Minutes Mr. Tate made a motion, seconded by Ms. Butler, to approve the February 25, 2011 minutes as amended. Applicant Interview Lourie Coupe was present to answer questions the Board had regarding information submitted with her application regarding her sobriety dates and her supervisor not having a certificate of qualified supervision. Ms. Coupe explained that she entered treatment in 2003 and after eight and one-half (8 ½) months she relapsed and then re-entered treatment. Ms. Coupe s supervisor, Hal McCarter was present and informed the Board that he received the certificate of qualified supervision. Mr. Tate made a motion, seconded by Ms. Butler, to approve Ms. Coupe for the written examination. 1

2 OGC Report There is one (1) open disciplinary file in OGC. The Board discussed HB 0157, which creates two (2) tiers of licensure for alcohol and drug abuse counselors and a certification for interns of alcohol and drug abuse counseling and necessity of licensure. Mr. Tate made a motion, seconded by Ms. Butler, to support HB 0157 but the Board would like to set aside the portion of the bill that requires the necessity of licensure as it does not want to exclude anyone from pursuing this field and keep the portion of the bill regarding the tiered system. The Board discussed HB 057 regarding adding client assistance to the list of primary functions allowed to be performed by alcohol and drug abuse counselors. Mr. Tate made a motion, seconded by Ms. Butler, that this bill is not necessary as licensed alcohol and drug abuse counselors already perform this function. The Board discussed SB 0280 regarding licensees being notified of complaints filed against them. Mr. Tate made a motion, seconded by Ms. Butler, to take no action on this bill. The motion carried. The Board discussed HB 0968 regarding expediting the licensure process in Tennessee for those in the military or a military spouse. Mr. Tate made a motion, seconded by Ms. Butler, to take no action on this bill. The Board discussed HB 1070 regarding not issuing a license to a person who has a felony. Ms. Butler made a motion, seconded by Mr. Tate, to not support this bill. The Board discussed SB 0505, which requires practitioners to wear photo identification or providing their full name and licensure type in writing on the patient s initial office visit. The bill requires practitioners who practice in more than one office to comply with the requirements in each practice setting and requires practitioners who advertise on the Internet to prominently display their full name and licensure type. Ms. Butler made a motion, seconded by Mr. Tate, for drug abuse counselors to be included in this bill. Investigative Report There are seven (7) open complaints in Investigations. Three (3) are currently being investigated and four (4) are ready for review. Disciplinary Report Two (2) practitioners are currently being monitored. Financial Report For FY ending June 30, 2010 the Board had a net of $16,

3 Administrator Report There are currently 432 actively licensed alcohol and drug abuse counselors. 167 have retired their licenses and 223 have failed to renew their licenses. Newly Licensed Mr. Tate made a motion, seconded by Ms. Butler, to approve the following newly licensed alcohol and drug abuse counselors: Spencer Antonio Cole Tina Irene Reddy Reinstated Licensees Mr. Tate made a motion, seconded by Ms. Butler, to approve the following reinstated alcohol and drug abuse counselors: Teresa Nell Bell Written Examination Results Three (3) candidates sat for the written examination in March One (1) passed and two (2) failed. Mr. Tate made a motion, seconded by Ms. Butler, for the person who passed the written exam be sent a letter informing them they are now eligible to sit for the oral examination. The motion carried. Oral Examination Results Mr. Tate made a motion, seconded by Ms. Butler, to approve the following applicants who passed the oral exam: Jennifer Carol Copley Larry Dickens Ann Clark Gary Donley Jeanmaire Ottinger Mandy Colburn 3

4 Continuing Education Mr. Tate made a motion, seconded by Ms. Butler, to approve the following courses to be facilitated by Anita Bradford, LADAC: Patrick Grapevine D.U.I. Institute July 21 & 22, 2011 Counseling Ethics 3 hours July 28 & 29, 2011 HIV/Aids: Issues in Treatment Settings 6 hours Review Applications Mr. Tate made a motion, seconded by Ms. Butler, to defer action on the reinstatement application of Nina Hawk to the next Board meeting due to not having a quorum to vote on the application as Mr. Kinnaman recused himself. Ms. Butler made a motion, seconded by Mr. Tate, to defer action on the application of Tiffany Leek due to questions the Board has regarding her application. The Board would like Ms. Leek to attend the next Board meeting. Mr. Tate made a motion, seconded by Ms. Butler, to approve Casey Collins Patterson to sit for the written examination. Correspondence The Board reviewed letters sent to applicants regarding the appeal process for those who failed the oral examination. Ms. Butler made a motion, seconded by Mr. Tate to approve the letters. The Board reviewed correspondence from Camille Horton, asking for an extension to take the oral examination due to hardship. Mr. Tate made a motion, seconded by Ms. Butler, to grant the request and limit the extension until the next oral examination. The Board reviewed a letter from Robert Qualls asking if the Board accepts online training from the Breining Institute. Ms. Butler made a motion, seconded by Mr. Tate, for Ms. Spitznas to send Mr. Qualls a letter explaining the licensure process in Tennessee and the Board would consider his credentials once he applies for licensure. Other Board Business The following dates were selected for the 2012 Board Meeting Schedule: January 27, 2012 April 13, 2012 July 13,

5 October 19, 2012 Ms. Butler recommended the Confidentiality Laws (CFR-42) be added to the Board s website. Ms. Benson stated she would send Ms. Spitznas the link. Mr. Tate expressed his appreciation to the Board regarding the condolence letter he received regarding the loss of his brother. Mr. Kinnaman thanked the Board members and staff for their dedication to the operation of the Board. With no other Board business to conduct, Mr. Tate made a motion, seconded by Ms. Butler, to adjourn at 12:00 p.m. 5
