2 South Dakota Board of Regents New Site: Request to Offer an Existing Degree Program Use this form to request authorization to deliver an existing degree program at a new site or by distance delivery. The Executive Director or the Board may request additional information. University Northern State University Degree(s) and Program BS General Business New Site(s) Capital University Center Proposed Implementation (term) Fall 2008 University Approval To the Board and the Executive Director: I certify that I have read this request, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? Communities throughout South Dakota will benefit significantly from a General Business major delivered by Northern State University to Capital University Center. This major will prepare students for managerial positions and employment opportunities in business, academia, and government. Students will complete both theoretical and applied coursework in the major area. Graduates of the program will require little, if any, additional training to accept managerial positions in the private sector, education, or government sector. Northern State University will fund the proposed program through reallocation of resources. Pierre faces a lack of educational opportunities at the Bachelor level for recent high school graduates and non-traditional students looking to advance their education while remaining in our state capital, Pierre, SD. This curriculum has been designed to meet the need for well-educated and trained business graduates in South Dakota. The combination of expected growth in employment and anticipated retirements, both across the nation and in South Dakota specifically, create the need for university graduates who are ready and able to step into management positions. The availability of NSU s General Business program in Pierre will assist in developing the necessary managerial expertise and competencies through a well-defined set of applied and theoretical courses, combined with an optional internship program AAC_4.C.2_new_site_nsu_business,pierrePage 2 of 11
3 The Board of Regents has very affirmatively moved to assist in the Governor s 2010 Education Initiative which includes: Goal 3: By 2010, the postsecondary education system will fully meet the needs of the state s changing economy and its citizens. Objective 3B: Expand the number of citizens with postsecondary education and training by 20 percent. Objective 3C: Support postsecondary education programs designed to enhance the state long-term economy. This program would support this initiative to meet the needs of South Dakota. 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? If either answer is yes, identify the institution(s) and program(s) and explain why authorization is requested. No other regental institution is authorized to offer a similar program in Pierre. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? Therefore we anticipate a low number of program graduates through the 4 th year of the program. Impact on Existing Programs We anticipate no or very little impact on enrollments of existing programs. The staff at Capital University Center will provide student services. Students will be assigned a faculty program advisor from the NSU School of Business. 6 be available to Capital University Center students via distance telecommunications technology during office hours. In addition, Gayle Drake serves as CUC s academic advisor and will continue to meet with students face-to-face to guide them through the program. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). The program is not accredited by any special accrediting agency. However, the NSU School of Business is applying to seek accreditation by AACSB International. Accrediting the program delivery in Pierre would incur no additional costs. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter None. None 8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. NSU courses in Pierre at Capital University Center will be delivered through a variety of methods. Where possible the courses will be delivered Face-to-Face using local adjunct faculty but if local adjuncts are not available then the course will be delivered from NSU using DDN with WebCT (course management software) support. When courses are delivered via DDN, instructors will periodically travel from Aberdeen to Capital University Center to meet with students during the semester. Funding needed to support the cost of travel between Pierre and Aberdeen will be generated from course revenue. Modest expenditures, as identified in Appendix B for such items as supplies, etc., will be covered by course revenue. No additional expenditures beyond those identified in Appendix B are anticipated. 9. Additional Information. (Optional) Limit the number and length of additional attachments.
