Personal Development College is a comprehensive college with campuses in East Grand Forks and Thief River Falls, Minnesota, offering a range of certificates, diplomas, and degrees for those looking to quickly join the workforce or transfer to a four-year university. The college has recently launched two new aerospace programs that are the first of their kind in the entire nation: Unmanned Aerial Systems and Imagery Analysis. Its liberal arts program, with five associate degree options, provides students who are preparing to transfer into four-year colleges with a strong educational foundation. With solid roots in two northwestern Minnesota communities, the college as it exists today is relatively new, dating from the 2003 merger of Northwest Technical College in East Grand Forks and College in Thief River Falls. Each institution brought a long history of serving the needs of area students and employers in the Red River Valley and northwestern Minnesota. The two main campuses are located about 50 miles apart. A third facility, the state-of-the-art Aerospace Campus, is located at the Thief River Falls Regional Airport. In addition, as a partner in Distance Minnesota, Northland is a leader in online and hybrid learning. College is a member of the Minnesota State Colleges and Universities system (MnSCU). With 24 two-year colleges and seven state universities, MnSCU is the largest provider of higher education in the state of Minnesota. Minnesota State Colleges and Universities The Minnesota State Colleges and Universities system is the largest single provider of higher education in the state of Minnesota, and the fifth largest system of higher education in the country. With 31 institutions, including 24 two-year colleges and seven state universities, MnSCU serves 58% of the state s undergraduate student population. The system includes 54 campuses in 47 Minnesota communities, serving more than 430,000 students, with 120,000 students taking non-credit courses and customized training programs designed for businesses. Overall, the system produces 41,700 graduates each year, of whom 81% get jobs in related fields and 80% stay in Minnesota, contributing to the state s economy. Minnesota State Colleges and Universities offer 522 programs and 18,700 courses partially or fully online. The system also serves more than 104,000 lowincome students, 61,600 Minnesota students of color, 28,369 PSEO students, and 11,483 veterans. MnSCU serves more students in these categories than all of the other higher education providers in the state combined. The Minnesota State Colleges and Universities system is governed by a 15-member Board of Trustees appointed by the Governor. The board has policy responsibility for system planning, academic programs, fiscal management, personnel, admissions requirements, tuition and fees, and rules and regulations. Chancellor Rosenstone is the chief executive officer of Minnesota State Colleges and Universities. He is responsible for providing academic leadership to the system s 31 colleges and universities, ensuring effective and efficient management and operation of the system, carrying out board policies, recommending operating and capital budgets to the board, and planning for the current and long-term educational needs of Minnesota. In January 2012, the Board of Trustees adopted a strategic framework for the future of MnSCU. The framework emphasizes the essential role MnSCU plays in growing Minnesota s economy and opening doors of educational opportunity to all Minnesotans. MnSCU has now embarked on Charting the Future, a systemwide initiative to deliver on the commitments set forth in the strategic framework. Charting the Future for a Prosperous Minnesota lays out the path to increase access, affordability, excellence, and service by forging deeper collaborations among our colleges and universities to maximize our collective strengths, resources, and the talents of our faculty and staff. Implementation began in Spring 2014 and will continue over the next few years. [ 2 ]

3 College History College has been in existence in one form or other since 1949, when the Minnesota State Board of Education first approved an area vocational school for Thief River Falls. A state junior college opened not far away in In 1973, a vocational institute was established in East Grand Forks. These three campuses ultimately became one. Timeline Thief River Falls Area Vocational School established Thief River Falls State Junior College established Thief River Falls State Junior College renamed Northland Community College East Grand Forks Area Vocational Technical Institute (AVTI) first offers courses in rented facilities Present facility opened in East Grand Forks East Grand Forks AVTI name changed to Northwest Technical College and consolidated with five area colleges Minnesota State Colleges and Universities established, merging the state s community colleges, technical colleges, and state universities into one system Thief River Falls vocational school and junior college merge to form College (NCTC) NCTC merges with Northwest Technical College in East Grand Forks. The name remains Northland Community and Technical College. About the College College places its highest values on helping its students achieve strong communication skills, critical thinking skills, a sense of global and civic responsibility, and understanding of information and applied technology. The college endeavors to instill professional attitudes and habits of punctuality, honesty, respect, accountability, leadership, integrity, and selfdirectedness in all of its students. Approximately 61% of Northland students focus on career/technology paths, while 19% are liberal arts majors. The top majors by enrollment are liberal arts and sciences, farm/business management, nursing, and computer and network technology. The college is accredited by the Higher Learning Commission of the North Central Association, through the PEAQ pathway; within the college many programs are approved by certifying professional organizations. Among many honors, Northland was included in the 2014 list of the top 150 colleges in the United States by the Aspen Institute, making it eligible to compete for the one million dollar Aspen Prize for Community College Excellence. The eligible institutions demonstrated strong outcomes in three areas of student success: the rate of students persistence, completion, and transfer; consistent improvement in outcomes over time; and equity in outcomes for students of all racial/ethnic and socioeconomic backgrounds. The college was also named to the Top 50 U.S. Community Colleges list by thebestschools.org. Northland students are eligible for many awards and honors. Phi Theta Kappa chapters on both the East Grand Forks and Thief River Falls campuses recognize students who demonstrate academic accomplishment and leadership in the community. Recent student achievements include Physical Therapy Assistant students presenting a research study at the American Physical Therapy Association national meeting in Las Vegas a rare honor for two-year college students and Northland s VEX Robotics team competing in the World Championship in Anaheim, California. Students who complete the Associate in Arts degree at Northland, which includes the Minnesota Transfer Curriculum, are assured of seamless transfer into one of MnSCU s universities, as well as into the University of Minnesota system, and usually are accepted into most out-of-state colleges including the University of North Dakota. Health and Human Services Northland Health and Human Services provides instruction in more than a dozen high-demand career programs ranging from one semester to two years in length. Students have an opportunity to work in hospitals, clinics, fire departments, and various other facilities to receive first-hand training in their field. Since 2010, Northland s Practical Nursing program has ranked in the top four Associate Degree Producers in the United States according to Community College Week. Aerospace Northland s Aviation Maintenance Technology (AMT), Unmanned Aerial Systems (UAS), Imagery Analysis, and Geospatial Intelligence Analysis programs comprise Northland Aerospace, which is taught in an ultra-modern facility located at the Thief River Falls Regional Airport. Northland Aerospace s AMT program has a 51-year history of producing talented, highly employable aircraft maintenance technicians. The new and exciting UAS and Imagery Analysis programs are the first of their kind in the nation. Building/Construction Trades In partnership with the Forx Builders Association in Grand Forks, Northland building trades students complete a house, from design to finish, each academic year. First-year Architectural Technology students design the house. Residential Carpentry program students do the bulk of the building, with Construction Electrician, Plumbing, and Heating, Ventilation, and Air Conditioning programs completing their respective parts of the project. This unique partnership gives students in five different programs hands-on, real-world learning experience. [ 4 ]

Fiscal year unduplicated headcount has averaged about 5,500, peaking at 5,822 in The recession years 2009 and 2010 resulted in more students going back to school to improve their skills at a time when it was difficult to find employment. Long term, the trend since 2005 has been slightly upward; unduplicated headcount was 4,709 in 2005 and 5,411 in Student Engagement Survey (CCSSE) Northland has administered the Community College Survey of Student Engagement every other year since spring term The CCSSE provides data on five benchmarks which denote areas that have been shown to be important to students college experiences and educational outcomes. The most recent benchmark scores (Spring 2014) showed improvement in almost every area since the 2012 survey. Efforts to identify promising practices to improve CCSSE benchmarks have been focused through the Retention Task Group, Strategic Enrollment Management Team, and Faculty group discussions. Staff CCSSE Benchmarks Active and Collaborative Learning Student Effort Academic Challenge Student-Faculty Interaction Support for Learners Survey of Entering Student Engagement (SENSE) The 2014 Survey of Entering Student Engagement demonstrated the college s strong commitment to provide quality academic advising services to its students. The top five areas in which Northland scored above its cohort reinforced that entering students felt advisors were: (1) available to meet at convenient times; (2) were helpful in selecting an appropriate program of study; (3) helped in setting academic goals and creating a plan to achieve them; (4) assisted in identifying needed courses in the first semester; and (5) helped in determining whether students qualified for financial assistance. 6 Student Life Northland offers students many opportunities to participate in clubs, activities, and service organizations. Students are encouraged to participate in professional service organizations and honor societies. Many student organizations revolve around programs of study such as occupational therapy assistants, carpentry, and nursing, offering opportunities for students to connect with professionals in the region and build resume experiences. Student Senate and Student Ambassadors provide leadership training and promote positive communication between the students and employees, local community organizations, and other educational bodies. Students, faculty, staff, and community members are active in music at Northland, including Chamber Choir, Community Band, and Jazz Band. The college does not offer on-campus housing, but maintains a housing list for enrolled students. Breakfast and lunch options are available on all three campuses during the day. Athletics The college takes pride in the accomplishments of Northland Pioneers athletic teams. In the past five years, College athletic teams have won nine Minnesota College Athletic Conference Northern Division titles and advanced to more National Junior College Athletic Association championship rounds than any other team in its division. In 2014, the Women s Basketball team won the NJCAA Division III national championship, coach Shannon Nelson was named Coach of the Year, and sophomore Sarah Durand was named Player of the Year. Intramural sports are also offered, including bowling, 3-on-3 basketball, 5-on-5 basketball, golf, soccer, volleyball, and more. [ 6 ]

