1 Guidelines for Skills Investment Plan

2 SKILLS INVESTMENTS PLAN Training providers who have signed an Accountability Framework Agreement (AFA) with Alberta Human Services (HS) are required to complete and sign a Skills Investment Plan (SIP) on an annual basis. Your institution s plan is due on the agreed upon date with your Contract Service Coordinator or Regional Representative and must include the following two components: 1. A detailed plan for serving Alberta Works funded Learners in An accompanying brief narrative description of how the proposed plan for : Is supportive of HS s Goals and Strategic Priorities. Will provide Learners with skills in demand by employers. Plans should indicate how employer demand for occupational training programs has been identified. Will meet the needs of the Alberta Works Learners they serve. Responds to regional labour market demands. PLEASE NOTE: The Skills Investment Plan for is considered Approved when both parties (HS and Training Provider) have signed the Skills Investment Plan Approval Sheet (sample is attached as Attachment A). GUIDELINES FOR SKILLS INVESTMENT PLANS Alberta Human Services 2

PROGRAM APPROVAL, FINANCIAL RULES The Training Provider will comply with the Income and Employment Supports Act, the Government Organization Act and regulations and policies made pursuant to those Acts with respect to all Learners and Training Providers. To review the most up to date Acts, Regulations and Policies, please see the Alberta Works Online Policy Manual 3. GUIDELINES FOR COMPLETING TEMPLATE #1 Information about programs that Alberta Works funded Learners will start between April 1, 2013 and March 31, 2014 is to be entered into this template. Enter information ONLY in the green cells on the template. The white cells contain formulae for automatic calculations from the information entered in the green cells. A password is not required. Enter your organization s name and your AFA number in the top left hand corner of the template. Enter information into the respective columns as follows: 1. Skills Investment Program - Column A A program name always needs to be entered in the first column. Please use the same program names as they appear in Mobius in the Programs and Services Catalogue. Apprentices are not to be included. Provider allocations do not include tuition and mandatory fees for Apprentices. 2. Program Code Column C For a listing of Program Codes please refer to the end of this document. 3. Full-Time (FT) or Part-Time (PT) Column D Enter either FT or PT to indicate whether Learners will be participating in programs on a full-time or parttime basis. In cases where the same program will be available to both full-time and part-time students, the program should be listed twice. GUIDELINES FOR SKILLS INVESTMENT PLANS Alberta Human Services 3

4 4. Campus Column E If a program will be delivered at two or more campuses, the program name must appear before each campus name. 5. Projected Number of Seats in Column F A seat should be counted each time, between April 1, 2013 and March 31, 2014, a learner would be enrolled in and starts a session. For example: If an individual attends two sessions of full-time academic upgrading, they would be counted as two seats because they would be enrolled twice and two tuition and mandatory fee payments would be paid on their behalf. If an individual attends a four-month program, they would be counted as one seat. NOTE: The projected number of seats should only include those relating to students expected to receive Alberta Works funding from HS (Tuition and Mandatory Fees) 6. Length of Program/Session Column G The program length should correspond with the program length indicated on Mobius in the Programs and Services Catalogue. 7. Planned Outcomes Columns H,I and J On the basis of your organization s experience, an estimate should be made of the percentage of Alberta Works funded Learners who will be accepted into and start programs or sessions between April 1, 2013 and March 31, 2014 and who will successfully complete their programs or sessions. An estimate should be made of the percentage of full-time Learners who will start training between April 1, 2013 and March 31, 2014 who will be employed or in further training six months after the completion date of the programs they start. An estimate should be made of the percentage of part-time Learners who will start and successfully complete their program or session between April 1, 2013 and March 31, GUIDELINES FOR SKILLS INVESTMENT PLANS Alberta Human Services 4

Tuition and Mandatory Fees Per Seat Column K Please enter the tuition, mandatory fees, and student association fees per seat for Learners who will start programs or sessions (i.e. seats) between April 1, 2013 and March 31, Tuition, mandatory fees, and student association fees must not exceed the amount indicated on Mobius in the Programs and Services Catalogue. NOTE: Providers that have an approved tuition and mandatory fees increase for academic year (August 1 July 31) should reflect these increases with the corresponding number of seats as a separate line item on their Skills Investment Plan. 4. GUIDELINES FOR COMPLETING TEMPLATE #2 PART 1 of this template contains information about your HS tuition and mandatory fees allocation and will automatically calculate the planned use of your allocation, based on the information you enter into Template 1. NOTE: You may need to adjust your Skills Investment Plan to ensure that you do not exceed your overall tuition and mandatory fee allocation and your envelopes for Work Foundations -- Academic Upgrading, Work Foundations -- English as a Second Language, Training for Work, Transitional Vocational Programs, and Part-Time training. Please complete the required fields in the green shaded cells on Template 2. PART 2 of the template; enter the estimated maximum number of full-time Learners who will be accepted into and start an Approved Training Program between April 1, 2013 and March 31, 2014 for whom your organization will provide HS Learner Support Services. Enter this amount in the green shaded fields. NOTE: This number will be different from the total number of seats in your Skills Investment Plan, as payment for HS Learner Support Services is only once per learner for a 12-month period. Also enter the estimated maximum number of part- time Learners Skills Investments Bursary learners who will be accepted and started in an Approved Training Program between April 1, 2013 and March 31, GUIDELINES FOR SKILLS INVESTMENT PLANS Alberta Human Services 5

7 ATTACHMENT B Reporting Requirements for Learners in Full-Time Training Training Provider will submit invoices (monthly or as otherwise agreed to with HS) for Accepted and Started Learners to the Minister, with the following information: 1. Standard Information date of invoice invoice number training provider (legal) name, address, phone number, contact person name and address of HS contact 2. Program Specific Information AFA number period for which claim is being submitted description of invoice number of Learners for which a payment is being claimed name of learner (and learner program) for which a payment is claimed either through HS departmental system, and learner s SIN number or Mobius EIIID #. dollar amount claimed per Accepted and Started learner calculation of amount owing 3. Accumulated totals number of Accepted and Started Learners in the program number of previously Accepted and Started Learners who subsequently withdrew from of the program Training Provider will complete the on-line data entry on the HS departmental system, in accordance with requirements prescribed in the HS departmental system, User Manual and related policies as found on the Alberta Works policy manual. A full-time learner s name cannot appear more than once during a 12 month period per intervention.
