Opening the airspace to UAS - ASTRAEA s next phase Simon Jewell, FRAeS Chairman, ASTRAEA Steering Board Farnborough International Air Show 12 th July 2014
The Challenge Regulations for manned flight have matured over the past 100 years Implicit assumption that pilot is on-board: See & Avoid other air users Communicate with Air Traffic Controllers Monitor health of the aircraft Manages the safe conduct of the flight No agreed interpretation on standards and regulations for unmanned systems The conundrum: Regulators require example system to certify Industry require regulations to specify requirements Technologies & Regulations are required to place the pilot on the ground
ASTRAEA Phases ASTRAEA 1 ( ) Requirements capture 8 Technology projects 4 Regulatory projects Synthetic Environment demonstration ASTRAEA 2 ( ) 4 Integrated technology themes Virtual Certification Demonstrations ASTRAEA 3A ( ) Regulator engagement ASTRAEA 3B ( ) Unmanned Aircraft Systems (UAS) Certification Standards and Performance Requirements Body Of Evidence UAS Flights in Progressively More Demanding Airspace Classes Reduced Barriers to Entry for UAS Operations ASTRAA All rights reserved.
ASTRAEA Partners SMEs and Universities ASTRAEA 1 & 2-62m public / industry funded UK collaboration ASTRAEA 3 c. 40m public / industry funding required
Programme Objectives Enable the routine use of Unmanned Aircraft Systems (UAS) in all classes of airspace without the need for restrictive or special conditions of operation. Develop and demonstrate key technologies and operating procedures required to open up the airspace. Support the development of the regulatory framework for this new class of operation. ASTRAEA Autonomous System Technology Related Airborne Evaluation & Assessment
Systems based approach Transparency Any other airspace user / controller sees the UAS behave the same as a manned platform Equivalence The UAS is as safe as a manned platform Air Regulations Are in place so we design products to comply with them Perception People are as accepting of UAS as they are of manned flight How do you set out to build a product which is transparent, equivalent and meets the regulations when you don t know what the regulations are or what evidence is needed? How do you persuade the pubic that you don t need additional restrictions or that UAS will not have a negative impact on society?
