (PPE) must remain within the general access areas as designated by signage and marked access areas. See the Site Management Plan. 10. Reviewing the Traffic Management Plan The safety co-ordinator will review the Traffic Management Plan to ensure it is appropriate and is being implemented effectively. Changes may arise from a change of scope, Go West Tours internal or external audits, Go West Tours staff comments or from opportunities for improvement. The plan will then be updated to reflect any changes which have occurred. The revised document and the input which led to the revisions will be reviewed by the Safety Coordinator and the General Manager, approved by him/her and then forwarded to the Go West Tours' representatives their records. The internal review process may be conducted more frequently then stated within this TMP and is at the discretion of the General Manager and/or Director of Go West Tours.

Pedestrian traffic must remain within the designated access walkways. Unauthorised persons area must be enforced. Go West Tours dress code must be adhered to during work hours. Restricted areas must be enforced outside work hours if not complying with the dress standard code of practice. Correct PPE must be worn at all times in the restricted area of the TMP.
