1 SOUTH DAKOTA BOARD OF REGENTS Full Board AGENDA ITEM: 17 a DATE: March 28-29, 2012 ****************************************************************************** SUBJECT: New Program: DSU Minor in Health Information Management Dakota State University has submitted a proposal for a baccalaureate minor in Health Information Management. The University has a B.S. in Health Information Administration. DSU does not request any new resources. The courses are offered now for other programs. DSU notes that graduates of several baccalaureate programs have career opportunities in the healthcare industry. The minor will provided a background in health information management and make graduates more attractive to employers. ****************************************************************************** RECOMMENDED ACTION OF THE EXECUTIVE DIRECTOR Approve Dakota State University s proposal for a Minor in Health Information Management as described in Attachment I.

Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. Do you have a major in this area? X Yes No Dakota State University is requesting authorization to offer a minor in Health Information Management (HIM). This minor will prepare students for careers that require skills in the health information management profession. DSU does not intend to request new state resources as all of the courses are already being taught and the university has already invested in the hardware and software needed to deliver the courses included in the minor. 2. If you do not have a major in this area, explain how the proposed minor relates to your mission. DSU currently offers these related degree programs: A.S. in Health Information Technology B.S. in Health Information Administration M.S. in Information Systems with a Healthcare Specialization M.S. in Health Informatics Certificate in Healthcare Coding

3 Dakota State University ATTACHMENT I 3 3. How will the proposed minor benefit students? The minor is intended to provide an HIM background to students in other disciplines who are interested in working in the health care industry. Graduates of several DSU programs have career opportunities in healthcare management. The minor will make graduates more attractive to employers. The B.S. programs in computer information systems, network and system administration, and physical science have sufficient open electives to accommodate completion of the minor within 120 hours. Students in the business administration, computer science, and biology for information systems programs would need to complete additional credits (6 to 9 credits beyond 120) to accommodate completion of the minor. According to the Bureau of Labor Statistics and SimplyHired (an online job search engine), the health care industry is expected to see rapid growth in healthcare information technology (HIT) positions. Currently, the nation s 176,000 HIT jobs are expected to grow by 20 per cent annually through 2018; employment for medical records technicians and health information technicians will see the greatest growth through Software developers account for the largest number of HIT jobs, followed by system analysts. Since 2009, database administrator jobs have increased by 94%, network administrator jobs have increased by 64%, systems administrator jobs have increased by 43%, and storage administrator jobs have increased by 37%. ( Because HIT jobs continuously evolve as the number of electronic health record (HER) adopters grows and as technologies and strategies change, these job fields are expected to grow well into the future. A skilled workforce will continue to be needed to support the adoption of EHRs and the exchange of health information among health care providers and public health authorities. HIT workers will also participate in the redesign of workflows within health care settings as new adopters work to gain the quality and efficiency benefits of EHRs and to better maintain individual privacy and security. 4. Enrollment estimates are based on the average number of students currently enrolled in other minors at DSU.

The courses selected for the minor provide a foundation in health information management for students in other majors. HIM 150 and HIM 250 provide an overview of the health information management profession and the healthcare industry. HIM 252 and HIM 265 provide background on the use of data in health information and also the functions related to management of health information. HIM 170 includes content related to legislation pertinent to health information management security and privacy as well as issues related to healthcare liability. The current topics covered in HIM 443 ensure that students have current knowledge of trends and events in the health information and healthcare industry. 6. Complete the tables below. Students will utilize a variety of health information management software packages, such as electronic health records, Registration-Admission/Discharge/Transfer software, electronic document management systems, and chart tracking software.

If off-campus or distance delivery authorization is not requested, enter None. The university will offer this program on campus, at the University Center in Sioux Falls and by distance delivery. 10. Costs, Budget & Resources: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, etc needed to implement the minor. No new resources are required to offer the proposed minor. All courses required for this minor are already offered and the university has already invested in the hardware and software needed to support course delivery.
