3 DISCUSSION/CONCLUSIONS I. BHAB Call to Order Mr. Holmboe called the meeting to order at 1:15 PM. II. III. Administration of the BHAB Member Oath & Statement of Confidentiality Supervisor Parks administered the oath of office to the BHAB en mass. The board members signed and completed their oath of office declaration and their statement of confidentiality. Approval of the Agenda (Action) The September 23, 2013 agenda was approved as presented. IV. Welcome and Introductions Mr. Holmboe welcomed the board, introductions were completed. V. BHAB Recognition Award A) Mr. Holmboe presented certificates of commendation from the Behavioral Health Advisory Board to the businesses which assisted Behavioral Health clients during the Camarillo Springs Fire: The Hilton Garden Inn, The Hampton Inn & Suites Marie Callendars Grill & Restaurant in Camarillo B) Mr. Holmboe presented certificates of commendation to HCA Facilities staff who worked to ensure the safe return of the residents to their supported housing facilities following the Camarillo Springs Fire by performing emergency repairs, maintenance and cleaning of the evacuated sites. Mr. Holmboe, Supervisor Parks and Ms. Roy presented thanks and recognition awards to: Tom Underwood, HCA Facilities Manager Nelson Salonga, Senior Maintenance Electrician Lloyd Wyckoff, Maintenance Plumber Mike Caezza Maintenance Engineer Larry Medina, Maintenance Engineer Tom Nietus, Maintenance Engineer Joe Saffa, Maintenance Engineer Ed Salazar, Maintenance Engineer Jim Vines, Maintenance Engineer C) Mr. Holmboe thanked Ms. Fil Barton for her service to the community as a member of the Mental Health Board and presented her with a certificate of recognition for her advocacy on behalf of children and youth. 1. Ms. Barton thanked the Behavior Health Department and the board for her recognition, commenting that this praise should be shared with her fellow board members. D) Mr. Holmboe thanked Mr. Hugo Goerner for his service to the community as a member of the Alcohol & Drug Advisory Board and presented him with a certificate of recognition for his efforts to bring awareness to the problem of substance abuse. 1. Mr. Goerner thanked the Behavioral Health Department, the board and the community for the award and the opportunity to serve. E) Mr. Holmboe thanked the assembled members of the former Alcohol & Drug Advisory Board and the Mental Health Board for their service to the community. Personalized certificates of commendation were distributed to the following individuals in recognition of their volunteerism and dedication. Ms. Roy and Supervisor Parks expressed appreciation for the enthusiasm and energy the board members brought to the boards and invited them to continue through participation on the BHAB committees. Public Comments A) Ms. Poynter of the Client Network expressed appreciation for the local businesses that provided support to clients who were displaced by the Camarillo Springs Fire. Ms. Poynter announced the screening of the award winning documentary; Of Two Minds, hosted by the Client Network which captures the lived experience of individuals living with a diagnosis of Bipolar Disorder on October 11, 3013 at 10:00 AM. A light breakfast will be served beginning at 9:30 AM in the Training Room at VCBH Administration. At the conclusion of the film the director will participate in a question and answer session. Please RSVP to (805) B) Mr. Bhavnani of NAMI commented with disappointment that the development of housing was not identified as a goal of the BHAB or the committees within the proposed bylaws. Mr. Bhavnani encouraged the board to address the lack of supported housing placements for people diagnosed with mental illness or substance use disorders through partnership with NAMI and other community based organizations to maintain Ventura County residents in placements within the county, near their family and support network to support the goal of recovery. Chair Announcements A) Mr. Holmboe announced that an additional meeting would be required to facilitate an election of BHAB Officers without delay. The board discussed the election process outlined in the bylaws. 1. A motion was moved and seconded to call a special meeting on Friday September 27, 2013 at BHD Administration in Conference Room C at 2:00 to follow the directions of county counsel to facilitate an election of the Executive Committee. The motion was approved. B) Mr. Holmboe announced that members interested in running for an Executive Committee office or willing to serve as Committee Chairs should submit their name and desired position via to the board secretary or the Chair for consideration. Adoption of BHAB Bylaws (Action) A) The board reviewed the bylaws and inserted verbiage to promote housing as a goal of the BHAB and of the committees. The board also modified the process to conduct the first election of Executive Committee officers to allow the board to call a special meeting for the purpose of electing the Executive Committee. 1. A motion was made and seconded to approve the proposed BHAB bylaws as amended. The motion was approved. Directors Report A) The Directors Report was deferred due to time. New Business A) BHD Contract Approval (Action) Ms. Roy provided a brief description of the contracts submitted to the Board of Supervisors for approval. 1. 5 a) FY Adult Physicians A motion was made and seconded to approve the physician contracts as submitted.. BHAB Manual Review The board reviewed the contents of the BHAB New Member Manual. I. Board Member Comments and Announcements A) Ms. Roy advised the board that the department is required to report that the interests of consumers of mental health services and family members are represented by individuals with lived experience. Board members appointed to represent those constituencies are occasionally identified in public documents as required by the state. Ms. Roy asked any member who did not want their appointment category documented to speak to her privately. I. Adjourn The meeting adjourned at 3:00 PM. Information.
