7 Early Intervention Support Service Dwynwen Stepien Head of Service Prevention through Partnership: Denise Clements Locality Early Help Support: Debby MacCormack Children and Young People s Resilience Service: Simon Townend Family Resilience and Justice Service: Paula Doherty Youth Offending Service: Ray Maguire Stage 1 & partnership work with voluntary, community and private sectors for Early Learning and Primary Prevention Strategy (0-5) and the Primary Prevention Strategy (5-15) covering the play and youth offer. Support for Payment by Results, commissioning data and resources. Stage 2 capacity building of universal services in line with Working Together guidance. This includes Family Engagement Partnerships, YES panels, health and voluntary sectors. Working with schools and school clusters to advise on early help assessment and support. Stage 3 - timely and appropriate support for children, young people and their families where Lead Professional is able to evidence that there continues to be complex and unmet needs. Aims to reduce the number of young people going into care and/or criminal justice system. Stage 3 -intensive whole family service focussing on families with complex needs that meet the troubled families criteria. Aims to reduce the impact & incidence of domestic abuse and sexual violence through the Family Justice Centre and support for practitioners. Stage 4 - Statutory duty of youth offending service. Includes reducing young people involved in crime through triage and work with Children and Young People s Resilience Service. Gangs strategy and street work are also led by YOS.
8 Revised Early Help Strategy and Early Help Board I.all those who can benefit, access high quality community-based services to prevent problems from emerging (stage 1) II.practitioners in universal settings identify emerging needs early and families are supported to increase their resilience which helps prevent the need for more intensive support/interventions, in particular through the use of Early Help Assessment (CAF) (stage 2) III.families benefit from targeted services that meet their identified needs (stage 3) IV.as an Early Intervention Place to shift investment and spending decisions from late to early intervention and redefine Primary Prevention Services V.confident practitioners work together as part of an early help system
