4 The University of Arizona (USA), represented by Michael Proctor, Vice president for Global Initiatives. III. Minutes 5.00 pm 5.15 pm Connection through Skype with the members of the Steering Committee. The meeting is open at 5.00 pm. Eva Garea, Senior Technician at the International Relations Office, and Technical Coordinator of the STELLA (STELLA for Staff), runs the meeting. She welcomes the participants and introduces the agenda pm 5.30 pm Presentation of the new representative of the University of Leon (Spain) in the Steering Committee. José Luis Llamas Álvarez, Officer for International Cooperation and Mobility, is presented and welcome as new representative of this university in the Steering Committee of the programme, and also as coordinator of the STELLA programme in his home university. Rafael de Paz Urueña, former representative of the University of Leon in the Steering Committee, is recognised by his outstanding labour in the latest two years pm 6.30 pm Analysis and match of offers and applicants. Participants are informed of the figures at the present call 2015: 29 participating universities (6 universities from America 5 from CGU and 1 from CONAHEC, 22 from Europe, and 1 from Asia). 69 offers (25 from American universities 1 of them from CONAHEC s Secretariat, 43 European universities, and 1 from an Asian university) 41 applicants (12 from America 11 from CGU, and 1 from CONAHEC, and 29 from Europe). Likewise, they are reminded about the criteria to take into account to make the selection according to the guidelines of the programme: 1. To give priority to the preference given to the applicant by the home coordinator; 2. To give priority to the preference given to the department by the applicant; 3. To maintain an equivalence between home and host department; 4. To keep a balance between outgoing mobility by countries; 5. To keep a balance between applicants sent and received at the same institution; 6. To give priority to those universities participating for the first time; 7. 5 8. To give priority to those universities receiving candidates not only under the Erasmus Programme; 9. To give a proportional distribution of contributions. Other criteria to take into account: In case that an offer is applied by many applicants and the allocation of the mobilities is impossible, the Steering Committee should try to identify another suitable destination for those applicants, different to the one stated in their Applications Form. Those universities that could not move any applicant in the former edition should be given priority in the current one as far as the characteristics of this edition let do so. First round 7 mobilities Following up the above mentioned criteria, the Steering Committee initiated the selection with the objective to send out at least one candidate per university, and to get that the selected candidates can go to their first wanted offer. Those universities which could not move at least one candidate or which could not get a balance among income and outgoing candidates in the former edition are given priority as far as the characteristics of the edition let do so. In this first round, 7 mobilities are got: 6 from the CGU s member universities, and 1 mobility from a CONAHEC s member university. Second round 20 mobilities The members of the Steering Committee continue with the selection seeking the balance between American mobility and European mobility. All first candidates are taken into consideration. However, the first candidate of the University of Malaga cannot be allocated: In her Application Form, she only indicated one department to be visited and unfortunately it was too demanded by other first candidates. In this second round, 20 mobilities are got. All of them from the CGU s member universities. Steering Committee online meeting (09/03/2015)- Minutes & Mobility 2015 Page 4
6 Third round 2 mobilities It is detected that two participating universities could not get a mobility yet because the offers of their candidates were too demanded by other suitable candidates. Therefore, according to the guidelines, the Steering Committee identifies other possible destinations for the first candidates of those two universities. It is said that parties shall be consulted to approve these allocations pm 7.00 pm Outcomes of the Steering Committee, and discussion to improve the coordination of the programme. All participating universities with candidates will send out at least one of them. It gives a total of 29 mobilities: 28 outgoing candidates belong to CGU universities. Their home university will receive a CGU contribution of per mobility once the mobility had taken place and the home coordinator duly sends the CGU Secretariat the required final reports. 1 outgoing candidate belongs to CONAHEC. His travel costs shall be covered by the home university/network. Home coordinators shall contact their selected candidates to check if the allocated mobility is accepted. The CGU Secretariat shall receive confirmation of acceptance, or not, within 10 days after have been consulted. Finally, members of the Steering Committee are invited to send any proposal for improving the programme by written to the CGU Secretariat.