7 Northland Community and Technical College Foundation In 1975, a group of almost 20 donors gave $1,000 each to create the College Foundation in Thief River Falls. Following the merger with Northwest Technical Institute in East Grand Forks, the Foundation expanded it mission to include the East Grand Forks campus in Today, more than 400 contributors give to the Foundation each year. The NCTC Foundation annually awards more than $100,000 in scholarships and college grants to deserving students. Since 2009, the NCTC Foundation has awarded over $150,000 to dislocated workers. The NCTC Foundation is a registered 501 (c)(3) non-profit corporation in the state of Minnesota. Center for Outreach and Innovation Northland s customized training/continuing education department, the Center for Outreach and Innovation (COI), serves many individuals and businesses in the region and in collaboration with other community and technical colleges throughout the state. In FY13, 152 businesses and 3,663 students enrolled in courses or programs through Northland s COI, ranging from nursing assistant certification to mine safety to leadership to welding and many other fields. Northland has had an ongoing collaboration with worldwide electronics distributor Digi-Key Corporation in Thief River Falls for more than a decade. Digi-Key allows a select group of employees to attend classes during work hours and pays half the cost of their tuition, books, and fees. Centers of Excellence College is proud to partner with a number of regional academic institutions in Centers of Excellence, designed to foster positive working relationships among these outstanding organizations. 360 Degree Manufacturing and Applied Engineering Advanced Technological Education Regional Center of Excellence The fifteen 360 partner institutions provide opportunities for students and incumbent workers to advance their education online through career-oriented, online etech programs in advanced manufacturing industries. Minnesota State Colleges and Universities Agriculture Center of Excellence North Northland and its partners are working together to establish small unmanned aircraft systems operations (UAS) at each location for aerial mapping and further analysis of agricultural crops. Minnesota State Colleges and Universities Transportation Center of Excellence Northland s programs in Automotive Service Technology, Auto Body and Collision Repair, Aviation Maintenance Technician, and Unmanned Aircraft Technician offer unique attributes to the Center s inventory as workforce development tools. University of North Dakota Center of Excellence for UAS Research, Education, and Training As unmanned aerial vehicles revolutionize the aviation industry, the opportunity exists to create new aviation industry markets. The goal of this Center of Excellence is to commercialize UAVs for application in the private sector. [ 7 ]

8 Community Partnerships Northland has forged connections with organizations, corporations, and educational institutions throughout the region, including: National Electrical Contractors Association, Dakotas Chapter The Dakotas Chapter of the National Electrical Contractors Association recently donated $25,000 to benefit the Construction Electricity program through College Foundation. Red River Valley Prosperity Partnership Northland is one of 20 members of the steering committee for the Red River Valley Prosperity Partnership. Other members include colleges, universities, economic development corporations, and business leaders from both Minnesota and North Dakota. This group s central aim is to form a strategic plan for economic development in the Red River Valley. Region and Communities Minnesota s great northwest, where the prairie meets the north woods, is home to a wealth of summer and winter outdoor activities. A unique collection of habitats range from pine forests, deciduous woodlands, native tallgrass prairie, aspen parkland, sand dunes, bogs, marshes, lakes, and rivers providing access to world-class fishing, hunting, boating, bird watching, canoeing, kayaking, and hiking. Scenic paved bike trails wind for miles through the region, as well as forested ATV trails and hundreds of miles of groomed snowmobile trails. East Grand Forks Located on the eastern bank of the Red River of the North, East Grand Forks (population 8,600) is directly across from the larger city of Grand Forks, North Dakota. The two cities are often called Greater Grand Forks, and together have a population of about 100,000. Thief River Falls Thief River Falls (population 8,500) first developed as a lumber milling town and agricultural center. Today, the city continues its entrepreneurial spirit, preserving and respecting the past, yet growing and moving toward the future. This is true especially in the manufacturing and distribution industries, both nationally and internationally. Thief River Falls is home to Arctic Cat snowmobiles. Roseau Roseau (population 2,600), located just ten minutes from the Canadian border, is home to Polaris Industries, a leading manufacturer of snowmobiles and allterrain vehicles. Health Program Clinical Affiliations Altru Health System (Grand Forks, ND) and Sanford Health (Thief River Falls, MN, and Fargo, ND) work closely with the college to ensure a quality educational experience. Staff members from these institutions serve on Northland s health program advisory boards. [ 8 ]
