2 Global Fuel Economy Initiative Background Estimated global vehicle fleet increase: from around 800 million to between 2 and 3 billion by Global world expenditure by 2050 on Motor vehicles: US$ 150 trillion Fuels (all transport modes): another US$ 150 trillion GFEI 50:50 Initiative Launched on 4 March 2009 in Geneva by UNEP and its partners Objective: Average global 50% reduction in emissions (per km) by GFEI 50By50 Target Making Cars 50% More Fuel Efficient by 2050 Worldwide 2005 global average fuel consumption: 8L/100km 2050 goal: Global fleet average fuel use: 4L/100km (25km/L) 2
3 GFEI in Mauritius Falls within the Global Environment Facility (GEF) Focal Area Objective To promote energy efficient, low-carbon transport and urban systems Spearheaded by UNEP under the Small Scale Funding Agreement (SSFA ) Funded by EU and GEF (USD 70,000) SSFA signed in March 2013 Project expected to be completed in December 2014 Objective of GFEI project: To support Mauritius in the development of a cleaner, more efficient vehicle strategy, policy package, and adopt best practices on fuel economy improvement so as to:- reduce the average fuel consumption from 8 litres per 100km to an average of 4 litres per 100km decrease CO 2 emissions from an average of 180gm per Km to 90gm per Km 3
4 GFEI Implementation in Mauritius Development of an efficient vehicle strategy : 1. Establishment of a National Task Force Committee; 2. Calculation of a national auto fuel economy baseline to monitor trends; 3. Conduct a cost and benefit analysis of policy options to support fuel economy; and 4. The holding of national workshops: A. 1 st Workshop held on July 2013 B. 2 nd Workshop in November
5 Objectives of Stakeholder Consultations on GFEI Ownership, Commitment and Collaboration of various stakeholders will enable Mauritius to draft a cleaner, more efficient vehicles policy and adopt best practices on fuel economy improvement. 5
6 COMMITTEES National Task Force Committee Subcommittee on Vehicle Inventory Subcommittee on Fuel and Vehicle Legislation Subcommittee on Cost benefit Analysis of Policy Options The Ministry of Environment and Sustainable Development has set up a Task Force comprising stakeholders from public and private sectors to pilot the project. To compile and calculate a national auto fuel economy baseline for 2005 using GFEI methodology and vehicle inventory for 2005, 2008, 2010 and 2012 to establish trends. The baseline will be used by policy makers to track trends in light duty vehicles (LDV) emissions intensity and to monitor progress in improving fuel economy towards national and international targets. To review existing national fuel and vehicle legislation and incentives to promote cleaner and more fuel efficient vehicles to come up with recommendations to improve fuel economy. To analyze the vehicle inventory and auto fuel baseline, and the recommendations of the sub-committee on Fuel and Vehicle Legislation To Establish a list of fuel economy policies (e.g. fuel efficiency and emissions standards, import controls, taxes and incentives for cars and car components, fuel taxes) To carry out a Cost Benefit Analysis of policies to support fuel economy. To recommend the most feasible and economically viable measures to be implemented in the short, medium and long term to achieve fuel economy 6
