2 Introduction An Unmanned Aerial Vehicle (UAV), Unmanned Aircraft System (UAS) or as named by ICAO as a Remotely Piloted Aircraft (RPA) and commonly known as drone, is an aircraft without a human pilot aboard. Its flight is controlled either autonomously by on board computers or by the remote control of a pilot on the ground or in another vehicle. The typical launch and recovery method of an unmanned aircraft is by the function of an automatic system or an external operator on the ground. Historically, UAVs were simple remotely piloted aircraft, but autonomous control is increasingly being employed. Source: Wikipedia

3 What has happened in the last 20 Years? On April marked 20 years of democracy in SA It also marked 20 years since an unmanned aircraft system was used to support the SA Security Agencies in providing a safe environment for the voters when a Seeker 1 UAVs were deployed for day/night operations operating to within the Johannesburg TMA during the run-up to the elections demonstrating the value of such systems to civil society Yet after 20 years we still have a situation where South Africa, as a one-time leader in the of military UAS operations, is being denied the opportunity to once again become one of the leaders in civil UAS operations

8 Future Employment What will be the employment future The disruptive nature of UASs makes prediction in SA very difficult, but USA analysis indicates the market for UAS services to be US$1 billion/year within 3 years and growing to US$6 billion/year in 10 years. If the SA market is just 5% of that, it equates to R500 million/year after 10 years and R3 billion/year Initial focus will be on the Security Industry with non-security application following in the near future

9 Future Support to Government Departments UASs will seldom offer a complete solution to problems faced by government departments, however, their versatility and the low cost of operations can make significant cost and time savings and in many cases reduce the dangers public servants will be exposed to Some examples are: Police: Surveillance both overt and covert SAN Parks: Already early trials are in place and concepts of operation are being developed DAFF: Control of illegal fishing, monitoring of forest, crop yield surveys Transport: Infrastructure Surveying Health: Transport of sputum samples from remote clinics to central laboratories and the delivery of medication in hard to reach areas Home Affairs: Surveying of urban development, support to censuses Treasury: surveillance of activities close to border post and ports of entry
