1 What s Going On to safeguard children and young people from sexual exploitation? : A data monitoring Tool Introduction In 2009 the government published guidance on Safeguarding children and young people from sexual exploitation. This was supplementary to Working Together and was directed at Local Children Safeguarding Boards and all agencies with practitioners who come into contact with children and young people and who therefore have a role to play in the identification and support of young people who may be at risk of or experiencing sexual exploitation, and the disruption and prosecution of their abusers. The way that the guidance has been implemented in local areas has been the subject of a 2 year Comic Relief funded research project, carried out by the International Centre for the Study of Sexually Exploited and Trafficked Young People at the University of Bedfordshire. During the course of that project, which involved over 100 interviews with practitioners, the research team created and piloted a data monitoring tool which has subsequently been used to collect both local and national data on the prevalence and nature of child sexual exploitation. The UK Government Tackling Child Sexual Exploitation: Action Plan 2011 notes the need for continued data monitoring to assess nature and prevalence of Child Sexual Exploitation. This Data Monitoring Tool will be used by the Child Exploitation On Line Protection Agency (CEOP) to underpin future national data collection. In the main however, it is hoped that the tool will be useful to all agencies, both statutory and voluntary, who are engaged in work with child sexual exploitation. Guidance notes Please read the guidance notes before you proceed to complete the data monitoring tool. Data Monitoring Tool The data monitoring tool is divided in nine different sections, each in a different box: 1. Administrative information: requests information on the person completing the form and the source of information for each case provided. 2. Personal information: requests some personal data on each child, including age, ethnicity, gender, sexual identity and disability. 3. Nature of risk: requests information on social care intervention and the type of support provided to the child. 4. Nature of exploitation: requests information on pathway to sexual exploitation for each child, including who had initiated sexual exploitation, the method of coercion used and what the child is known to have been involved in. 5. Living situation: requests background information on living arrangements for each child, including whether the child lives in a rural or urban location, who the child/young person is living with and type of accommodation. 6. Education/employment/training: requests some more information on the child/young person s access to education and/or employment and training.

Health issues: requests information on the health issues of each child/young person, including whether there is substance misuse, sexual health matters or mental health concerns. 8. risk factors: allows you to add some more information about other risk factor to the child/young person, including a child s child protection history, missing incidences, domestic violence. 9. Criminal justice issues: requests information on criminal justice issues, including on police involvement, status of investigation and court proceedings and whether it led to no further action. For each case (or child), you should fill in a separate individual form. Start by filling in your details, the agency that you work for and the agency(ies) that have provided information on the child. In the personal section for the case, introduce a unique identifier. Include three capital letters that represent your local area followed by three numbers. For example, if you are in Tower Hamlets borough, introduce THL001 for the first case (or child), THL002, for the second case, THL003 for the third, etc. Each case should be in a different form (file or word document). Use the checkbox and the space provided to complete the form. Only if it is indicated, choose more than one option from the drop-down lists provided. Acronyms Here is a list of what the acronyms used in the form mean: CSE: child sexual exploitation CAMHS: child and adolescent mental health service S47: section 47 ABC: acceptable behaviour contract ASBO: anti-social behaviour order Final te Please have a look at the form before you start completing it.
