1 AGING AND ADULT SERVICES COMMISSION MINUTES OF AUGUST 5, 2015 CALL TO ORDER AND ROLL CALL President Edna James called the meeting to order at 9:30 am. The Commission Secretary called roll. Present: Edna James Gustavo Seriñà, Samer Itani, Katie Loo, Richard Ow, Kaushik Roy and Executive Director Anne Hinton is present. APPROVAL OF THE AUGUST 5, 2015 COMMISSON MEETING AGENDA The motion was unanimously approved APPROVAL OF THE AUGUST 5, 2015 CONSENT AGENDA The motion was unanimously approved. APPROVAL OF THE WEDNESDAY, JUNE 24, 2015 MEETING MINUTES The motion was unanimously approved. GENERAL No public comment EMPLOYEE RECOGNITION: Executive Director Anne Hinton and the Commission honored Lisa Leui, from the office of Adult Protective Services (APS) for her eagerness to help, her great smile and providing support to everyone around her. DIRECTOR S REPORT: Executive Director Anne Hinton was asked to represent California at the 6 th White House Conference of Aging. At the same time of the White House Conference the National Association on Aging (n4a) was also having their annual conference in Philadelphia. Fortunately Ms. Hinton was able to attend both conferences. The White House Conference on Aging was set up in a series of four panels: Caregiving, Elder Abuse, Technology and Economic Security. Each panel had a high level participant of a cabinet member, secretary or assistant secretary. During the White House Conference of Aging the President spoke about continual support for Social Security and Medicare and understands that people want to live their lives at home in the least restricted environment possible. The President also announced that 1

2 funding will be made available for Alzheimer and Dementia training, for folks in nursing homes and Elder Abuse Prevention training for District Attorneys. President Obama also addressed Economic Security and a push that would allow the states to create retirement funds for workers who don t have access to any retirement funds besides Social Security. At some point all the many initiatives that came out throughout the day will be made available. The panel on Economic Security was an interesting panel and individuals were helping people get out of debt and with worker wages. There were panels for Elder Abuse and Innovation and Technology. At the end Labor Secretary Perez gave an outstanding speech with a call to action and spoke about the five pillars of middle class and reminded everyone in the audience that they too were originally from the middle class. There was a question/answer period after each panel and one of the questions asked was What can the Area of Agencies do to help Caregivers. The response from all of the panelists was the same To help find them. Ms. Hinton was honored for the opportunity to attend the White House Conference on Aging. She was able to think about new things and also seek San Francisco in the context of what she heard people talking about from across the country. Finally, Ms. Hinton was happy to announce that the Senate passed the Older Americans Act which is now at the House. REVIEW OF THE DAAS COMMUNITY LIVING FUND FY15/16 Ms. Hinton reviewed the Community Living Fund FY 15/16 Annual Plan ADVISORY COUNCIL REPORT/Leon Schmidt Mr. Schmidt reported that the Advisory Council met on Wednesday, July 17, The Education Committee had a very full and successful training at the Bethany Center on HIV and Aging. The next Bethany Center training will take place in September and the topic is Elder Abuse. The Membership Committee is still actively seeking members. Please contact the Commission Secretary if anyone is interested. Members of the Advisory Council made two Site Visits in June. One was at the Castro Senior Center and the other was at the Telegraph Hill Senior Association and both went very well. ADVIOSRY COUNCIL S JOINT LEGISLATIVE COMMITTEE REPORT/Diane Lawrence: Commissioner Sims announced that there will be no Joint Legislative Committee Meeting in August. The Joint Legislative Committee will resume on September 16, LONG TERM CARE COORDINATING COUNCIL REPORT/Chip Supanich Report inaudible. TACC REPORT/Cathy Russo Ms. Russo stated that TACC now meets quarterly. During the previous meeting it was strongly recommended that DAAS joins the California Elder Justice Coalition. The recommendation was because of a better communication. The Elder Justice Coalition felt that if we were members we would have a better idea of what was happening in senior programs and senior issues throughout the state. The California Elder Justice Coalition is also open to bringing in communication from the members. Ms. Russo indicated that it was for these reasons that we were strongly recommended to join. CASE REPORT/Patty Linda Murley: 2

3 Ms. Murley reported that CASE last February hosted an Advocacy Meeting. Thirty agencies were represented and 80 people attended. CASE s biggest success was getting additional funding for the San Francisco Senior Centers. The Senior Centers have not received additional funding in many years. This additional funding will impact every district in the City. On Monday CASE is hosting their annual Advocacy planning session. This will be open to the public and will take place at Project Open Hand at 3:00 pm. OLD BUSINESS No Old Business NEW BUSINESS A. Requesting authorization to modify the grant with Family Service Agency of San Francisco dba Felton Institute for provision of Senior Companion Services; during the period of July 1, 2015 through June 30, 2016; in the additional amount of $55,000 plus a 10% contingency for a revised total not to exceed amount of $86,368. Requesting authorization to modify the grant agreement with KIMOCHI, INC. for the provision of Community Services for seniors and adults with disabilities; during the period of July 1, 2015 through June 30, 2016; in the amount of $53,200, plus a 10% contingency for a revised total grant amount not to exceed $609,261. Monte Cimino Steve Nakajo, Executive Director for Kimochi Senior Center, explained the reason that Kimochi Lounge is closed on Mondays is because Mondays are slower days. Mr. Nakajo also thanked the Commission for all the years of support for Kimochi Senior Center. 3

Requesting authorization to renew the grant agreement with NEXT Village San Francisco for the Age and Disability Friendly Community project - utilizing the Village Model for the term July 1, 2015 June 30, 2017 in the amount of $200,000 plus a 10% contingency for a total not to exceed amount of $220,000. Mike Zaugg D. Review and approval of FY HICAP and FY2014/15 MIPPA budgets, associated contracts HI-1516 and MI , and all subsequent amendments. Mike Zaugg ANNOUNCEMENTS: Linda Lau shared copies of the upcoming Stanford Diabetes Self-Management Program that the 30 th Street Senior Center is helping to schedule. PUBIC COMMENT: Cathy Spensley, Director of the Senior Division of the Family Service Agency, appreciates the question that Commissioner James asked regarding prescription medication. Ms. Spensley stated that it is very difficult to force anyone to take medication. The newer drugs are much better at their efficacy and reduced side effects. 4

5 Jessica Lehman, Executive Director Senior Disability Action, commented on the issue of forced medication and the long history of people being forced to take medication against their will. Ms. Lehman stated that there are many ways to deal with mental issues and it is something that we need to look at more broadly as a society. Ms. Lehman stated that she was happy to hear that Director Anne Hinton was invited and was able to attend the White House Conference on Aging. She did have concerns about how the community was or wasn t involved. Senior Disability Action groups wanted San Francisco Seniors to be a part of the White House Conference of Aging but did not have enough time. They were inviting people to share messages through the website and through twitter which Ms. Lehman found amusing. Ms. Lehman asked how many seniors in our community particularly low income seniors are on twitter. Ms. Lehman was grateful for the efforts from the White House Conference on Aging but urged them to do better.
