1 Page 1 of 10 SAFETY SIGNAGE PROCEDURE 1.0 PURPOSE 1.1 To enable a reference to signage to meet legislative requirements and ensure in cases of emergency appropriate signage is visible. 2.0 SCOPE 2.1 This procedure is applicable to all Shoalhaven City Council assets and is applicable to all workplaces, whether temporary or permanent. 2.2 Signs used to assist communication are to meet the relevant standards and codes of practice, and are to be displayed in accordance to legal and organisation requirements. This includes any labelling of product. 3.0 DEFINITIONS Manifest Placards The manifest provides emergency services personnel with information about the quantity, type and location hazardous chemicals on the premises. It enables them to respond appropriately to serious incidents. Signage indicating a hazardous chemical is stored on premises in reportable quantities. 4.0 DESCRIPTION 4.1 Council has numerous situations where signs are required to be installed. The signs are designed to ensure a consistency in communication and response. Examples include traffic control signs, emergency signage, emergency lighting in buildings, signs for the mandatory use of PPE, and precautionary signage. 4.2 When facilities are first designed consideration shall be given to the signage requirements For signs prepared for displaying the relevant Australian Standard applies. 2 Page 2 of 10 (c) (d) Hybrid sign - a combination sign on which the words simply repeat the message conveyed by the symbol; Danger - applied in the context of safety signs to a situation which is likely to be life threatening if the message is ignored All signs must be made to design standards, be of appropriate size, legend and legibility with correct colours Installation and maintenance of signs must be consistent with the Standard Verification of signage can be undertaken through Workplace Inspections and or WHS Audits at sites or Asset Inspections Signs must be purchased using Council s Purchasing Policy. 4.3 Manifest Section Managers and or Group Directors who are responsible for Depots and or Council work sites that have Dangerous Goods Notifications shall be responsible ensuring Gate Manifest signage is installed in a place easily accessible to the emergency services, located near the Outer Warning Placard Site Plan of premises detailing; where the manifest is kept, north point, the storage facilities appropriately labelled, location of fire hydrant and associated fire fighting equipment, emergency gates and exits offices and emergency assembly point/s. must also be appropriately signed. 4.4 Labelling of hazardous chemicals and of transferred substances - decanting A person conducting a business or undertaking at a workplace must ensure that a hazardous chemical used, handled or stored at the workplace is correctly labelled A hazardous chemical is correctly labelled if the chemical is packed in a container that has a label in English including the following; a) The product identifier. b) The name, Australian address and business telephone number of either the manufacturer or importer. c) Each ingredient of the chemical. d) Hazard pictogram consistent with the correct classification of the chemical. 3 Page 3 of 10 e) Any hazard statement, signal word and precautionary statement. f) Any information about the hazards, first aid and emergency procedures relevant to the chemical. g) If the chemical has an expiry date the expiry date. h) The label may include other information provided it does not contradict or cast doubt on (a) to (g) above A hazardous chemical packed in a container that is too small for a label attached to it to include all the information in (above) is correctly labelled in English including the following: (a) (b) (c) (d) The product identifier, The name, and the Australian address and business telephone number of the manufacturer or the importer, A hazard pictogram or hazard statement consistent with the correct classification of the chemical, Any other information referred to in (above) that is reasonably practicable to include A container into which hazardous chemical is transferred for immediate use (decanted) need not be labelled providing it is cleaned immediately after it has been emptied so that the container is in the condition it would be in if it had never contained the hazardous chemical Specific labels for Hazardous Chemicals/Dangerous Goods can be down loaded from the Chemwatch Website. 4.5 Placarding A person conducting a business or undertaking must ensure that an outer warning placard is prominently displayed at the workplace if the total quantity of a (Schedule 11 of the NSW WHS Regulation 2011) hazardous chemical or group of Schedule 11 hazardous chemicals used, handled or stored at the workplace exceeds those placard quantity Outer warning placards must comply with (Schedule13 of the NSW WHS Regulation 2011) these include outer warning HAZCHEM placard located at each entrance to the workplace where an emergency services authority may enter the workplace, `Emergency Information Panel` placard for hazards chemical stored in bulk and `Classes of Dangerous Goods` placard. 4 Page 4 of The placard must be: (a) (b) (c) (d) (e) (f) Clearly legible by persons approaching the placard. Separate from any other sign or writing that contradicts, qualifies or distracts attention from the placard. If a placard quantity of the hazardous chemical is contained in a building. located as close as is reasonably practicable to the main entrance of the building and located at the entrance to each room or walled section of the building in which the hazardous chemical is used, handled or stored. If the hazardous chemical is contained in a container or outside storage area located next to the container or outside storage area. 4.6 Out of Service Tags Staff are to ensure that when items are faulty that out of service tags are applied and supervisors are informed. Refer Appendix B. 4.7 Emergency Plans, s and Fire Protection The fire brigade should be consulted when designing or altering the fire protection system, including signage to alarm systems The fire extinguishers are to be correctly signed in all locations. 4.8 For Personal Protective Equipment (PPE) there may be signs posted in the workplace to remind staff visually that PPE must be applied before the task is undertaken. Refer to Appendix C. 4.9 Some work zones have restricted access and should not be entered unless appropriate PPE is worn and appropriate training and licences are current and in date Refer Appendix D for examples Exits signs and those identifying general information also have standards. These vary depending on the message and location but have an agreed content. Refer Appendix E for examples Training of staff Workgroups may request training to ensure staff have a sound understanding of sign placement, maintenance, storage and actual content of the sign itself.
